Modern notion of time notion of history: About the basis of Heideggers' discussion with Hegel
In the text, the author analyses Heidegger's critique of Hegel's notions of time and history, reaching the conclusion that the weak points of that critique are contained in the fact that it did not take into account Hegel's idea of the phenomenology of time.</jats:p

Freud on Writing: Some Historicist Perspectives
The author looks at three readings of Freud by Derrida, Michel de Certeau, and Deleuze/Guattari, trying to answer the question: For Freud, how does writing produce meaning and what does this historicizing function imply about the psyche in general? The author inspects two of Freud’s analogies that are to explain and justify psychoanalysis: books avoiding political censorship and the mystic writing pad. These become doorways to the ensuing criticisms. The three commentaries trace sections of Freud’s thought as they relate to his fundamental concepts and to the work those concepts are supposed to do. Read together, the readings each supply support for the conclusion that Freud illegitimately treats the unconscious as the first cause, tied as he is to the metaphysics of presence. Constitutional organization of the regional state in Spain
The author explores distinctiveness of the regional state mostly in Spain as third model of territorial organization. Unlike unitary and federal, regional state is not wide-spread and broad accepted concept of vertical organization although modern Spain and Italy represents examples of good practice. Having in mind diversity of regional identities and strong cultural distinctiveness in Catalonia, the Basque Country, Galicia and other areas, author is wondering if any other model of territorial organization could be sustainable in such socio-cultural environment. After the period of Franco’s dictatorship, which had been trying to exterminate cultural and historical particularities among Spanish nations, decentralization demands have become more stronger resulting with the new constitution adopted in 1978. This act has set the corner-stone of modern Spanish democracy based on Autonomous Communities as specific forms of decentralized state and territorial autonomy
Positron beam study of annealed silicon nitride films
Positron annihilation spectroscopy has been used to study silicon nitride films grown by plasma-enhanced chemical vapor deposition and annealed at different temperatures. For both silicon-rich and nitrogen-rich films, the positron line shape (S) parameter increases after annealing for 15 min at temperatures up to 700-800 degrees C. This is understood in terms of the fact that removal of the hydrogen by annealing leads to the presence of unpassivated silicon dangling bond sites and vacancy complexes. Annealing at higher temperatures leads to a reduction in the S parameter, consistent with further hydrogen removal producing unpassivated N- sites. The Andean bear (Tremarctos ornatus): Myth and truth of its presence in Argentina
Entre los numerosos inventarios faunísticos realizados en el noroeste argentino, sólo un autor principal afirma haber documentado la presencia actual de Tremarctos ornatus. Nosotros examinamos los 34 reportes publicados de esta especie contra más de 800 puntos de relevamientos afines en Salta y Jujuy que registraron la presencia de jaguar, tapir, monos y ataques de carnívoros al ganado, pero no de oso. Por nuestros estudios allí y en Bolivia, creemos muy improbable la existencia de una población de osos en Argentina y recomendamos mayor cautela en el uso de información anecdótica y rastros indirectos antes de proclamar un hallazgo de tal importancia.Among the many faunal inventories conducted in Northwestern Argentina, only one senior author claims to have found reliable evidence on the current presence of Tremarctos ornatus. We assessed the 34 published records of this species against more than 800 points of similar surveys which recorded the occurrence of jaguar, tapir, monkeys and carnivore attacks on cattle in Salta and Jujuy, but turned negative for the Andean bear. Based on our studies there and in Bolivia, we think it is most unlikely that a bear population exists in Argentina, and recommend more caution in the use of anecdotic reports and animal sign before proclaiming such a significant finding.Fil: Rumiz, Damián Ignacio. Evolution of 2014/15 H3N2 Influenza Viruses Circulating in US: Consequences for Vaccine Effectiveness and Possible New Pandemic
abstract: A key factor in the effectiveness of the seasonal influenza vaccine is its immunological compatibility with the circulating viruses during the season. Zwischen Sowjeterbe und Globalisierung : Grundlegende Merkmale regionaler Entwicklungen in Russland
An Darstellungen zu einzelnen Aspekten des Regionalismus in Russland fehlt es in der
wissenschaftlichen Literatur nicht. Über
das Gesamtphänomen scheint aber noch immer
wenig Klarheit zu bestehen. Dies zeigte sich
unlängst wieder in
den widersprüchlichen
Urteilen über die föderalen Reformen, die
Wladimir Putin Anfang 2000 einleitete. Im
Mittelpunkt dieses Beitrags stehen die Fragen, von welchen Kräften der
Regionalisierungsprozess in Russland angetrieben wird, welches die spezifischen Merkmale
des russischen Regionalismus sind und in welche Richtung sich die regionalen Prozesse unter
Putin entwickeln. Der Autor des Beitrags argumentiert, dass Russlands Regionalisierung Teil
des allgemeinen Transformationsprozesses ist, der seit Anfang der 1990er Jahre einer
zweifachen Herausforderung unterworfen ist:
dem sowjetischen Erbe einerseits und den
Einflüssen des internationalen und transnationalen Umfeldes andererseits. Die
Regionalisierung der Jelzin-Zeit wurde zwar
durch den föderativen Aufbau des Staates
institutionell gestützt, doch basierte das regionale System wie es
sich in den 1990 Jahre
herausbildete, weitgehend auf denselben Strukturen und wies dieselben
Eigenschaften auf wie
der in Sowjetzeiten herangewachsene „Regionalismus“; nämlich auf einem in hohem Masse informellen und personalisierten System von
Macht- und Austauschbeziehungen zwischen
den Akteuren des Zentrums und der Regionen und einem auf Machtmonopolisierung
angelegten politischen System innerhalb der Regionen.
