    Relokalisiert und deterritorialisiert: Grenzräume und -praktiken im Europäischen Grenzregime Die Schengen/Dublin Verträge führten nicht nur zu einer Standardisierung des Asylwesens, sondern zu einer Umformung von Grenzräumen- und praktiken. Der Beitrag untersucht deren Relokalisierung und Deterritorialisierung anhand Materials zu abgewiesenen Asylsuchenden in der Schweiz und market places of knowledge der europäischen Migration. Die Europäisierung des Asylwesens führt zu einer Umformung von Grenzräumen- und praktiken. Sie finden nicht mehr nur an der geopolitischen Grenze statt, sondern sind relokalisiert und deterritorialisiert. Der vorliegende Beitrag untersucht durch die Verschränkung dieser zwei Perspektiven (Relokalisierung und Deterritorialisierung) wo und wie Bordering im Europäischen Grenzregime stattfindet. Folgenden Fragen gehen wir nach: 1. Wie entstehen diese neuen Grenzräume? 2. Welche Funktion haben sie, bzw. welchen Ordnungsprinzipien folgen sie? 3. Wie sollen sie konzeptuell gefasst werden? Anhand des empirischen Materials zu Zentren für abgewiesene Asylsuchende in der Schweiz (Relokalisierung), sowie der Analyse von Wissensproduktion über Grenz(kontroll)praktiken und Zirkulation im Europäischen Grenzregime (Deterritorialisierung) im transnationalen Raum der Migration zwischen Tunesien und der Schweiz diskutieren wir diese Fragen

    Deregulation strategies and their regulating effects: The case of the termination of Social Assistance for rejected asylum seekers in Switzerland. In Switzerland, rejected asylum seekers no longer have any residence rights. In 2003 the Swiss state decided to terminate the so far granted social assistance for people with a non-entry decision on their asylum request. In 2008 the termination of social assistance was expanded to all rejected asylum seekers. Nevertheless, facing the impossibility of deporting them, the Swiss state entitled this group of people to emergency assistance. It is a basic, which is stated in the Swiss Federal constitution. In this context, new structures were established specially for rejected asylum seekers. These structures had to be set up, financed, controlled, managed and legitimized. For example, collective centres were set up exclusively for rejected asylum seekers. In this speech, I want to analyze the political and bureaucratic process of terminating social assistance for rejected asylum seekers. The exclusion of rejected asylum seekers from social aid was embedded in a wider austerity program of the Federal State. The Federal Migration Office had been requested to save money. The main official goal was to reduce the support of these illegalized people, reduce any structures that would prolong their stay on Swiss ground and to set incentives so that they would leave the country on their own. But during the implementation, new regulating effects emerged. Drawing on ethnographic material, I will highlight these “messy procedures” (Sciortino 2004). First, I will analyze the means and goals developed by the Federal authorities while conceptualising the termination of social assistance. Second, I will focus on the new built structures and elaborate the practices and legitimating strategies of the authorities. As a conclusion, I will analyze the ambivalences of these processes which, at the end, established specific structures for the “unwanted”

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.
