Protection de la Communauté Urbaine de Grand Cotonou face aux Changements Climatiques (PCUG3C) - Rapport Technique Finale
Le projet de Protection des Communautés Urbaines de Grand Cotonou face aux Changements Climatiques (PCUG3C) mis en exécution depuis le 12 août 2009, est un projet de recherche-action participative qui vise à renforcer la résilience et la capacité d’adaptation aux inondations et aux changements climatiques de la communauté urbaine de Grand Cotonou. Il est financé par le Programme Adaptation aux Changements climatiques en Afrique (ACCA) qui est une initiative conjointe du Centre de Recherche pour le Développement International (CRDI) et du Department for International Development (DfID). Ce projet a été mis en oeuvre à travers un processus participatif de diagnostic, d’analyse et de planification de stratégies durables de prévention et de lutte contre les inondations.
L’approche utilisée a été fondée sur la Recherche Action Participative. Cette approche a favorisé la résolution progressive des problèmes en procédant à des ajustements successifs. Les communautés à la base ont été placées au coeur du processus.
Pour une véritable implication des populations à la base, le PCUG3C a installé huit (8) cadres de concertation dans huit (8) arrondissements1dans les trois communes concernées par le projet. Aussi, un comité de pré-alerte, parrainé par le Ministère de l’Environnement de l’Habitat et de l’Urbanisme (MEHU), a-t-il été mis en place. Ces plateformes ont permis de partager les connaissances et d’échanger les informations avec les acteurs impliqués dans le projet.
Au cours des trois ans de mise en oeuvre du projet, quatre vingt seize (96) animations ont été réalisées dans les cadres de concertation. Chaque animation a connu la présence d’au moins quinze (15) personnes. Dans les arrondissements non pilotes, vingt trois (23) séances de sensibilisations grand public ont été réalisées. Ces animations ont permis de sensibiliser et de former en moyenne soixante (60) personnes par arrondissement sur les leçons apprises dans les cadres de concertation formelle. Au sein du comité de pré-alerte, six (6) animations ont été réalisées. Chaque animation a enregistré la présence d’au moins dix huit (18) personnes. Six bulletins d’informations ont été réalisés et vulgarisés. Au total, mille deux cents (1 200) personnes ont directement reçu les bulletins. D’autres ont affirmé avoir lu les informations contenues dans les bulletins via le site web de CREDEL. En ce qui concerne les plaquettes de sensibilisation, douze (12) ont été réalisées. Elles ont permis de sensibiliser directement deux mille quatre cents (2 400) personnes. Ces dernières ont tout de même affirmé qu’ils ont partagé les informations contenues dans ces plaquettes avec d’autres personnes. Les formations réalisées dans le cadre des renforcements des capacités de l’équipe du projet, des cadres des services techniques et des journalistes ont directement touché cent quatre vingt (180) personnes. Les leçons apprises dans la mise en oeuvre de ces différentes activités ont été largement partagées au niveau national et régional à travers la publication de divers articles, la participation de l’équipe à des initiatives de séminaires nationales, régionales et onusiennes qui ont eu lieu pendant la période sur la réduction de risques de catastrophes.
Au total, la mise en oeuvre du PCUG3C a aidé à mieux comprendre les facteurs qui entretiennent la vulnérabilité des populations face aux inondations. Les liens qu’elles établissent entre ces inondations et les changements climatiques, et les réponses endogènes proposées, ainsi que les actions mises en oeuvre pour prévenir et lutter contre les inondations, les capacités techniques et organisationnelles qui les sous-tendent et leurs forces et faiblesses ont été cernées. Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Contraintes pedo-climatiques et strategies d’adaptation paysannes dans la depression mediane d’issaba au Benin (Afrique de l’ouest)
La présente étude est une contribution à une meilleure connaissance des contraintes pédo-climatiques au développement de l’agriculture et des stratégies d’adaptation élaborées par les populations Holli.
La démarche méthodologique utilisée s’articule autour de la collecte des données, de leur traitement et de l’analyse des résultats. L’analyse des paramètres pédo-climatiques a permis de réaliser qu’autant le climat et les terres de la dépression d’Issaba constituent une importante ressource agricole pour les populations de part leurs potentialités, autant les inondations en saison pluvieuse et la fente de dessiccation des terres en saison sèche constituent des contraintes pour la valorisation agricole des terres de la dépression d’Issaba.
En réaction à ces contraintes, les Holli ont développé plusieurs outils et techniques culturales adaptées à ces dernières. Il s’agit des outils de travail adéquats, des méthodes et espèces de culture adaptées, des pratiques traditionnelles de lutte contre les ravageurs, des rigoles faites dans les champs du manioc, etc. Des mesures d’amélioration telles que la mise en place des retenues d’eau, un réaménagement du calendrier agricole, etc. sont proposées.
The present survey is a contribution to a better knowledge of the pedo-climatic constraints for agriculture and the strategies of mitigation worked out by the Holli’s populations.
The methodological step used is articulated around the data-gathering, of their treatment and of the results has. In reaction to these constraints, Holli’s population developed several tools and farming techniques adapted to these last. Caractérisation des Indicateurs de Stratégies Paysannes d’Adaptation aux Changements Climatiques dans la Basse-Sô (Benin)
Résumé La production agricole dans le bassin versant de la rivière Sô est négativement affectée par les dérèglements climatiques. Cette recherche vise à caractériser les indicateurs de stratégies paysannes d’adaptation aux changements climatiques dans la Basse-Sô.L’analyse des informations issues des investigations socio-anthropologique a permis d’identifier les indicateurs des changements, d’impacts climatiques et de stratégies développées par les paysans. La caractérisation de chaque catégorie d’indicateurs est basée sur l’analyse des indices de Facteur de Consensus Informateur (FCI) et du Niveau de Fidélité (NF).Les résultats montrent une variabilité significative des totaux pluviométriques induisant des perturbations socio-économiques. Face à cette situation, les paysans développent des stratégies d’adaptation. Le FCI de chaque catégorie d’indicateurs (changements climatiques, d’impacts et de stratégies d’adaptation) est supérieur à 80 %. Le NF des réponses relatives aux stratégies d’adaptation est de 98,87 %.Mots clés : Basse-Sô, indicateurs, changements climatiques, adaptation, investigations.Abstract Agricultural production in the Sô watershed is negatively affected by climatic disturbances. This research aims to characterize indicators of peasant strategies for adaptation to climate change in Basse-Sô.The analysis of the information from the socio-anthropological investigations made it possible to identify the indicators of the changes, climatic impacts and strategies developed by the farmers. The characterization of each category of indicators is based on the analysis of Informant Consensus Factor (ICF) and Fidelity Level (NF) indices.The results show a significant variability of rainfall totals inducing socio-economic disturbances. Faced with this situation, farmers develop adaptation strategies. The CFI for each category of indicators (climate change, impacts and adaptation strategies) is greater than 80%. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more

We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
