Implementação de serviços de e-gov em prefeituras municipais, usando provedores de serviços de aplicação

Programa de Pós-Graduação em Ciência da Computação.As principais funções e atribuições de um governo municipal são: "Arrecadar", "Comprar" e "Prestar Serviços", exigindo melhorias na infra-estrutura e adoção de novas ferramentas para modernizar sua execução em todas as secretarias, setores e órgãos. Espera-se com este estudo e pesquisa, apresentar uma proposta com alternativas e benefícios possíveis para as prefeituras implementarem seus serviços de Governo Eletrônico (E-GOV) usando arquitetura baseada na tecnologia Aplication Service Provider (ASP). A partir da carência de informações técnicas e desconhecimento de ofertas de soluções no mercado, os profissionais responsáveis pela área de informática nas Prefeituras Municipais, têm dificuldade de elaborar o Plano Diretor de Informática, definindo e dimensionando uma topologia adequada para suportar uma eficaz solução de E-GOV. A partir destas constatações este estudo oferece um roteiro sugestão para ser implementado pelas PMs através de um Portal Municipal, para acesso aos cidadãos, que opera diretamente com a base de dados real do município
O novo paradigma tecno-econômico e as características do governo eletrônico em Santa Catarina
TCC (graduação) - Universidade Federal de Santa Catarina. Centro Sócio-Econômico. Economia.Este trabalho tem por objetivo analisar o governo eletrônico (e-gov), dando ênfase para o caso catarinense. Para tanto, foi realizado um roteiro para observação direta de campo e um questionário encaminhado a Diretoria de Governança Eletrônica do Estado (DGOV) de Santa Catarina. Primeiramente foi estruturado um referencial teórico que versa sobre economia da inovação, o novo paradigma tecnológico e suas características, sendo que o estudo foi fundamentado em bases teóricas neo-shumpeterianas. Posteriormente, realizou-se uma pesquisa bibliográfica sobre o governo eletrônico no mundo e no Brasil, sendo que neste último, foi realizada a abordagem no plano Federal e, em seguida, Estadual e Municipal. Por fim, analisou-se o ―portal‖ oficial do governo de Santa Catarina e as características do e-gov catarinense. Concluiu-se que as Tecnologias da Informação e Comunicação (TICs), em especial, a internet, são um meio, e não um fim em si mesma de se atingir o governo eletrônico, assim, apenas TICs não resolverão, fazendo-se necessário estabelecer políticas públicas e articulação política para concretização das premissas do e-gov, bem como redução e/ou extinção dos excluídos do mundo digital. No tocante ao e-gov catarinense, concluiu-se que há um descompasso entre a legislação vigente que trata do assunto e as políticas efetivamente adotadas, além de não haver uma convergência dos serviços e informações para um ambiente único, ou seja, um portal. Desta forma, o ―portal‖ em estudo, encontra-se num estágio interativo, ascendendo para o estágio transacional, embora este último, ainda incipiente

Propagating cell-membrane waves driven by curved activators of actin polymerization.
Cells exhibit propagating membrane waves which involve the actin cytoskeleton. One type of such membranal waves are Circular Dorsal Ruffles (CDR) which are related to endocytosis and receptor internalization. Experimentally, CDRs have been associated with membrane bound activators of actin polymerization of concave shape. We present experimental evidence for the localization of convex membrane proteins in these structures, and their insensitivity to inhibition of myosin II contractility in immortalized mouse embryo fibroblasts cell cultures. These observations lead us to propose a theoretical model which explains the formation of these waves due to the interplay between complexes that contain activators of actin polymerization and membrane-bound curved proteins of both types of curvature (concave and convex). Our model predicts that the activity of both types of curved proteins is essential for sustaining propagating waves, which are abolished when one type of curved activator is removed. Within this model waves are initiated when the level of actin polymerization induced by the curved activators is higher than some threshold value, which allows the cell to control CDR formation. We demonstrate that the model can explain many features of CDRs, and give several testable predictions. Crafting sustainable repairs: practice-based approaches to extending the life of clothes
Mass-produced ‘fast fashion’ has changed our relationship with clothing – cheap and easy to acquire, we are unlikely to take time to undertake simple repairs or address issues of maintenance, often caused or exacerbated by poor construction and low quality materials (see for example Goworek et al., 2012; You Gov, 2012; Fletcher, 2008; Birtwistle & Moore, 2007). Through complete lifecycle assessment, extending the useful life of clothes has been identified as the most significant intervention in reducing the impact of the clothing industry (Wrap, 2012). However, academic research emerging from both the UK and Scandinavia has identified practical, social, socioeconomic, systemic and psychological barriers that prevent consumers from performing even the most basic of repairs, and as a result damaged or worn items are discarded or taken out of active use (see for example Armstrong et al., 2014; Middleton, 2014; Cooper et al., 2014; Fletcher, 2013; Goworek et al., 2012; Laitala & Boks, 2012). This paper explores the barriers to mending, different perspectives on the reasons behind them, suggested solutions and contemporary approaches to overcoming them. As textile designers and academics whose work is embedded in sustainable principles, we discuss the findings of our own practice-based approaches in relation to these, in order to consider the role fashion and textile designers can play in enabling solutions. Research has been gathered through participatory design workshops and public engagement events, informed by review of historical, existing and emerging repair practices, and personal craft-led design praxis. We have explored ways to address the barriers, add value to the acts of repair by re-framing them as social design-led sharing activities, and discuss the potential of participatory craft praxis as a tool to motivate greater public engagement in repair practice

Maternal immunization to Gov system alloantigens on human platelets
BACKGROUND: Immunization to platelet alloantigens can occur during pregnancy or after the transfusion of blood components. Platelet alloantibodies can cause neonatal alloimmune thrombocytopenia and posttransfusion purpura. Transfusion-induced alloimmunization to a novel platelet alloantigen system, Gov, expressed on the 175-kDa glycosyl phosphatidylinositol-anchored platelet glycoprotein, CD109, was previously described. This report describes three unrelated patients who were alloimmunized to Gov(a) or Gov(b) during pregnancy.STUDY DESIGN and METHODS: Platelets were typed by using radioimmunoprecipitation for HPA-1a, -3a, -5a, -5b, Gov(a), and GoV(b) and by polymerase chain reaction-restriction fragment length polymorphism for HPA-la, -1b, -3a, and -3b. Maternal sera were screened for platelet antibodies by using radioimmunoprecipitation and the antigen capture assay. RESULTS: Patients 1 and 2 were investigated after the diagnosis of neonatal alloimmune thrombocytopenia in their children, and alloantibodies specific for Gov(b) and Gov(a), respectively were detected in maternal serum. Serum from patient 3, who had mild idiopathic thrombocytopenia purpura with no detectable autoantibody, was found to contain alloantibodies to Gov(b) and to HPA-5b, presumably as a result of immunization during pregnancy.
