    Public budgeting in the context of fiscal decentralization has many problems in Indonesia. The problems can be traced from its contributions to the development such as budget effectiveness, budget impact, budget efficiency, facing big corruption, and also on poverty reduction becomes a serious problem that must be resolved by the Government of Indonesia.  In the area of implementation, public hope that the National and Local budget can improve the welfare of society as a whole. In terms of spending, national spending quality has declined. The budget itself absorbs big portions budget for the personnel expenditure, while capital expenditure is very much limited. Personnel expenditure, capital expenditure, and Social expenditure reflect the Government understanding of the needs of the public at large.  From the perspective of budget policy, public expenditure in Indonesia has still weak in reflected the public needs. There are many interests to intervene budget process and configuration both politically and bureaucratically. The budget policy was not in line with democratic principles that public policy must be based on public consent. When it comes to public consent then should the public budget to accommodate the public interest-oriented public service for the welfare of the public

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     New Public Management New Public Comparison Meta-Analysis Developed and Developing Country policies

    This study aims to determine the development of research on new public management policies in developed and developing countries in the last five years. To find out, we reviewed hundreds of related journals related to new general management policies in developed and developing countries with the previous 5-year edition from 2016 to 2020. Then we compared the concepts used in new public management in developed and developing countries. This study used a qualitative research method with a review of previous research. Sources are selected articles published in the Scopus database in the last five years, from 2016 to 2020. Selected items are publications relevant to new public management policy topics in developed and developing countries. This study's results were obtained through a data analysis process using the Nvivo 12 Plus and VOSviwer applications. The results showed 90 concepts in studying new public management policies in developed countries and categorized them into five groups. Again, new public management policies in developing countries have 58 concepts and can be categorized into four groups. The significance of this research is the discovery of mapping new public management policy concepts in developed and developing countries to assist in developing a conceptual framework in subsequent studies and can see the novelty in further research.Penelitian ini bertujuan untuk mengetahui perkembangan penelitian pada tema kebijakan manajemen publik baru di negara maju dan negara berkembang dalam kurung waktu lima tahun terakhir. Untuk mengetahuinya, kami mereview ratusan jurnal terkait kebijakan manajemen publik baru di negara maju dan negara berkembang dengan edisi lima tahun sebelumnya dari tahun 2016 sampai dengan 2020. Kemudian membandingkan konsep yang digunakan pada manajemen publik baru di negara maju dan negara berkembang. Penelitian ini menggunakan metode  kualitatif dengan mereview dari penelitian sebelumnya. Sumber dipilih yang diterbitkan di data base scopus dalam lima tahun terakhir, dari 2016 hingga 2020. Artikel yang dipilih adalah publikasi yang relevan dengan topik kebijakan manajemen publik baru di negara maju dan negara berkembang. Hasil penelitian ini diperoleh melalui proses analisis data menggunakan Aplikasi Nvivo 12 dan VOSviwer. Hasil penelitian menunjukkan bahwa terdapat 90 konsep dalam kajian kebijakan manajemen publik baru di negara maju dan dapat dikategorikan menjadi lima kelompok. Selanjutnya kebijakan manajemen publik baru di  negara berkembang terdapat lima puluh delapan konsep dan dapat di kategorikan menjadi empat kelompok. Signifikansi penelitian ini adalah ditemukannya pemetaan konsep kebijakan manajemen publik baru di negara maju dan negara berkembang sehingga dapat membantu dalam pengembangan kerangka konseptual pada kajian-kajian selanjutnya serta dapat melihat kebaruan dalam meneliti selanjutnya

Village Fund Allocation policy implementation makes a verysignificant change, the village that was once get a very limited budget that is managed centrally by governmentagencies above the village are now getting a large enough budget and was given the authority to manage independently.The purpose of this study was to: (1) determine the impact of policies Village Allocation Fund in the SilvaRahayu Village, Tanjung Buka Village, Gunung Seriang Village, dan Bunyu Selatan Village, and (2) determine factorscausing variations in the impact of policies Village Allocation Fund in Silva Rahayu Village, Tanjung Buka Village,Gunung Seriang Village, dan Bunyu Selatan Village.The research is a qualitative research. This study was conducted inBulungan, precisely in the Silva Rahayu Village, Tanjung Buka Village, Gunung Seriang Village, dan Bunyu SelatanVillage. Data collected through interviews, observation, and documentation. The data analysis technique used is dataanalysis with qualitative methods to measure data collection, data reduction, data presentation, and conclusion.Theresults showed that the village has an impact Village Fund Allocation most suited to the purpose of the Village FundAllocation is expected Silva Rahayu village and the village of Tanjung Buka. Village at least in accordance with theoriginal purpose of the program is the Village Fund Allocation Bunyu Selatan Village. This is due to Silva Rahayu Villageand the Tanjung Buka Village has implemented the Village Fund Allocation program in accordance with the rules andregulations. The village is still having an inhibiting factor is the village of Tanjung Buka. The quantity and quality ofhuman resources in the village Tanjung Buka still fairly minimal and require further training. Silva Rahayu village,Gunung Seriang village, and the Bunyu Selatan Village not having problems associated with factors that can influencepolicy implementation Village Fund Allocation program. In all three villages of both quality and quantity of humanresources are sufficient to implement the Village Fund Allocation program. Human resources and apparatus also hasa mental attitude that is ready to implement the program properly

    Strengthen central government’s  financial policy areas mor e pronounced with enactment of  Law No.28/2009 onLocal Taxes and Levies which authorizes 11 types of  local taxes, including authority to manage land and building taxRural and Urban (PBB-P2). The study was conducted in Sleman regency government to know pendaerahan process,transition and implementation as well as the picture before and after the transition of  the management PBB-P2 years2009-2013. Descriptive and qualitative research methods, data collection techniques with interviews, documentation,and questionnaires. Qualitative descriptive data analysis techniques and interactive data analysis. Conclusion research1. Tax Pendaerahan under Law No.28/2009 implemented by the authority manages the collection of  10 of the 11types of  taxes for 2-6 years on average above 100%. 2. Transition PBB-P2 management optimal implemented by theRegional Regulation and drafting the decree, the formation of  Receipt, preparation and improvement of  human re-sources, the availability of budget, equipment, data, and the establishment of  partnerships. 3. Implementation ofPBB-P2 management authority in the transition to establishment of technical regulations, administration, and man-agement system PBB-P2. 4. Picture before and after the transition of  the PBB-P2 management in Sleman regencygovernment showed its management work well. Researchers suggestion is to expand co-operation, maintenance andrenewal of  the United Nations data bases PBB-P2, increased capacity and welfare of  the United Nations managersPBB-P2
