Investigating the low pass-rate of CCNA1 students at the Central University of Technology

experienced rapid change over the past few decades.
Since the late 90’s, many businesses in the IT industry
begun to require certifications for specific technologies.
Corporations begun to collaborate with traditional
educational institutions so that they can control the
quality and content of students that have the desire to
learn their networking concepts. The Department of
Information Technology (DIT) at Central University of
Technology (CUT) adopted the Cisco program and teach
students the Cisco curriculum. Cisco curriculum is the
most widely used computer networking curriculum and
the international standard by which professional
competency in this field can be measured. The DIT has
been experiencing a decline in student pass-rate and this
has raised a lot of concern. Hence, the main aim of this
research project was to investigate the low pass-rate of
CCNA-1 students at CUT. Due to time constraints, this
research examined the delivery method and the
assessment method as they might influence student
success. The quantitative research design allowed the
researcher to collect both qualitative and quantitative
data using an online questionnaire from 2015 and 2016
CCNA-1 students from the DIT at CUT, Bloemfontein
campus. The questionnaire was administered to 188
students at the end of the second semester. The data was
coded and analysed manually using Microsoft Excel.
From the results it is very clear that students do not
make time to study and they do not visit the library to
expand on their knowledge. Some of the students
indicated that the content they received was too much
and coupled with little contact time they have with the
lecturer, exacerbated the situation. 53% of the
participants suggested that the delivery method must be
improved
A framework for m-voting implementation in South Africa
Voting enables certain formal decisions to be made through the participation of a given population; and it is the vital part of a democratic process. The method of voting used in South Africa (SA) today is derived from the Australian ballot system. This paper-based voting system, however, is slow, convoluted and inaccurate because of human errors; it is costly and largely inefficient. In the early 1900s, election officials overwhelmingly decided to use electronic voting (E-voting) systems to solve some of the problematic issues of paper-based voting systems. Mobile voting (M-voting) is a subset of E-voting; and it allows citizens to use their mobile phones to cast their votes. Very few countries have endeavoured to implement M-voting, in order to improve mobility and simplify the election procedures. Despite several M-voting initiatives reported worldwide; insufficient attention has been devoted to understanding the factors that influence the success or failure of M-voting implementation. It is also important to note that the implementation of M-voting may be very difficult; if the different modalities that aid successful M-voting implementation are not in place. This study seeks to develop a framework that has the potential to enable the successful implementation of M-voting in SA. The proposed framework is an IT artefact that endeavors to improve human experiences for voting. This study followed a Design-Science approach; and it made use of a case study to collect the data via a literature review, observations, questionnaires, focus groups and expert reviews. The study revealed that there is no institutional, legal and regulatory framework for the proliferation of M-voting in SA. Successful M-voting implementation depends on a compendium of factors, which may be unique in the local context where it is implemented. The framework that resulted from the above was assessed for validity and applicability; after which a modified framework was presented. The research concludes with specific implementation guidelines, as well as areas for future research
Securing M-voting Using Cloud Intrusion Detection and Prevention System: A New Dawn
Conference ProceedingsDemocracy has been transformed by the introduction of ICT, which is
known as e-voting. E-voting is the use of computerised equipment to cast votes. Mvoting
is a subset of e-voting and is the use of mobile phones to cast a vote outside
the restricted electoral boundaries. M-voting has a feature that is different from other
e-voting solutions: the mobile-phone. Mobile-phones are pervasive; they offer
connection everywhere at any time. However, using a fast growing device such as
mobile-phone as a tool to cast a vote can raise questions when coming to its security.
This paper designed and developed a security solution termed a cloud intrusion
detection and prevention system which endeavours to secure the voters’ mobile
phone while casting their vote. The security system was developed using android
version 6.0 for android phones and MySQL. Simulations were used to evaluate the
system and results indicate that the proposed system is efficient, reliable and secure
m-Government maturity model: A qualitative investigation

Mobile phone penetration offers government a number of opportunities, including offering governments services to citizens via these ambiguous devices. This phenomenon called m-Government is a strategy which involves the use of all kinds of wireless and mobile technologies, applications and devices for improving service delivery to the parties involved in m-Government including citizens, businesses and all government divisions. The main aim of the study is to develop a mobile Government Maturity Model that can be used as an assessment tool to evaluate mobile services offered by government departments. This study examined the benefits offered by mobile government and also conducted an in-depth literature review on mobile government maturity models. Maturity models that have been developed by other researchers were translated, interpreted, compared and synthesized and a new mobile government maturity model is proposed. The new maturity model is contextualized for the Free State government in South Africa
The Utilisation of the Fourth Industrial Revolution (4IR) Technologies in e-Government Service Delivery: A Systematic Literature Review
The integration of Fourth Industrial Revolution (4IR) technologies is transforming e-Government by boosting citizen engagement and enhancing service efficiency. However, gaps still exist in understanding the various applications, impacts, and barriers to adoption. This systematic review synthesises literature from 16 studies published between 2017 and 2025, illustrating how technologies like blockchain, artificial intelligence, big data, Internet of Things, and machine learning are employed and their effects on e-Government service delivery. The review reveals that 4IR technologies continue to play a vital role in e-Government services by addressing security threats, simplifying verification and authentication, building trust, and improving the quality and accessibility of citizen-centred services. Factors such as infrastructure, regulations, institutional capacity, and digital literacy influence outcomes. The study adds to the growing discourse on technology-driven public sector transformation by providing an evidence-based understanding of utilisation patterns and suggesting strategic pathways to maximise the benefits of 4IR in e-Government service delivery
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more
