    Nguyá Duc Tue video oral history interview and transcript

    This recording and transcript form part of a collection of oral history interviews conducted by the Vietnamese American Heritage Foundation and donated to the Chao Center for Asian Studies at Rice University. This collection includes video recordings of interviews with Vietnamese Americans native to or living in Texas. This interview forms part of the national 500 Oral Histories Project conducted by the Vietnamese American Heritage Foundation.Doctor Nguyá Duc Tue (also called Viet Nguyen) was born in Saigon on 11 July 1950. He arrived in the United States on 31 March, 1978. His current occupation is as an emergency and family physician. He is Buddhist. Doctor Nguyá Duc Tue first arrived in Portland, Oregon where he refined his medical skills. He consequently moved to Independence, Louisiana where he worked in a hospital as an emergency physician. After a year, he became an emergency medicine resident in New Orleans, Louisiana while studying Tulane University. After graduation in 1982, he moved to Cleveland, Ohio where he worked as an emergency physician. After 1983, he moved to Houston where he worked as a family and emergency physician at Spring Branch Memorial from 1983 to 2003. He now works at St. Luke’s. Doctor Nguyá Duc Tue’s two older brothers left to study so he stayed behind to care for his elderly parents who did not want to leave the country, despite the opportunity to leave earlier than he did. Dr. Nguyen Duc Tue remembers with great anguish a big event, that was the TET Offense (1968) when the Viet Cong attacked cities of South Vietnam. At that time, he was the student representative of Chu Van An High School and a boy scout. He eye-witnessed many sufferings of his countrymen and volunteered to work at the refugee camp which was built at the school. Dr. Nguyen Duc Tue graduated from the Saigon School of Medicine in 1975 then worked at Binh Dan Hospital, right before the Communist took over South Vietnam. On April 30, 1975, he eye-witnessed tanks of the Communist approaching the Independent Palace. Everybody was petrified when they saw North Vietnamese soldiers in tanks on the streets. Dr. Nguyen Duc Tue continued working at Binh Dan Hospital while many older doctors were sent to the re-education camp. In order to replace those doctors, the North sent unqualified doctors to the hospital because their policy was “It’s rather Red than Expert†. The conditions at the hospital were very bad. Doctors had to followed the new policies, there were lack of supplies (anesthetic, suture, etc) in addition the salaries of doctors was very low. It was not enough to support one. To compare the level of medical knowledge between the North and the South, Dr. Nguyen Duc Tue states that at that time, the North was 50 years behind the South. For the public health, they did not have enough supplies, bad services, unqualified doctors. Dr. Nguyen Duc Tue narrates his escape by a barge from the Saigon River with 150 persons in 42 days on the sea. After 7 days, the engine of the barge broke down, they were saved by a Thailand fishing boat. In an island of Thailand, 150 persons of his barge and 150 other persons were put into one boat, and then were pulled to the international waters. After more than a month on the sea, they were saved and the UNHCR let them live in a refugee camp in Malaysia. Dr. Nguyen Duc Tue feels that the period of time living at the refugee camp was the happiest time of his life because he just escaped from the communist regime. Dr. Nguyen Duc Tue thinks that most persons who escaped from the country have the post-traumatic syndromes. Although they have lived in the United States or other countries for a long time, they still have had nightmares on being arrested, put in jail, beaten, raped or died at sea. Dr. Nguyen Duc Tue asks himself why the Americans helped Vietnamese refugees with open-hearted behaviors while millions of them had to escape from their country which was governed by persons who were of the same race, same skin color, same blood, same manners and customs with them. Besides being a medical doctor, Dr. Nguyen Duc Tue is also a writer. His pen name is Viet Nguyen. He likes politics and writes an article every 2 weeks for “Ngay Nay†Newspaper in Houston and “Nguoi Viet†Newspaper in California. The story of his escape by barge was posted in a novel with the title “Freedom in the Sea of Blood†. He praises the work of preserving the History and Culture of VAHF. He mentions that a young man who grows up in America usually finds his roots when he reaches 35-40 years old, Dr. Nguyen Duc Tue analyzes the “Jasmine Revolution†event which happened in 2010 in Africa and Middle East, and reasons it did not happen in Asia

