Does Leadership Matter In Collaborative Governance? Cases In Banyuwangi And Kulon Progo Regency, Indonesia
In nearly all of the framework models of collaborative governance (CG), leadership is always shown as having a major and strategic role. However, specific studies that discuss leadership tend to be limited. Most of the studies on CG are more concerned with the implementation of CG as carried out through several examples of cases. This study intends to perform a precise analysis of the leadership typologies exhibited by the regents of Kulon Progo and Banyuwangi in mobilizing CG, as well as to discover similarities in the indicators that they display in serving their leadership role. This research uses the quantitative approach by referring to the theory of leadership and leadership typologies as developed by Ricard et al. (2017). Ricard distinguished between 5 leadership typologies in the public sector, encompassing transactional, interpersonal, transformational, entrepreneurial, and network governance typologies as arranged into 23 indicators. Data was obtained through a survey of 39 respondents who are Heads of Agencies who have intensive interaction with the Head of the Region. The results of this survey show that the leadership of the two Regents have a tendency to display similarities in typologies, dominated by the entrepreneurial, network governance, and transformational typologies. In the case of the two leaders, the transactional and interpersonal typologies have the lowest average value. Meanwhile, the predominant characteristics of the leadership of these two heads of the region include indicators such as taking initiative, being visionaries, showing commitment to colleagues and organizations, and lastly, being problem oriented. The results of this research may serve as a reference for other Heads of the Region in exercising leadership for collaborative governance
Dinamika Reformasi Birokrasi di Institusi TNI: Tantangan dan Strategi Implementasi Sistem Merit dalam Tata Kelola Sumber Daya Manusia
Bureaucratic reform in military institutions is a major challenge in creating a professional, transparent, and meritocracy-based system. TNI, as a pillar of national defense, faces structural and organizational culture barriers in implementing an effective merit system. This research aims to analyze the implementation of meritocratic governance in TNI's bureaucratic reform, identify inhibiting factors, and design strategies to improve the effectiveness of the merit system. Using a qualitative approach based on literature review and policy analysis, this research found that although reforms have been carried out, resistance to change, lack of digital infrastructure, and the strong influence of seniority are the main obstacles. To overcome these challenges, data-driven reforms, digitization of HR management, and alignment of regulations with the characteristics of military organizations are needed. The results of this research are a breakthrough in building a more adaptive meritocracy model in the military environment, encouraging professionalism, and accelerating the achievement of national bureaucratic reform targets. With the right strategy, TNI can transform into a more modern and accountable institution in HR management

Leadership refers to one’s capacity to change another party’s behavior as he wishes. Regional leadership has significant influence to build a better quality regional bureaucracy. Pencapaian tujuan reformasi birokrasi di Indonesia untuk menjadi level pemerintahan kelas dunia pada tahun 2025 masih dipertanyakan. Hal ini mengingat luasnya fokus reformasi birokrasi dan tantangan yang dihadapi dalam pencapaian tujuan substantif. Penelitian ini bertujuan untuk menganalisis implementasi penyesuaian pada jabatan struktural menjadi jabatan fungsional di Kementerian Pertanian RI dan kaitannya dengan upaya mewujudkan reformasi birokrasi dan manajemen publik baru. Riset ini menggunakan metode kualitatif melalui telaah literatur tentang reformasi birokrasi di Kementerian Pertanian RI. Hasil penelitian menunjukkan bahwa penyederhanaan birokrasi melalui penyetaraan jabatan menjadi salah satu alternatif mewujudkan sumber daya yang cerdas, produktif, inovatif, dan kompetitif dalam memberikan pelayanan publik terbaik. Tantangan dari budaya organisasi dan pegawai yang skeptis terhadap transformasi jabatan menyebabkan implementasi penyederhanaan birokrasi kurang optimal. Koordinasi Pelaksanaan Program Penanggulangan Kemiskinan (Studi Kasus Pada Tim Nasional Percepatan Penanggulangan Kemiskinan (TNP2K))
Penanggulangan kemiskinan merupakan salah satu tantangan utama dalam pembangunan nasional, yang membutuhkan koordinasi lintas sektor dan pemangku kepentingan. Penelitian ini bertujuan untuk menganalisis praktik koordinasi serta mengidentifikasi faktor penghambat dalam pelaksanaan program penanggulangan kemiskinan oleh Tim Nasional Percepatan Penanggulangan Kemiskinan (TNP2K) pada periode 2014–2023. Fokus penelitian dibagi menjadi tiga periode: sebelum pandemi COVID-19 (2014–2018), selama pandemi (2019–2022), dan pasca-pandemi (2023). Metode penelitian menggunakan pendekatan kualitatif dengan analisis data model triangulasi Miles dkk. (2014), yang meliputi reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa koordinasi program di TNP2K mengalami tantangan signifikan selama pandemi COVID-19, seperti perubahan kebijakan yang cepat dan keterbatasan sumber daya. Namun, periode pasca-pandemi menunjukkan adanya perbaikan dalam strategi koordinasi melalui integrasi teknologi dan kolaborasi yang lebih baik. Temuan ini memberikan wawasan baru untuk penguatan koordinasi dalam pelaksanaan program penanggulangan kemiskinan ke depan
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases.
