Restrictive measures and substance use reporting: New evidence from the COVID-19 pandemic
Background: Since the beginning of the COVID-19 pandemic, several studies have been conducted on the impact of lockdown and containment measures on various aspects of individual and social behaviour, including substance use. The increasing body of literature investigating this phenomenon emphasizes the need for additional studies at the local level. We investigate changes in reported illicit drug consumption following changes in public measures limiting individual mobility in the province of Bergamo, one of the regions that faced the most severe consequences in terms of number of cases and death toll in the early stages of the pandemic. Methods: The empirical analysis is based on a unique dataset covering all people recorded by police forces as drug users between January 2019 and December 2021 in the province of Bergamo. Data relate to reports for illicit drug consumption and not criminal activities. Results: Estimates show that, during periods when individual mobility was severely limited, the probability of reported cannabis consumption decreased by 8-9%, while that of reported cocaine use increased by 6-12%. No significant changes emerge in the reported consumption of heroin or polysubstance. Furthermore, while reported cannabis use returned to pre-pandemic levels once the restrictive measures were eased, the increased likelihood of reported cocaine use appears to have been more long-lasting. These findings are robust to alternative estimation strategies and different model specifications. Our study also reveals significant gender, age and housing status disparities in reported drug use. Conclusion: We provide a novel and distinctive perspective on the topic by using previously unexploited administrative data sources. We show that the relationship between restrictions and reported drug use varies by type of substance. Our methodology and findings can support the design of targeted policies for better resource allocation and improved public health outcomes
Short-time work and unionization
We investigate the effects of short time work (STW) schemes on firm performance considering the role of unions and collective bargaining. We use firm-level panel data for the metal-engineering industry (from 2009 to 2015), with information on firm characteristics, STW use and industrial relations attributes, merged with accounting data. We estimate the elasticity of working hours, labour cost, productivity and profits to STW hours using an Instrumental Variables Fixed-Effects estimator. We find that a more intensive use of STW causes a significant decline of both working hours and labour cost per employee. We also show that an increase in STW hours is associated with lower labour productivity per employee, with no significant effects on hourly productivity and an overall negative (although small) effect on firm's profits. All these effects are temporary and fade away in two years, once the legal duration of STW schemes is reached. Unions presence and power in the firm influences the elasticity of the margins of adjustment. In low unionized firms, labour cost cuts are the prevailing adjustment mechanisms, while in highly unionized firms, per-capita labour cost is insensitive to STW and adjustment occurs through a reduction in working hours. These results are coherent with the use of STW as a work sharing device to protect incumbent workers who are mainly union members
Where Women Make a Difference: Gender Quotas and Firms’ Performance in Three European Countries
The authors study the effect of corporate board gender quotas on firm performance in France, Italy, and Spain. The identification strategy exploits the exogenous variation in mandated gender quotas within country and over time and uses a counterfactual methodology. Using firm-level accounting data and a difference-in-difference estimator, the authors find that gender quotas had either a negative or an insignificant effect on firm performance in the countries considered with the exception of Italy, where they find a positive impact on productivity. The authors then focus on Italy. Using a novel data set containing detailed information on board members’ characteristics, they offer possible explanations for the positive effect of gender quotas. The results provide an important contribution to the policy debate about the optimal design of legislation on corporate gender quotas

Latin terms like domus, used to designate the origo, or domicilium, have many features in common, but they do not mean the same thing. The term origo encompasses different meanings such as origin, birth, geographic origin, family and lineage. The domicilium, for its part, designates the dwelling place, but also the so-called incola, ie. the inhabitant that has emigrated to a certain community. In the latter case, the term domus, in contrast with the term municeps, emphasizes the legal link between the city and the immigrant. Most manuals of epigraphy identify erroneously origo with domicilium or simply avoid the issue. We examine the examples from Hispanic epigraphy, where the origin is referred to by the term domus. When we find the formula domo + toponym/gentile name, we must assume that it refers to the origo, never to the domicilium, and should be translated as ‘native of’, and not ‘with domicile in’.Los términos domus (con el que se designa la origo) y domicilium comparten estrechos rasgos, pero no significan lo mismo. La origo combina elementos tales como el origen, nacimiento, procedencia geográfica, familiar, de linaje y estirpe. El domicilium designa el lugar de residencia, al incola o habitante que ha emigrado a una comunidad, por contraposición al municeps, por lo tanto es un vínculo jurídico entre la ciudad y la persona que ha emigrado a ella. La mayor parte de los manuales de epigrafía identifican erróneamente origo con domicilium o no llegan siquiera a plantear la cuestión. Analizamos los ejemplos de la epigrafía hispánica en los que se introduce la mención de origen a través del término domus. Foot Posture Index Does Not Correlate with Dynamic Foot Assessment Performed via Baropodometric Examination: A Cross-Sectional Study
Background. Clinicians employ foot morphology assessment to evaluate the functionality of the method and anticipate possible injuries. This study aims to correlate static foot posture and the dynamic barefoot evaluation in a sample of healthy adult participants. Methods. The foot posture was evaluated using the Foot Posture Index-6 (FPI-6) and the dynamics were evaluated through baropodometric examination. Two operators independently assessed the participants’ foot posture through FPI-6, and then a dynamic evaluation was performed by asking them to walk 8 times across a platform. One hundred participants (mean age: 32.15 ± 7.49) were enrolled. Results. The inter-rater agreement between the two assessors was found to be excellent. The majority of the feet belonged to the 0 < FPI < 4 class (32%), followed by the 4 < FPI < 8 (31%) and the FPI > 8 ranges (19.5%). Our “area of contact” analysis showed a significant poor correlation between FPI and total foot, midfoot, and the second metatarsophalangeal joint (MTPJ) (−0.3 < r < 0). Regarding “force” parameters, the analysis showed a poor correlation between the midfoot, hallux, and the second toe (−0.2 < r < 2); finally the “pressure” analysis showed a poor correlation between FPI, the fourth MTPJ, and the second toe (−0.2 < rs < 0.3) and a moderate correlation between the hallux (r = 0.374) and the fifth MTPJ (r = 0.427). Conclusions. This study emphasizes the constrained correlation between static foot posture observation and dynamic barefoot examination
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