    Breast cancer is the most common cancer, and cervical cancer is the second most common cancer, among Vietnamese women in North America. This ranking replicates the order of cancer prevalence among women residing in Vietnam. Unfortunately, Unfortunately, Vietnamese women are less likely to report ever having had recommended screening procedures for these cancers and are more likely to be overdue for them than women in the general populations (Miller, Kolonel, & Bernstein, 1996). Many factors have been highlighted from previous studies to shed light into this cancer prevalence. These factors include but not limited to accessibility of service, lack of knowledge on breast and cervical cancers, inadequate number of female physicians, language barrier, etc. Therefore, the overall purpose of this project is to examine the knowledge, attitudes, and practices of Vietnamese Canadian women ages 40 to 60 toward breast and cervical cancer screenings. Objectives of the Study: 1. To identify the possible barriers in race or ethnicity, culture, and socioeconomic status (SES) that Vietnamese Canadian women face in their efforts to take preventive measures and participate in breast and cervical cancer screening. 2. To make recommendations and develop strategies for ethnic-focused breast and cervical cancer health promotion

    Is Vietnam economic paradigm sustainable for catch up

    In the course of catching-up, Vietnam faces risks in two sectors: in real sector and in financial sector. In this paper we focus mostly on risk in real sector: the risk of getting stuck in middle-income trap. Vietnam is still far lagged behind her neighbors and much more further to developed economies. Does the economic paradigm that Vietnam follows in the last two decades allow her to catch up with those economies? We show that Vietnam’s economic growth in the last two decades based essentially on cheap but low skill labor and physical capital. Participation in international and regional production network probably lock Vietnam in low-tech position, hence low value added.     Financial Constraint on R&D Activities in Vietnamese Universities – an Empirical Research

    R&D is one of the most important roles of universities. Many previous studies examined the impact of financial factor on university R&D activities but reached no consensus view. This article contributes to the current literature by exploring how financial factor and other factors influence R&D activities in Vietnamese universities. The author employed a survey dataset from the Association of Vietnam universities and colleges to check whether unfavourable financial condition hindered university R&D activities. Using structural equation modelling, the author found empirical evidence that financial constraint could hamper R&D productivity. On the other hand, favourable conditions in management, communication, infrastructure and human resources were found to improve R&D activities. This led to some policy suggestions to improve R&D activities in Vietnam higher education institutions

    INTERNATIONALIZATION AND MACROECONOMIC MANAGEMENT IN VIETNAM: SOME LESSONS FROM SWEDISH EXPERIENCES

    The main macroeconomic challenges at the early stages of Vietnam¡¯s economic reforms were related to stability and growth. The main achievements of Doi Moi are also related to the success in meeting these two challenges: Vietnam has managed to combine high growth with reasonable price stability since the early 1990s. However, meeting these challenges has become more difficult over time as new challenges have emerged. In the mid-1990s, economic structure and external balance entered the policy debate. In the late 1990s, the Asian crisis created further problems. In recent years, issues related to social and regional development gaps and investment quality have become important policy objectives. At the same time, it is clear that the instruments for economic policy making have changed. While the challenges of the early 1990s could be handled with various direct interventions like credit ceilings and quantitative trade restrictions, indirect instruments for macroeconomic management are gradually becoming more important. For instance, the choice of exchange rate regime is becoming much more important than in the past. This paper summarizes Vietnam¡¯s macroeconomic development, and illustrates some of the alternative approaches to macroeconomic management in an increasingly internationalized and deregulated environment by recounting some experiences from Swedish macroeconomic management during the past three decades.Vietnam; internationalization; macroeconomic management; growth; stability

    Zur physikalisch nichtlinearen Analyse von Verbund-Stabtragwerken unter quasi-statischer Langzeitbeanspruchung

