No City for Workers: Housing Affordability Trends and Public Policy Implications in Milan
As the housing affordability crisis strikes many cities around the world, public institutions and citizens have started to become aware of growing problems in the access to adequate affordable housing. The issue is particularly evident in Milan, where increased attractiveness is paralleled by a huge rise in housing prices. This article presents the results of research conducted by the Affordable Housing Observatory of Milan, contributing to public knowledge on housing affordability problems and envisioning possible policies to tackle them. Housing issues are contested and political in nature, and in the Italian context the debate is often led by the voice of the real estate sector while data are highly fragmented and knowledge about housing affordability is limited, especially in Milan. We fill this gap by conducting an original analysis of existing public data on the housing market, the labour market and incomes to highlight the trends in housing affordability in Milan. We focus on the period starting in 2015, a turning point for Milan with the international EXPO and the beginning of an intense phase of urban transformation and real estate development. The article shows how the increase in housing prices and rents has outpaced growth in incomes and wages by nearly a factor of three and how a major share of income earners in Milan cannot afford decent housing. These trends expose lower-income residents to the risk of expulsion and condition access to a job in the city to ownership of assets or financial assistance from parents (especially for first-time buyers and the younger generations). Finally, the article reflects on the implications of growing unaffordability with reference to policies targeting housing costs, incomes, and wages

Abstract:
Logo for the project by CSA Petrarca Onlus «Viaggio al tempo di Petrarca - Museo immersivo Casa Petrarca di Linterno: svelare il passato, nutrire il futuro» («Journey back to Petrarch's time - Immersive museum Casa Petrarca di Linterno: uncovering the past, nourishing the future»).
The project aims to build an innovative and interactive way of approaching Casa Petrarca, an ancient building of great architectural, artistic and literary value: here we find the few rooms – the only ones in Milan to have resisted time – where Petrarch (Francesco Petrarca), poet and a most prominent humanist in Europe, lived during the period when he stayed in Milan (1353-1361).
The building's core holds within it the memory of the poet's stay as well as original frescoes and prestigious architectural elements. Considering the immense cultural authoritativeness of the place and the poet, CSA Petrarca Onlus has embarked on a civil battle to protect the monumental and landscape heritage (under Italian legislation Decreto Legislativo 42/2004).
Analyzing the unique specificity in a mix of architecture, figurative art and literature, modern museum approaches cannot be limited to the simple "traditional visit". This is why the project aims to integrate the traditional house-museum concept with methods that combine relaxed, interactive, immersive experience and long-term impact, i.e. the potential for the museum to maintain a connection with people once the visit is over
Biodiesel and vegetable oil market in European Union: some evidences from threshold cointegration analysis
In this paper we analyse the long-run relationships between vegetable oils prices and conventional diesel price in EU during the period 2005- 2007. We utilise recent developments on threshold cointegration approach to investigate if asymmetric dynamic adjusting processes exist among rapeseed oil, sunflower oil, soybean oil and diesel prices. The results suggest that the two-regime threshold cointegration model exist only in favour of rapeseed oil-diesel price pair. Therefore, this vegetable oil price adjusts rapidly to its long run equilibrium, determined by fossil diesel prices, in an asymmetric manner when the divergence between the two prices is above a critical threshold. Consequently, rapeseed oil seems to be particularly exposed to exogenous shocks deriving from global political scenarios, suggesting to redefine the high quota (80%) of EU biodiesel produced by this vegetable oil through a sustainable development of international trade.Vegetable oils market, Biodiesel price, Threshold cointegration., Marketing, Resource /Energy Economics and Policy,
Radicals formation in supersonic plasma jet
Title: Creation of radicals in electric discharge supersonic plasma jet Author: Milan MaSat Department: Department of Surface and Plasma Science Supervisor: Prof. RNDr. Milan Tichy, DrSc. Supervisor's e-mail address: [email protected] Abstract: Free radicals are the key intermediates and propagators of chemical reactions in Earth's atmosphere. Study of their structure and chemical properties is vital for understanding the processes in atmosphere. But their high reactivity brings the need for specific research methods. In-situ preparation and non-invasive detection and characterization techniques are needed. Most commonly used laboratory techniques such as photodissociation or electric discharge generate radicals at temperatures that are significantly higher then those under atmospheric conditions, which we intendto model. In this work, I was developing a source of cold radicals and experimental techniques for measuring their properties. 1 combined plasma source, which creates sufficient concentrations of radicals with supersonic expansion in which the translational and internal degrees of freedom are cooled deeply below the room temperature. For their characterization I used high-resolution spectroscopy utilizing near infrared laser diodes. I also developed and built electronic circuits and software..
The Benefits of Contaminated Site Cleanup Revisited: The Case of Naples and Caserta, Italy
Guerriero and Cairns (2009) recently estimate that contaminated sites and improper waste management result in 848 excess deaths per year in the provinces of Naples and Caserta in Southern Italy, 403 of which are fatal cancers. In the absence of estimates of the Value of a Prevented Fatality (VPF) in Italy or specific to the hazardous waste context, they use figures recommended by DG-Environment. Contrary to their claims, estimates of the VPF are available for Italy that are specific to the hazardous waste context, and for causes of death that have been linked to contaminated site exposures. We review them in this paper. We also produce new estimates of the cancer VPF using data from a recent survey conducted in Milan, Italy, in late November to mid-December 2008. The evidence points to much higher VPF figures than the ones used by Guerriero and Cairns, and hence to much larger estimates of the reduced mortality benefits of remediating the hazardous waste in the Naples and Caserta areas. We also examine the importance of the discount rates, since the mortality benefits of remediation begin in 20 years and are assumed to continue over 30 years.Value of a Prevented Fatality, Stated Preferences, Hazardous Waste Sites, Contaminated Sites, Cancer, Mortality Benefits, Cost-Benefit Analysis
Why do voters back corrupt and dishonest politicians? Interview with Milan Vaishnav
A candidate with criminal allegations hanging over them will repel voters – or will they? Not necessarily. In India, a third of the MPs elected in 2014 faced an ongoing criminal case. Milan Vaishnav, the author of a new book about the nexus of crime and democracy in India, talks to Ros Taylor about the appeal of a strongman who can ‘get things done’, even if it means breaking the law – and considers whether some US voters share the same instincts
