СУЧАСНИЙ ПІДХІД ДО ВИОКРЕМЛЕННЯ ФУНКЦІЙ ОРГАНІВ НАЦІОНАЛЬНОЇ ПОЛІЦІЇ УКРАЇНИ У СФЕРІ ЗАБЕЗПЕЧЕННЯ ДЕРЖАВНОЇ ІНФОРМАЦІЙНОЇ ПОЛІТИКИ
Get PDFThe author has determined the features of participation of the National Police of Ukraine in the formation and implementation of the state information policy; has provided the list and revealed the content of the functions of its agencies and divisions. The separation of functions of the National Police into general, special and auxiliary has been grounded. It has been emphasized that the provision of information policy of the state by the police agencies and divisions belongs to all functions of this body of executive power. This is due to the fact that the National Police agencies within the implementation of special functions take measures to combat crime, ensure public safety and order, protection of the rights and freedoms, public interests from unlawful encroachments, etc. It has been established that these activities are carried out in all spheres of public life, including information one. The author has characterized specifics of providing the state information policy in the context of realization of each function of the National Police as the central executive body in general and by the example of individual structural components. It has been emphasized on the necessity of legislative consolidation (within the Law of Ukraine “On the National Police”) of the main functions of the National Police and the clear delineation of the range of measures to be taken with the aim of their proper implementation in all directions of the activities of the agencies and divisions of the National Police, including with the information sphere. It has been also indicated that in the context of mainstreaming the issue of cybersecurity, the adoption of a separate regulatory act acquires the priority. This act should reflected he issues of implementing the measures on combating cybercrime by the National Police agencies and divisions.Визначено особливості участі Національної поліції України у формуванні та реалізації державної інформаційної політики, подано перелік і розкрито зміст та відповідних функцій її органів та підрозділів. Характеризовано специфіку забезпечення державної інформаційної політики в контексті реалізації кожної функції Національної поліції як центрального органу виконавчої влади загалом і на прикладі її окремих структурних складових. Наголошено на необхідності законодавчого закріплення (в законі України «Про Національну поліцію») основних функцій Національної поліції та чіткого окреслення заходів, які мають здійснюватися з метою їх належної реалізації за всіма напрямами діяльності органів і підрозділів Національної поліції, в тому числі в інформаційній сфері. Going Beyond Counting First Authors in Author Co-citation Analysis
Get PDFThe present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Get PDF“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. Appropriate Similarity Measures for Author Cocitation Analysis
Get PDFWe provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
Get PDFWe conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. напрями. Надано загальну характеристику суб’єктів забезпечення
державної інформаційної політики. Досліджено особливості
адміністративно-правового статусу органів поліції як суб’єктів
забезпечення державної інформаційної політики. Визначено мету та
завдання діяльності органів поліції щодо реалізації державної
інформаційної політики України. Уточнено функції органів поліції
щодо забезпечення державної інформаційної політики України;
окреслено специфіку їх реалізації. Розкрито завдання та функції
підрозділів організаційно-аналітичного забезпечення та оперативного
реагування органів поліції України. Надано характеристику
особливостей забезпечення обігу інформації підрозділами
інформаційно-аналітичного забезпечення та оперативного реагування
органів поліції України. З’ясовано особливості організації
документального забезпечення органів поліції України. Запропоновано
напрями удосконалення організаційно-правових засад забезпечення
державної інформаційної політики в органах поліції України.
Проаналізовано механізм адміністративно-правового забезпечення
інформації з обмеженим доступом в органах поліції України, на
підставі чого розроблено пропозиції щодо оптимізації
адміністративно-правового забезпечення інформаційної безпеки в
органах поліції. Визначено особливості взаємодії органів поліції з
іншими суб’єктами забезпечення інформаційної політики та
розроблено практичні рекомендації щодо її оптимізації.The thesis is focused on the research of the nature and characteristics
of administrative and legal provision of the state information policy by the
National Police of Ukraine. The methodological principles of ensuring the
state information policy by the police authorities of Ukraine have been
analyzed. The concept of the state information policy has been clarified; its
objective, tasks, principles and directions have been defined. The general
characteristics of the subjects of providing the state information policy have
been provided. The features of administrative and legal status of the police
agencies as the subjects of providing the state information policy have been
studied. The objective and tasks of the activities of the police agencies as
for the implementation of the state information policy of Ukraine have been
determined. The functions of the police agencies for providing the state
information policy of Ukraine have been specified; the specifics of their
implementation have been outlined. The tasks and functions of the
departments of organizational and analytical provision and rapid response
of the police of Ukraine have been revealed. The characteristics of the
features of ensuring the flow of information by the departments of
information and analytical provision and rapid response of the police
agencies of Ukraine have provided. The features of the organization of
documentary provision of the police agencies of Ukraine have been
clarified. The directions of improving organizational principles of ensuring
the state information policy in the police agencies of Ukraine have been
formulated. The author has analyzed the mechanism of administrative and
legal provision of the restricted information in the police agencies of
Ukraine; on this basis the author has elaborated the propositions and
recommendations to optimize administrative and legal provision of
information security in the National Police of Ukraine. The features of
interaction of the police agencies with other subjects of ensuring
information policy have been determined; practical recommendations for its
improvement have been elaborated.Диссертация посвящена исследованию сущности и
особенностей административно-правового обеспечения
государственной информационной политики органами Национальной
полиции Украины. Анализируются методологические основы
обеспечения государственной информационной политики органами
полиции Украины. Уточняется понятие государственной
информационной политики, определяются ее цели, задачи, принципы
и направления. Систематизированы типы государственной
информационной политики. Определено место административноправового регулирования в системе правовых основ государственной
информационной политики. Выделены перспективные направления
оптимизации государственной информационной политики в пределах
ее объекта – информации.
Исследованы особенности административно-правового статуса
органов полиции как субъектов обеспечения государственной информационной политики. Определены цели и задачи деятельности
органов полиции по реализации государственной информационной
политики Украины. Уточнены функции органов полиции по
обеспечению государственной информационной политики Украины;
очерчена специфика их реализации. Охарактеризованы формы
деятельности органов полиции по обеспечению государственной
информационной политики и определены основные признаки, которые
им присущи.
Раскрыты задачи и функции подразделений организационноаналитического обеспечения и оперативного реагирования органов
полиции Украины. Охарактеризованы особенности обеспечения
обращения информации подразделениями информационноаналитического обеспечения и оперативного реагирования органов
полиции Украины. Выяснены особенности организации
документального обеспечения органов полиции Украины. Разработаны
направления совершенствования организационных основ обеспечения
государственной информационной политики в органах полиции.
Определены теоретические подходы к характеристике
информационной безопасности как объекта обеспечения органами
полиции Украины. Охарактеризовано понятие и выяснено содержание
информации с ограниченным доступом в органах полиции Украины.
Проанализирован механизм административно-правового обеспечения
информации с ограниченным доступом в органах полиции Украины,
на основании чего разработаны предложения по оптимизации
административно-правового обеспечения информационной
безопасности в органах полиции. Определены особенности
