    Lobbying ist in der Schweiz ein besonderes Phänomen, dessen Form und Mechanismen von den drei länderspezifischen Institutionen bestimmt werden: der direkten Demokratie, dem Föderalismus und dem Konkordanzprinzip. Diese Institutionen und die sich daraus ergebenden Strukturen und Prozesse, die es unterschiedlichen Akteuren erlauben, insbesondere im vorparlamentarischen Verfahren auf Politik und Verwaltung einzuwirken, werden in diesem Beitrag anhand von aktueller Literatur erläutert und kritisch diskutiert. Ziel ist es, den Leserinnen und Lesern einen umfassenden Einblick in die Lobbyarbeit in der Schweiz in unterschiedlichen Phasen des Gesetzgebungsprozesses sowie auch außerhalb dessen zu bieten

    Das Kapitel vermittelt eine Einführung in die Verkehrs- und Infrastrukturpolitik aus einer Kombination der politikwissenschaftlichen und wirtschaftswissenschaftlichen Perspektive heraus. Im Zentrum dieses Kapitels stehen die Klärung der Bedeutung von Verkehrspolitik als Public Policy sowie die Darlegung der Gemeinsamkeit zwischen dem Anliegen der Politik- und Wirtschaftswissenschaft, gesellschaftliche Probleme zu lösen. Verschiedene Beispiele aus der Verkehrs- und Infrastrukturpolitik werden herangezogen, um die Komplementarität zwischen beiden Disziplinen zu verdeutlichen und die Wirkungsmechanismen hinter gesellschaftlichen Problemen, die durch Verkehr entstehen, zu veranschaulichen

    Dieser Beitrag gibt einen Überblick über Soziale Medien (Social Media) als möglicher Einflusskanal von Lobbyismus. Dies wird anhand des Beispiels der Wissenschaftskommunikation näher erläutert. Wissenschaftliche Erkenntnisse werden durchetablierte wissenschaftliche Beratungsgremien, wie Beiräte und Kommissionen, zur politischen Entscheidungsfindung miteinbezogen. Durch die Bedeutungszunahme Sozialer Medien in der Wissenschaftskommunikation können Wissenschaftler jedoch inzwischen direkt mit anderen Wissenschaftlern und ihrem Publikum kommunizieren sowie politische Handlungsempfehlungen in die öffentliche Diskursarena und in Richtung politische Handlungsträger senden. Der Beitrag gibt einen Überblick über die Erkenntnisse zu konfligierenden Interessen im Spannungsfeld zwischen Wissenschaftskommunikation und wissenschaftlicher Politikberatung. Vor dem Hintergrund informations- und sozialökonomischer Entscheidungs- und Handlungstheorien diskutiert der Beitrag exemplarisch an diesem Anwendungsfall, inwiefern Kommunikation auf Sozialen Medien einen Einflusskanal für Lobbyismus eröffnen kann, der sowohl bestimmten Interessengruppen als auch den kommunizierenden Wissenschaftlern selbst dient

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    This paper draws attention to three challenges for environmental policy that are rather neglected and only rudimentary addressed in the current discourse on the topic of climate protection and environmental protection. Section 2 discusses how "fake news" poses a problem for environmental policy. Section 3 addresses the question of how to deal with the existing "knowing-doing gaps" in some environmental policy contexts. Finally, Section 4 highlights the difficulties of a global and fair environmental policy. These challenges are considered from a politico-economic perspective, more specifically, through the lens of Public Choice Theory/New Political Economy

    Governing Public-Private Partnerships: The Problem of Low-Cost Decisions

    In many cases, the expected efficiency advantages of public-private partnership (PPP) projects as a specific form of infrastructure provision did not materialize ex post. From a Public Choice perspective, one simple explanation for many of the problems surrounding the governance of PPPs is that the public decision-makers being involved in the process of initiating and implementing PPP projects (namely, politicians and public bureaucrats) in many situations make low-cost decisions in the sense of Kirchgässner. That is, their decisions may have a high impact on the wealth of the jurisdiction in which the PPP is located (most notably, on the welfare of citizen-taxpayers in this jurisdiction) but, at the same time, these decisions often only have a low impact on the private welfare of the individual decision-makers in politics and bureaucracies. The latter, for example, in many settings often have a low economic incentive to monitor/control what the private sector partners are doing (or not doing) within a PPP arrangement. The purpose of this paper is to draw greater attention to the problems created by low-cost decisions for the governance of PPPs.
