Penilaian kualiti persekitaran dalaman (IEQ) bangunan Akademik Institusi Pengajian Tinggi Awam (IPTA) Malaysia dalam konteks pengurusan fasiliti
Kualiti Persekitaran Dalaman atau Indoor Environmental Quality (IEQ) merupakan
komponen penting dalam konteks bangunan mesra alam yang akan menentukan tahap
kualiti penghuni di dalam sesebuah bangunan. Secara purata dianggarkan 80%
kehidupan seharian manusia adalah berada di dalam bangunan. Ketidakseimbangan IEQ
menyumbang kepada Sindrom Bangunan Sakit (Sick Building Syndrome) sekali gus
memberi kesan kepada produktiviti para penghuni juga kepada struktur bangunan.
Sehubungan itu, kajian ini dilaksanakan untuk mengenal pasti tahap kesedaran pihak
pengurusan harta dan fasiliti di Institusi Pengajian Tinggi Awam (IPTA) terhadap IEQ
dalam konteks bangunan akademik. Kajian ini juga bertujuan untuk mengukur tahap
IEQ dan tahap kepuasan pengguna dalam bangunan akademik di IPTA. Kajian ini
melibatkan bangunan akademik di 20 IPTA di Malaysia. Metodologi kajian ini
menggunakan pendekatan kualitatif, kajian saintifik dan juga pendekatan secara
kuantitatif. Pendekatan Kualitatif digunakan bagi menilai tahap kesedaran pihak
pengurusan harta dan fasiliti IPTA melalui proses temubual yang melibatkan 20 orang
responden. Manakala pendekatan kedua adalah melalui kajian saintifik ke atas bangunan
akademik yang memfokuskan kepada pengukuran elemen keselesaan terma, keselesaan
bunyi, kualiti udara dalaman dan pencahayaan. Hasil pengukuran elemen tersebut
dibandingkan dengan piawaian dari Malaysia Standard (MS 1525;2007) dan UNESCO.
Bagi setiap IPTA, lima buah bilik kuliah dijadikan sampel dengan tiga kali bacaan setiap
hari selama dua hari diperolehi bagi mendapatkan bacaan purata. Seterusnya, melalui
pendekatan kuantitatif, data yang diperolehi melalui kaji selidik melibatkan 500
responden dan dianalisis menggunakan perisian Statistical Package for Social Science
(SPSS). Hasil kajian menunjukkan kesedaran para pengurus harta dan fasililti di IPTA
terhadap IEQ adalah baik tetapi masih ada beberapa kelemahan yang perlu
ditambahbaik. Hasil ujian saintifik yang diperolehi menunjukkan bacaan bagi suhu
dalaman, hanya UniSZA, UTHM dan UniMAS yang menepati piawaian, manakala bagi
pencahayaan, UM, UIAM, UPSI, USM, UniSZA, UTM, UTHM, UTeM, UMS dan
UniMAS berada di bawah tahap piawaian ditetapkan. Bagi keamatan bunyi, hanya UM,
UPM, UPSI, USM dan UniMAP yang menunjukkan bacaan pada piawaian ditetapkan.
