    Berdasarkan Article 27 Konvensi Wina 1961, diplomatic bag adalah salah satu hak kekebalan dan keistimewaan yang dimiliki pejabat diplomatik untuk kepentingan misi diplomatik. Penelitian ini membahas kasus penyalahgunaan diplomatic baggage oleh pejabat diplomatik Nigeria Okon Edet dalam upaya membawa Umaru Dikko dalam kembali ke Nigeria yang ditinjau dalam perspektif Konvensi Wina 1961 dan praktek-praktek di beberapa negara serta membahas tindakan Receiving State dan Sending State dalam kasus penyalahgunaan diplomatic baggage oleh pejabat diplomatik Okon Edet. Penelitian ini menggunakan metode pendekatan yuridis normatif denganspesifikasi penelitian berupa penelitian deskriptif analitis. Data penelitian bersumber dari data sekunder yang diperoleh melalui studi kepustakaan dan metode analisis data yang digunakan adalah metode kualitatif. Hasil penelitian menunjukkan bahwa penyalahgunaan diplomatic baggage oleh pejabat diplomatik Okon Edet melanggar ketentuan Konvensi Wina 1961, Draft Article of Diplomatic Bag 1989 dan praktek-praktek di beberapa negara. Penyalahgunaan diplomatic baggage oleh Okon Edet juga melanggar ketentuan hukum nasional Inggris sebagai Receiving Stateyang tertuang dalam HMRC DIPPRIV, sehingga inviolability dari diplomatic baggage milik Okon Edet tidak bersifat absolut. Terhadap penyalahgunaan diplomatic baggageoleh Okon Edet maka Inggris sebagai Receiving State dapat menjatuhkan sanksi berupa persona non gratadan konsekuensi Nigeria sebagai Sending State adalah bertanggung jawab untuk melakukan recall atas penyalahgunaan diplomatic baggage yang dilakukan oleh pejabat diplomatiknya

    OKON EDET UYA: THE PHILOSOPHER OF HISTORY

    An introduction to Professor Uya’s philosophy of history class starts with this caution, ‘as a historian, you must learn to think’. Put differently, you must learn to develop a critical mind for healthy scepticism. If Philosophy, is having second thought, that is thinking about the nature of some form of human thought and the implications of some body of human knowledge in the most ultimate and far-reaching way, then Professor Uya’s introductory remarks to his students of philosophy of history is not out of place. Historical judgements can be made by any student through careful and critical reading of the work of modern historians and by paying some attention to the biography, social and intellectual milieu of the author of the book he is reading. The author’s life and background will indicate his experiences and the ideas upon which he will draw in his facts and make inference. As a distinct historical field, historiography implies a systematic study of the way the historian does his work. It involves four different but closely related historical activities. The first is the reflection on the trends and patterns of historical writing and a systematic study of all the important historians; the second, is the discovery of critical analysis of historical sources; the third, is the construction and description of the past on the basis of the facts acquired; the fourth is the construction on the basis of the ascertain facts, of some general theory which gives meaning and inner logic to the known past.1 It is useful for students because it will allow the student to see the whole sweep of historical literature and the changing assumptions and values that govern historical judgements in the modern world. Conscientious reading, research and writing which professor Uya puts his student through has not only given them this broad knowledge, of major historical trends, the course as taught by him, has undoubtedly expedited the gaining of this insight and understanding

    Achieving sustainable development goals through digitalization in ports

    AbstractSustainable development is crucial to ports due to the interconnection between port activities, the economy, and the environment. This study aims to explore how port digitalization initiatives played the role of promoting sustainable development. To this purpose, the author/authors adopted a mixed methods approach using as database the World Ports Sustainability Program, which features 74 port digitalization initiatives. The first step focused on a quantitative analysis of the distribution of said initiatives in terms of sustainable development goals, followed by a thematic analysis to explore their contribution. The findings indicate that more than 72% of ports addressed sustainable development goals 8, 9, 13, and 17. Digitalization initiatives in ports have mainly focused on improving their infrastructure and operational performance, enabling them to address climate change challenges. This work also recognized the role that partnerships can play in achieving this goal

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Impact of Green Knowledge Sharing on the Organizational Performance of SMEs : The Mediating Role of Green Organizational Culture and Technological Innovation

    This study explores the impact of Green Knowledge Sharing (GKS) on Organizational Performance (OP), considering the mediating roles of Green Organizational Culture (GOC) and Technological Innovation (TI). Addressing current gaps in the literature, the research extends beyond sector‐specific analyses and incorporates a cross‐country perspective, examining 297 small and medium‐sized enterprises (SMEs) in Portugal, Spain, and the United Kingdom. Additionally, this study acknowledges the influence of digital transformation in enhancing GKS, a factor often overlooked in previous research. By adopting a Structural Equation Modeling (SEM) approach, this article confirms a direct and positive effect on both OP and GOC, with GOC further influencing OP, establishing its mediating role in this relationship. However, the relationships between GKS and TI, as well as the indirect effect of GKS on OP through TI, are not supported. These findings offer theoretical advancements by broadening the conventional understanding of OP beyond financial metrics and present practical implications for SME managers, highlighting strategies to foster a green organizational culture and leverage technological innovation for sustainable performance

    LEADING THEORIES IN AKWA IBOM COLONIAL HISTORIOGRAPHY

    As applicable in other part of Africa, the imposition of colonialism hindered development and sustainability of the indigenous Akwa Ibom socio-cultural, economic and political institutions as such institutions were labelled negatively to justify the merits of the colonial system. European scholars, missionaries, historians and scientists were dislodged to perfect Britain's ambitions in Akwa Ibom area through various ideological and pseudo-scientific postulations. The study employed mostly secondary sources to attempt a historical analysis of colonial theories adopted in the historiography of Akwa Ibom past and history. Such denigrating terms such as primitive, heathen, pagan and illicit among others were applied to explain the people's uncivility. This research is an attempt to unveil the fact that the area now refers to as Akwa Ibom had adversely been affected by the various Eurocentric theories and ideologies aimed at destabilizing her indigenous identify and peoplehood up to the post- colonial era
