Pomijając kwestie szczegółowe, należy odnotować, że przyjęta w lipcu 2016 r. przez rząd federalny Biała Księga 2016 (która zastąpiła podobny dokument z 2006 r.) zdefiniowała zasadnicze zagrożenia dla bezpieczeństwa wewnętrznego i międzynarodowego Niemiec, a także
dla ich sojuszników. Katalog wymienionych w dokumencie zagrożeń obejmuje zarówno klasyczne zagrożenia dla suwerenności i integralności terytorialnej, jak i kwestię cyberbezpieczeństwa oraz terroryzmu, niekontrolowane migracje, proliferację
broni masowego rażenia, nielegalny obrót bronią konwencjonalną i technologią wojskową, bezpieczeństwo energetyczne, państwa upadłe oraz zagrożenia dla zdrowia, a także życia w postaci epidemii i pandemii. W Białej Księdze 2016 podkreślono znaczenie NATO i Unii Europejskiej dla bezpieczeństwa Niemiec, wskazując przy tym na potrzebę współdziałania obu organizacji międzynarodowych. Ponadto zadeklarowano podjęcie działań przez Niemcy na rzecz wzmocnienia WPBiO. W dokumencie omówiono również kierunki rozwoju Bundeswehry. Uwzględniając powyższe, Autorzy niniejszego tomu podjęli w swoich opracowaniach zagadnienia związane z wybranymi aspektami bezpieczeństwa Niemiec w zmieniających się uwarunkowaniach regionalnych i globalnych

Polityka energetyczna i ochrona klimatu w Unii Europejskiej w programach niemieckich partii politycznych na wybory do Parlamentu Europejskiego w 2024 roku
The aim of paper is to analyze the election programs for the 2024 European Parliament elections in the areas of the European Union's energy and climate protection policy of the main political parties in Germany, i.e. those represented in the 20th Bundestag: CDU and CSU, Alliance '90/The Greens, SPD, Alternative for Germany (AfD), the Left, FDP and the Sahra Wagenknecht Alliance (BSW). The author, presenting the positions and electoral demands of political parties, seeks answers to questions about the place of these two thematic areas in the election programs, references to challenges in the area of the EU energy policy and climate protection, especially the European Green Deal, and plans for slight modifications or complete changes in the EU energy policy and climate protection.Celem artykułu jest analiza programów na wybory do Parlamentu Europejskiego w 2024 r. w obszarach polityki energetycznej i ochrony klimatu Unii Europejskiej głównych partii politycznych w Niemczech, tj. reprezentowanych w Bundestagu 20. kadencji: CDU i CSU, Sojuszu 90/Zielonych, SPD, Alternatywy dla Niemiec (AfD), Lewicy, FDP i Sojuszu Sahry Wagenknecht (BSW). Autorka prezentując stanowiska i postulaty wyborcze partii politycznych poszukuje odpowiedzi na pytania o miejsce tych dwóch obszarów tematycznych w programch wyborczych, odniesienia się do wyzwań w obszarze polityki energetycznej i ochrony klimatu UE, zwłaszcza Europejskiego Zielonego Ładu, oraz plany nieznacznych modyfikacji bądź całościowych zmian w polityce energetycznej i ochrony klimatu UE
The European Union’ Climate Policy During the Eurozone Crisis – Selected Issues
The aim of the article is a synthetic presentation of selected issues connected with the implementation and/or sharpening of the climate policy in the context of the financial crisis in the EU. In the first part of the article the author reviews the core of the climate and energy package established in December 2008, which includes a modification of the European Union Greenhouse Gas Emission Trading Scheme (EU-ETS), the aims of the limitation of CO2 emission by the member states in the sectors not covered by the ETS, legal framework for eco-friendly capture and storage of CO2 (CCS technology), valid targets regarding the exploitation of renewable energy and the regulations of the vehicle CO2 emissions. The results of the European Commission’s analysis referring to the effects of the 20% and 30% reduction plans up to 2020 are also presented. The further part of the article demonstrates the efforts made by the EU on the topic of climate protection in the context of the economic crisis, which has not stopped the ambitious projects of the EU towards climate protection. These efforts are connected with energy security, especially low emission economy methods and the role of efficient energy use. Some positive results of the EU’s ambitious climate policy for Poland have also been taken into account. The third part of the article shows some aspects of the EU’s activity in the process of negotiating a new international regime that would replace the Kyoto Protocol. The Union’s position indicated that the new system should include consecutive unconditional obligations for developed countries concerning the reduction of greenhouse gas emission in all of the sectors of the economy. The EU committed to cutting the emission by 30% if other developed countries would do it on a comparable level and also on condition that appropriate input from the developing countries is provided, dependent on their share in emissions and their capabilities. The Union’s representatives also suggested that the group of developed countries reduced their emissions in accordance with the goal assuming a decrease of global temperature up to 2 centigrade in relation to the level from before the industrialization
Polityka klimatyczna Unii Europejskiej a kryzys w strefie euro – Wybrane problemy

Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