Keseluruhannya menunjukkan bacaan berada pada tahap yang sederhana dan masih lagi
memerlukan pernambahbaikan. Kajian ini turut mempamerkan bacaan purata bagi setiap
elemen IEQ bagi bangunan akademik seluruh IPTA. Penemuan hasil kajian ini dijangka
dapat membantu pihak pengurusan harta dan fasiliti IPTA dalam usaha menambahbaik
tahap IEQ dalam bangunan akademik di kampus universiti sekaligus dapat
meningkatkan tahap pengurusan fasiliti dalam mencapai tahap kelestarian kampus IPTA
di Malaysia
Management of Missing Person’s (Al-Mafqud) Property in Islamic Perspectives: Issues and Challenges
The Issues of Unclaimed Properties in Malaysia
Unclaimed property in Malaysia has become one of the more hotly debated issues. So far unclaimed property value estimated to reach billions of Ringgit. This is a big number, and, if issues stay no action has taken, it will affect not only the society but also economic and national development. If the efficient property management system had to be set up it will have undoubtedly a positive impact. Therefore, there is a need to take a drastic action to find a comprehensive solution and alternatives for solving this issue. Hence, an effective asset management and an efficient estate planning towards unclaimed property must be practiced to ensure a smooth operation of the property management. Generally, unclaimed property is divided into two main categories. Firstly, the inherited estate from a deceased that is not claimed by the heirs and another one is the property the owner of which cannot be traced or missing, known as al-Mafqud in Islamic law. In this paper, the researcher has focused on the occurrence of unclaimed property in the context of missing persons. The results of this study are based on data gathered through a grounded theory from few agencies such as the Malaysian Civil and Shariah Courts, Small Estate Distribution Unit in the District Land Office and Amanah Raya Berhad as well as the heirs of missing persons. The information of missing person\u27s heirs collected from Royal Malaysia Police (RMP) and the information clarified as confidential. In general, the result shows that, there are for factors contributed to the issues of unclaimed properties in Malaysia; legislation, social status, behavior and the strength and weaknesses of related agency should be given consideration. This results are expected to be catalyst to further action by the government to solve the issue of unclaimed property in Malaysia and concurrently contribute to enhance the quality of property management based on highest and best use concept
Pembangunan kerangka strategi dalam penyelesaian harta tanah Al-Mafqud di Malaysia
Orang hilang atau istilah dalam bahasa arab dikenali sebagai al-Mafqud merupakan
golongan yang tidak pasti keadaan sama ada masih hidup atau telah meninggal
dunia. Isu al-Mafqud menjadi perhatian semenjak tragedi MH 370 yang dilaporkan
hilang sejak 8 Mac 2014. Namun, isu al-Mafqud ini sebenarnya bukan hanya
menimbulkan persoalan dari aspek status sahaja, bahkan turut menimbulkan
persoalan mengenai isu pengurusan harta milik al-Mafqud. Hal ini kerana,
sepanjang tempoh kehilangan al-mafqud tersebut, hartanya dibekukan. Menurut
laporan Jabatan Kehakiman Syariah Malaysia (JKSM), harta tanah al-Mafqud
mencecah nilaian berbillion ringgit. Fenomena ini telah menimbulkan pelbagai
masalah yang semakin kritikal dan amat sukar untuk diselesaikan di mana boleh
menyebabkan kesan buruk kepada masyarakat Islam. Dalam masa yang sama, jika
harta itu diuruskan dengan bijak, ia akan memberi kesan yang positif kepada
masyarakat, ekonomi dan pendidikan umat Islam. Objektif pertama kajian ini
adalah untuk mengenalpasti faktor-faktor yang menyumbang kepada pembekuan
harta al-Mafqud di Malaysia. Skop kajian adalah harta tak alih al-Mafqud atau
dikenali sebagai harta tanah al-Mafqud. Seterusnya objektif kedua ialah mengkaji
kesan dan implikasi terhadap pembekuan harta tanah al-Mafqud. Metodologi kajian
ini menggunakan pendekatan kualitatif sepenuhnnya dengan penggunakan kaedah
grounded theory. Seramai 10 responden terlibat dalam kajian menerusi
persampelan bertujuan yang terdiri daripada pihak pewaris al-Mafqud dan wakil
pihak berwajib. Data yang diperolehi di analisis dengan bantuan perisian Atlas.Ti.
Hasil kajian mendapati empat punca utama pembekuan harta tanah al-Mafqud iaitu
isu perundangan, kedudukan sosial, sikap, dan kelemahan agensi. Kajian mendapati
isu ini telah membawa kesan dan implikasi kepada isu permilikan, pembangunan
dan ekonomi, kualiti hidup dan pengurusan harta tanah. Ini jelas menunjukkan
kesan pembekuan harta tanah al-Mafqud memberi impak yang besar kepada
agama, pewaris dan negara. Manakala objektif ketiga ialah menggariskan cadangan
kepada kerangka strategi penyelesaian terhadap harta tanah al-Mafqud di Malaysia.
