Soliton propagation and polarisation mode-locking in birefringent optical fibres

No full textIn the article dedicated to the 85th anniversary of Doctor of Historical Sciences, Professor and Academician of the Russian Academy of Sciences Veniamin V. Alekseev, the author traces the main milestones of the scientific biography of the prominent historian who is a well-known specialist in the field of national history and the theory of historical process and the founder of the Institute of History and Archaeology of the Ural Branch of the Russian Academy of Sciences. The paper considers the main stages of the formation of the scientist, his scientific, organizational and administrative activities in the field of historical science. The author highlights the scientific results of Academician V.V. Alekseev that made him well known in Russia and abroad, his theoretical and methodological studies and such large blocks of scientific research as the history of Russian modernizations, the phenomenon of Russian regionalism, the history of metallurgy of the Urals and industrial heritage. The article also focuses on the features of the scientific method of V.V. Alekseev and his merits in the formation of the documentary base for historical research

Не вызывает сомнений, что современная социально-экономическая и политическая ситуация, которая сформировалась как негативный результат от последствий эпидемии COVID-19, оказывает достаточно негативное влияние на экономику регионов. В частности, резко усиливается конкуренция за ресурсы и потенциальные рынки сбыта. В статье представлена авторская точка зрения о
факторах развития региональной экономики и структурных изменений, которые могут оказывать на экономику региона разнонаправленное влияние. Отмечается, что до сих пор не разработана внятная теория структурных изменений, что затрудняет проведение объективного анализа причин и последствий структурных сдвигов в региональной экономике. Обоснован вывод о наличии жёсткой взаимосвязи между генерацией новых знаний, которые приводят к всевозможным инновациям и структурным изменениям региональной экономики. В то же время инновационный процесс характеризуется высоким уровнем неопределённости с точки зрения получения желаемых конечных результатов. Рассмотрены конкретные исторические примеры влияния инноваций на развитие региональной экономики. Особо отмечается тот факт, что технологическое отставание может длиться в течение десятилетий, оказывая самое негативное влияние на социально-
экономическую ситуацию в регионе. Обоснован вывод том, что инновации могут способствовать развитию экономически слабых регионов. The article is devoted to the study of the factors of structural changes in the economy of regions. There is no doubt that the current socio-economic and political situation, which has been formed as a negative result of the consequences of the COVID-19 epidemic, provides a rather negative impact on the economy of regions. In particular, competition for resources and potential sales markets is sharply increasing. The article presents the point of view of the author
on the factors of development of the regional economy and structural changes that can have a multidirectional impact on the economy of a region. It is noted that a coherent theory of structural changes has not yet been developed, which makes it difficult to conduct an objective analysis of the causes and consequences of structural changes in the regional economy. The conclusion about a strict correlation between the generation of new knowledge, which leads to all kinds of innovations, and structural changes in the regional economy is substantiated. At the same time, the innovation process is characterized by a high level of uncertainty in terms of obtaining the desired end results. Specific historical examples of the impact of innovation on the development of the regional economy are considered. It is especially noted that the technological lag can last for decades, having the most negative impact on the socio-economic situation in the region. The conclusion that innovations can contribute to the development of economically

Dry eye disease in keratoconus: etiology and medical treatment

This paper reviews published data on the studies on keratoconus associated with dry eye disease (DED) presentations. Despite the lack of a direct correlation between DED and keratoconus, many studies have demonstrated that keratoconus is associated with DED in more than 80% of cases. The author describes major endogenous and exogenous (inflammatory, immune/allergic, mechanical, neuropathic) factors triggering the development and association of these conditions. Approaches to the medical treatment of disorders resulting from the association of these entities are discussed. The primary management strategy implies tear film and ocular surface protection with tear substitutes based on the sodium salt of hyaluronic acid. In the lack of the effect of tear substitutes or in rigid gas permeable contact lens wearers, gel-based dexpanthenol in high concentrations is recommended. This treatment significantly increases drug bioavailability and prolongs the ocular surface reparation. Scleral contact lenses ensuring intact corneal epithelium and high visual acuity in irregular astigmatism caused by keratoconus are also used for corneal protection and DED therapy.
