The application of high temperature superconducting materials to power switches
Superconducting switches may nd application in superconducting magnet systems that
require energy extraction. Such superconducting switches could be bypass-switches that
are operated in conjunction with a parallel resistor or dump-switches where all of the
energy is dissipated in the switch itself. Bypass-switches are more suited to higher energy
circuits as a portion of the energy can be dissipated in the external dump resistor. Dump-switches
require less material and triggering energy as a lower switch resistance is needed
to achieve the required total dump resistance. Both superconducting bypass-switches and superconducting dump-switches can be thermally
activated. Switching times that are comparable to those obtained with mechanical
bypass-switch systems can be achieved using a co-wound heater that is powered by a capacitor
discharge. Switches that have fast thermal diffusion times through the insulation
can be modelled as a lumped system whereas those with slow thermal diffusion times were
modelled with the full heat diffusion equation.Superconducting switches can be formed of either high temperature superconductors
(HTS) or low temperature superconductors (LTS). Switches based on HTS materials allow
operation at higher temperatures where the cost of cooling is less. Extracting the magnet
energy and depositing the heater energy at higher temperatures will also reduce the load on
the overall cryogenic system during switching and energy extraction. For magnet circuits
that are based on high temperature superconductors the switch must also be formed of
HTS material. Due to the approximately T3 dependence of specific heat capacity, switches
that operate at higher temperatures have slower heat diffusion times and require higher
triggering energies than those operating at low temperature. HTS based dump-switches
and HTS based bypass-switches were tested in liquid nitrogen to show that the required
switching time could be achieved at these high temperatures. The design and optimisation of superconducting switches that were formed of various
superconducting materials were performed for example magnet circuits to provide reference
designs of switches. These example circuits were based on selected Large Hadron Collider
600 A circuits that had a stored energy of 5.5 kJ. Superconducting switches may also nd
application in magnet circuits with higher transport currents and higher energies. The
scaling and suitability of the reference designs to higher energy circuits was also described

COVID-19 and effective management of public transport: perspective from the Philippines / G U Nnadiri and N S Lopez
The fight of COVID-19 resulted to the suspension of main public transportation services in the Philippines to avoid the spread of the virus on March 16, 2020. This raised questions on how people can travel to access essential services. A study estimated that there can be 7 billion infections and 40 million deaths globally this year in the absence of interventions. Thus, in this paper, the authors reflect on key transport-related issues arising from the pandemic and analyse potential policy recommendations. Particularly, the paper provides a focus on public transport services. The authors recommend focusing on reducing virus transmission in surfaces found in public transport vehicles, use of digital technology to speed up information generation and distribution for contact tracing, and exertion of efforts to reduce transport demand by incentivizing and supporting telecommuting among companies. In conclusion, the authors believe that the central government should be on top of this COVID-19 response. Though delegating the management to local government units and various sectors has its benefits, one wrong decision from a certain unit can lead to a ripple of infections. Standards and protocols, especially on how public transport should operate, must be scientifically commissioned to avoid one big trial and error experiment considering the wealth of information already available in literature

The new comparative economics
In recent years, comparative economics experienced a revival, with a new focus on comparing capitalist economies. The theme of the new research is that institutions exert a profound influence on economic development. The authors argue that, to understand capitalist institutions, one needs to understand the basic tradeoff between the costs of disorder and those of dictatorship. They then apply this logic to study the structure of efficient institutions, the consequences of colonial transplantation, and the politics of institutional choice.Labor Policies,Decentralization,National Governance,Environmental Economics&Policies,Economic Theory&Research,National Governance,Environmental Economics&Policies,Economic Theory&Research,Governance Indicators,Banks&Banking Reform
Short Note on the Unemployment Rate of the French Overseas Regions
This article analyzes the hysteresis hypothesis in the unemployment rates of the four French overseas regions (Guadeloupe, Martinique, Guyana, Reunion) [FORs] over the period 1993-2008. We use standard univariate and panel unit root tests, among them Choi (2006) and Lopez (2009) that account for cross-sectional dependence and have improved performance when the number of countries and the time dimension of the data are limited. Our results cannot reject the null hypothesis of a unit root and so find evidence supporting hysteresis in the unemployment rates for the FORs.panel unit root, unemployment, hysteresis.
The macroeconomics of the public sector deficit : the case of Morocco
This paper tries to uncover the reasons underlying the performance of the Moroccan economy. The author argues that wage moderation and judicious monetary policies were instrumental in restraining inflation. With one brief exception in 1983, monetary authorities remained firmly committed to eschew any inflationary financing of the budget deficit. This strategy could only succeed however because of the wide ranging system of credit and monetary regulations which worked to channel domestic funds toward the Treasury at relatively low costs. The prospects for the continuation of such a strategy are not favourable however. As far as the growth performance is concerned, it appears that it can be attributed to an outstanding export response to the new trade regime on the one hand and a set of favourable supply shocks, including a string of recordagricultural harvests and the collapse of real oil prices, on the other. The paper studies the evolution of the budget and its different components and argues that the reluctance by Morocco's policy makers to monetize existing budget deficits is well explained by the sharply unfavourable trade-offs between higher monetization and inflation existing in Morocco. It analyzes the implications that continuing budgetary disequilibria has on investment and saving decisions and finds that such implications may be substantial, even though they may not work their way exclusively through traditional interest rates channels.Economic Theory&Research,Environmental Economics&Policies,Banks&Banking Reform,Public Sector Economics&Finance,Financial Intermediation