In diesem Zusammenhang ist die eigentliche
Bedeutung der putinschen föderalen Reformen
darin zu sehen, dass eine Reihe von Mängeln dieses im Kern sowjetischen Systems offen
gelegt und angefochten wurden. Somit lassen sich die putinschen föderalen Reformen – etwa
die Bestrebungen zur Zurückdrängung des regionalen Einflusses
in der nationalen Politik oder
die Bemühungen um eine Harmonisierung des russländischen Rechtsraumes – nicht nur als
eine rein administrative Massnahme zur Stärkung der zentralstaatlichen Macht und Kontrolle
und zur besseren Regierbarkeit Russlands lesen,
sondern auch als Versuch, dieses regionale
System, das als hinderlich für Russlands Mode
rnisierung empfunden wird, zu beseitigen, um
damit die Bedingungen für Russlands Integration
in globalwirtschaftliche Strukturen und
Zusammenhänge zu verbessern. Dass Russland in diese Richtung steuert,
wird unterstützt von
so vielfältigen Entwicklungen wie der Pluralisierung der regionalen Akteurslandschaft, der
Stärkung der lokalen Selbstverwaltung oder dem
Vordringen nationaler Grossunternehmen in
die russländischen Regionen – Entwicklungen, die allerdings eher Begleiterscheinungen denn
eigentliche Ziele der putinschen föderalen Reformen darstellen.There is no lack of descriptions concerning in
dividual aspects of regionalism in Russia in
academic literature. However, there does not app
ear to be much clarity concerning the overall
phenomenon. This was manifest once more recently in the contradictory opinions concerning
Federal reforms, which Vladimir Putin initiated
at the start of 2000. This article centres on the
questions of which forces are
pushing forward the process of regionalism in Russia, what are
the specific characteristics
of Russian regionalism and in which direction the regional
processes are developing under Putin. The author of this article argues that Russian
regionalism is part of the general transformation process, which has faced a two-fold
challenge since the start of the nineteen nineties: the Soviet
legacy on the one hand and the
influences of an international and transnational environment on
the other hand. Although
regionalism was supported institutionally during the Jelzin era by
the Federal structure of the
state, the regional system as it was manifest during the nineteen nineties was founded
essentially on the same structures and had the
same characteristics as
the “regionalism” found
during the Soviet era, these being a highly informal and personalised system of power and
exchange networks between the protagonists in
the centre and the regions and a political
system within the regions that was based on the monopolisation of power.
In this context, the main significance of the
Federal reforms under Putin should be seen as
being that a series of shortcomings in this
essentially Soviet system were revealed and
challenged. Therefore, the federal reforms under Putin – for instance, the efforts to repel the
regional influence in national
politics or the attempts to harmonise the legal framework
throughout Russia – should not be seen solely
as administrative measures to strengthen the
central power and control mechanisms of the state in order to make Russia more governable,
but instead also as the attempt to do away with this regional system, which is seen as
obstructive for Russian modernisation. This would improve the conditions for integrating
Russia within the structures and contexts
of the global economy. Extremely varied
developments such as the pluralisation of the regional protagonists, strengthening of local
autonomy or the spread of large Russian companies in the regions support Russia’s drift in
this direction. However, these developments are
more side effects of the federal reforms under
Putin than their main objectives