Antaranya kerangka strategi ini ialah aspek Pemerkasaan Perundangan, penubuhan
Suruhanjaya, Pembentukan agensi khas dan pendekatan melalui kempen dan
pendidikan. Wujudnya cadangan kerangka strategi penyelesaian ini di harap dapat
membantu pihak berwajib untuk mengambil tindakan sewajarnya dalam
menyelesaikan pembekuan harta tanah al-Mafqud di Malaysia dan boleh
dimanfaatkan sebaik mungkin

Banks will sell distressed property when a borrower fails to repay their housing loan. There is a significant knowledge gap in understanding Malaysia's immovable property auction processes. This research aims to address this gap by reviewing existing literature, gathering secondary data, and addressing the need for more standardization in the public auction procedure. The findings have significant benefits for stakeholders in property auctions and aim to enhance the auction process by developing standardized standards

Study on affordable housing issues among middle Income groups (M40) in Malaysia
Owning a house is an essential part of a human's fundamental needs. The establishment of affordable housing that is adequate in number and fulfils livable home standards is the major challenge in housing issues. Previous studies have found that the current interventions are insufficient in allowing average Malaysians to buy a home. The affordable housing-related issues that arise in Malaysia are not about the number of affordable houses in the market; however, it is about the availability of these houses for the middle-income groups. This study aims to investigate the issues and challenges faced by the middle-income group in dealing with affordable housing issues. This study is based on data from a sun1ey questionnaire adapted from a past research which was similar in terms of affordable housing issues among middle-income earners. The data were analysed and evaluated to rank the issues and provide recommendations. The findings suggest the establishment of an affordable housing agency to track and process affordable housing applications and approvals. The study results also suggest revising and improving the current affordable housing systems to help the middle-income groups to eventually own their first home. It is anticipated that the study can unravel the problems with affordable housing in this country

Today’s healthcare industry continues to advance its efforts on cleaning and disinfecting while also effectively addressing COVID-19 and other harmful organisms. However, excessive exposure to hazardous cleaning and disinfecting products can itself endanger health. Many of the ingredients used in cleaning products could be very detrimental to the health of the cleaning workers, patients, and the environment. Thus, green cleaning plays a vital role in combating COVID-19 while protecting human health and the environment. This study aims to determine the components of green cleaning for healthcare facilities in Malaysia and how green cleaning contributes to human health and prevents expected environmental consequences of conventional cleaning practices. A content validity study was conducted involving eight green cleaning expert panels. This paper is anticipated to provide an initial guideline for healthcare facilities in Malaysia in a structured way in practising green cleaning during the pandemic
Penyelenggaraan bangunan dalam pengurusan fasiliti: elemen mempengaruhi kualiti amalan penyelenggaraan bangunan
Amalan penyelenggaraan bangunan adalah komponen utama yang dapat menentukan prestasi dan kualiti
sebuah organisasi atau bangunan. Namun begitu, tanpa pemahaman dan kemahiran yang diperlukan, matlamat
sebenar penyelenggaraan tidak dapat dicapai. Artikel ini menerangkan elemen yang mempengaruhi amalan
penyelenggaraan bangunan dengan menggunakan kaedah analisis dokumen dan literatur yang berkaitan dengan
amalan penyelenggaraan bangunan terbaik. Dapatan kajian ini adalah tujuh elemen iaitu elemen pengurusan am,
pengurusan staf, kewangan, pengurusan kontraktor, teknikal dan teknologi, bangunan dan kesedaran. Hasil data ini
menunjukkan bahawa gabungjalin diantara elemen ini akan menjadikan amalan penyelenggaraan bangunan yang
efisien dan sistemati