    Software for designing structural frameworks in civil engineering is getting more and more complex. By offering reliable and efficient calculation methods, economic goals can be reached as well as the civil engineer's demands. Furthermore, opportunities for special developments are created and acceptance of new building systems is increased. The work presented here introduces a method for the physically nonlinear analysis of different composite beam designs for building and bridge structures which are subjected mainly to bending stresses under quasi-static, long-term loading. In addition, the utilization of these methods, including materials and modelling concepts, are shown in a newly developed software package. Present developments for composite construction and civil engineering requirements are the basis for the materials and modelling possibilities discussed. Particular attention is given to a realistic description of time and load dependent variables characterizing the state of the composite structures and their interactions. The selection of material models is based on experimental results. The main points of interest are concrete properties like creep, shrinkage, effluent hydration heat, cracking and boundary behaviour between different materials. Material behaviour under load and reload conditions was taken into account as well. The static solution is based on the incremental iterative application of the deformation method. Each iteration starts with the numerical integration of the beam system of differential equations. Based on the effects at the beam boundaries, the consideration of load and system modifications, as well as time dependent and independent constraint processes, is shown. An essential extension of the composite beam structure model is obtained using the system of differential equations for the flexible bond. Several detailed models are linked to a time dependent simulation for the entire system, which has been incorporated into a software package visualizing the time dependent variables. Finally, some practical application examples are presented. The validation of the implemented approach is demonstrated by correlating the calculated results with real life measurements.Softwareentwicklungen für die Tragwerksplanung im Bauwesen werden zunehmend komplexer. Mit der Bereitstellung zuverlässiger und effizienter Berechnungsmethoden, welche sowohl ingenieurgemäße Ansprüche als auch wirtschaftliche Zielsetzungen erfüllen, werden neue Möglichkeiten für eine zielgerichtete Entwicklung oder verstärkte Etablierung von neueren Bauweisen geschaffen. Die vorliegende Arbeit beschreibt ein Verfahren zur physikalisch nichtlinearen Analyse vorwiegend biegebeanspruchter Verbund-Stabtragwerke des Hoch- und Brückenbaues unter quasi-statischer Langzeitbeanspruchung. Die zugehörige programmtechnische Umsetzung wird veranschaulicht. Die Modellierungsmöglichkeiten bezüglich der Werkstoffe orientieren sich an baupraktisch relevanten Erfordernissen sowie an den Besonderheiten und aktuellen Entwicklungen der Verbundbauweise. Besonderes Augenmerk wird zunächst auf eine realitätsnahe Darstellung der den Gebrauchs¬zustand von Verbundtragwerken charakterisierenden zeit- und lastabhängigen Einflussgrößen sowie ihrer Wechselwirkungen gelegt. Zur objektiven Beurteilung möglicher Materialmodelle wird zuerst auf das prinzipielle Verhalten im Experiment eingegangen, danach erfolgt eine Auswahl geeigneter Modelle. Schwerpunkte stellen dabei insbesondere die Betoneigenschaften Kriechen, Schwinden, abfließende Hydratationswärme und die Rissbildung sowie das Verbundverhalten zwischen den Werkstoffen dar. Diese Betrachtungen schließen das Werk¬stoffverhalten unter Be- und Entlastung ein. Die statische Lösung basiert auf einer inkrementell-iterativen Anwendung der Deformations¬methode. Ausgangspunkt der Berechnungen in einem Iterationsschritt ist die numerische Integration des Stab-Differentialgleichungssystems. Ausgehend von der Formulierung der Wirkungsgrößen an einem Stabrändern wird die Berücksichtigung von Belastungs- und Systemmodifikationen sowie zeitabhängigen und -unabhängigen Zwangsprozessen aufgezeigt. Eine wesentliche Erweiterung der Anwendungen im Stahl-Beton-Verbundbau stellt die Herleitung des Stab-Differentialgleichungssystems für den nachgiebigen Verbund dar. Mit der Verknüpfung einzelner Detailmodelle zu einem zeitabhängigen Lösungsverfahren und deren Integration in einen entsprechenden Softwareentwurf wird die programmtechnische Basis für eine modellhafte, zeitvariante Erfassung der beschreibenden Kenngrößen bereitgestellt. Ausgewählte praktische Beispiele demonstrieren abschließend die Anwendungsmöglichkeiten des Verfahrens und stellen die Verifikation der Simulationsergebnisse anhand von Messungen dar

    E-business as a distributional strategy : case: Veikkaus Oy

    E-business, started in North America 1994, has become a new field of application of internet technology. While the benefits E-business brings to firms and companies are massive, it takes knowledge of know-how, good visions and strategies to achieve success in E-business. This study focuses on marketing strategy regarding E-business, especially distribution strategy, which pays an important role in making E-business successful. Using qualitative research method, the author attempts to find out the reasons behind firms and companies’ E-business adopting decision making. The data for conducting the study are collected from books, articles, journals, reports and Veikkaus Oy semi-structure interview. Veikkaus Oy is the leading national gaming company in Finland with a turnover of 1792.7 million EUR, of which over 30% came from E-business activities. The main operation of Veikkaus Oy is to provide lotto games, pools, betting games, instant games and other draw games, at the same time promote public good in Finland. Through the case: Veikkaus Oy, the main finding of the study is that there are factors affecting the decision of choosing E-business as a distribution strategy: environmental, market, product, manufacturers and intermediaries. The study also concludes that product factor is the success deciding factor, and provides findings of how should companies incorporate the Internet into their business operation
