    Inter local government collaboration in Indonesian metropolitan transport planning

    This thesis aims to understand the Indonesian decentralization and the phenomenon of fragmented local governments leading to fragmented metropolitan transport planning. Transaction cost theory is examined based on the fact that, since decentralization, comprehensive metropolitan transport planning much relies on inter local governments voluntary collaboration. The success of collaboration is influenced by planning actor's perceived transaction cost. Through the application of Q-methodology and indepth interview in the case of Bandung Metropolitan Area (BMA), this thesis identifies four actor's perception systems, i.e. legalistic-local government cultural aspect, strengthening local government authority in land use planning, pro supra regional institution, and socio-economic-political aspects, as the trigger factors of such fragmentation. The thesis also concludes that the concept of two dimensional transaction cost variables, i.e. governance structure and institutional type of transaction cost element, could be used to understand the problem better. In BMA, the concept helps to fit the strategy to improve planning collaboration through the development of a "relational contracting" model of institution and by promoting a better legal assurance and resource allocation/employment.

    As one of the promising tools within the traffic management schemes, parking control still need further research especiallu for its implementation in the developing countries city such as Jakarta. Specific characteristic of its physical, social, and economical nature need careful consideration before implementing parking control policy such as Rancangan Peraturan Daerah (Raperda) Perparkiran which apply the tariff variation system. This approach seems to hard to be implemented for this approach suffer from 'the lack of good acceptance' by the whole economic range of Jakarta people. So that, this article discusses some possible alternatives for parking control in Jakarta from the point of view. By discussing the advantages and disadvantages of each of the alternatives, hopely readers can be introduced to some of the possible alternative solutions

    Nowadays, Halim Perdanakusuma Airport plays a role in facilitating commercial and military flight activities. In the commercial flight segment, the role of Halim Perdanakusuma airport is expected to reduce the load of Soekarno-Hatta International Airport in serving the ever increasing flight volume. As part of this concern, this article analyzes the potency of Halim Perdanakusuma Aiport to respond the growing demand of commercial flight based on land side and air side development potential factors. The potency of development from land side is based on the space availability to meet the standard of passenger service facilities, whereas the air side is based on the airport runway capacity in accommodating the number of aircraft take-off and landing activities according to their types as well as loading capacities. The need for airport development is based on the standard of space needs for each passenger during the peak time. Analysis result shows that the most critical constraint is coming from land sidedue to space limitation for the development of various facilities required to fulfil the service standard, which available only for up to 2,750,369 total passengers per year. Meanwhile, there is no significant constraint for airport development from the air side point of view

    The imbalance between supply and demand in Bandung City transport system has been the cause of the declining of this city transport performance. Supply approach by increasing road network capacity is considered as no longer effective due to limited developable road space. Demand approach seems to be a prospective solution to the problem. Among others, carpooling is considered as a promising scheme to reduce traffic volume by increasing average vehicle occupancy rate. The scheme is developed by attracting some travelers whose trip destination are in one corridor to join the same vehicle. This research figures out the feasibility of the implementation of carpooling scheme from the traveler preferences point of view. Based on Arcamanik Residential Area, Bandung City, the result of the research shows that this scheme is potential to be implemented with the percentage of respondent willingness to change mode in the beginning is 93%. However, after ride matching was introduced, respondents willing to join this scheme decline to 71% on leaving and 79% on the way back home. This research furthermore identifies some constraints in fulfilling traveler preference on carpooling scheme. The constraints are on the point to point pick-up system and walking distance preference that cannot totally be fulfilled

    The Indonesian reformation of 1998 marked a fundamental turning point of this country's democracy. In the administrative sector, the so-called Decentralisation Act 22/1999 was enacted to reform a formerly centralistic system. A strong central government used to maintain a hierarchical spatial planning system. It has been overruled, however, by the emergence of equally powered local governments. This paper discusses the relationship between Indonesian decentralisation and the phenomenon of fragmented local governments, which in turn has led to fragmented metropolitan transport planning. Transaction cost theory is utilised given the fact that, since decentralisation, comprehensive metropolitan transport planning relies much on inter-local governments' voluntary collaboration. The success of metropolitan transport planning collaboration is influenced by planning actors' perceived transaction cost. Through the application of Q-methodology in the case of Bandung Metropolitan Area, this article identifies four actors perception systems. These perception systems accentuate, consecutively, legalistic and cultural local government aspects, the strengthening of local government authority in land-use planning, the establishment of supra-regional institutions, and, finally, socio-economic and political aspects. Findings suggest a provisional support among urban planners, politicians, administrators and legislators for decentralised local government in the field of transportation. However, a further establishment of formalised rules and practices of agreement making aimed at setting compliance and commitment will be essential.     Public Service Obligation (PSO) is government's obligation to provide affordable price and to optimize service in typicaly economy class of urban railway commuting. It is therefore important to evaluate its technical and service effectiveness. This article aims to assess the effectiveness of PSO railway services in economy class of urban railway, in accordance with the initial goals of PSO implementation. Using Data Envelopment Analysis (DEA) tool, technical effectiveness analysis is carried out by comparing the input (operating expenses, number of facilities, and amount of PSO) and output (and revenue passenger kilometers). Services Effectiveness is aimed to determine the effectiveness of service of two inputs that are train kilometers and kilometer of seats by comparing the 2 output namely kilometers passengers and revenue. The results show that only 4 out of 12 DMU have maximum level of technical effectiveness, and   only 3 out of 12 DMUs are having effective service

    The purpose of this article is to explain the shift of idea in the notion of Folk to Online Communities. The methodology used is a literature review to establish the conceptual framework.There are two shift ideas, the first is the idea of Geddes, while the online community committed human activity not only in real space but also the virtual space that paved the conception of the unity of geography. The second is that the activity system concept was initiated Manheim no longer just the activities carried out in real space but also the activity is conducted in a virtual space. Concept of trip generation no longer refers to the location of the gathering of traveling performers in a particular geographic area unit. Conception of trip attraction was also no longer always refers to the city center or the center of town services but depends on the deal online community members in conducting physical meetings
