From the beginning of the 19th century, the kingdoms of Georgia were gradually conquered by the Russian Empire, at the same time, as a result of the Russo-Turkish wars, a large part of Georgian historical land and water was freed from Ottoman rule and integrated into the Russian Empire. Therefore, Georgia became an organic part of the Russian Empire, and the system of territorial governance that was characteristic for the Russian Empire spread over Georgia. INSTITUTIONAL REGULATION OF ECO-MIGRATION POLICY IN GEORGIA
Purpose - The main aim for our research is gaining knowledge of institutional regulation of eco-migration processes in Georgia and, consequently, evaluating the state politics of eco-migration, so as to show off what improving changes can be considered in coming years exactly in the above-mentioned direction.
Design/methodology/approach - The research design is based on the institutional approach to studying migration processes. And the empirical analysis was based on the information collected as a result of the study of archival-state documents and interviews in eco-migrant populated areas. The survey was conducted from March 12 to September 25, 2022.
Findings - Outcome of our research underlines that the development of institutional provision of eco-migration processes has gone through the different stages during the last centenary in Georgia. As if from the side of government appropriate policy is worked out, however, the research showed that it is necessary to establish a systematic and transparent approach to eco-migration and resettlement by the state, the implementation of which should become the prerogative of both the central government and the municipal administration, which should probably happen in the near future.
Originality/value - The scientific novelty of our work is that, for the first time, we studied the historical context of the state policy of eco-migration, the goals of the state policy of eco-migration, the strategy of the state policy of eco-migration and the legal basis of the legal regulation of eco-migration as a process
Regional Peculiarities of Self-government Elections (On the example of elections of Batumi Mayor)
The analysis of the election campaign of City hall shows that Mayoral candidates didn't have clearly defined the election programs understandable for the population, which was conditioned by that they didn't/t have collected preliminary information about the urgent topics for the population, therefore there was not examined the public opinion and the more they haven't study the opponent. Mayoral candidates have not studied the existing information; have not revealed the strong and weak sides of participants of the campaign. Besides, it was not processed the strategy of elections: determining the addressee groups, problems, goals, strategies and key slogans; accordingly, it was not planned, I. e. all the above-listed facts have not taken in the campaign's plan.
Geopolitical Reconfiguration and Transformation of Security Strategies in the South Caucasus: A Regional Analysis
The South Caucasus region is a very sensitive sector in the geopolitical rivalry of world powers. The security policies of Georgia, Armenia, and Azerbaijan are shaped by internal political dynamics and complex external influences. The significance of the matter has been notably intensified by Russia’s belligerent attitude in Ukraine, escalating competition for energy security, heightened attention from NATO and the European Union, and the active participation of the United States in the Zangezur corridor. In light of this geopolitical context, the stance of the South Caucasus nations towards Russia and other external entities is undergoing substantial transformation: the post-conflict evolution of Karabakh post-2023, the increasing strategic estrangement between Armenia and Russia, and the emergence of tensions in Azerbaijan-Russia relations suggest the establishment of a new regional equilibrium. The United States' aggressive engagement in the Zangezur Corridor matter underscores the safeguarding of Armenia's territorial sovereignty while concurrently indicating an effort to mitigate Russian influence.The essay offers a comparative examination of the national security plans of Georgia, Armenia, and Azerbaijan, representing a notable and uncommon endeavour in the academic field. The research is grounded in the theory of regional security complexes, enabling the identification of various strategic positions of nations and their reliance on external influences. The emphasis is on the military equilibrium as a pivotal element in the regional security framework. The trilateral meeting of the leaders of Armenia, Azerbaijan, and the United States in Washington in 2025, along with the joint declaration, is significant and can be regarded as the commencement of a new phase in the advancement of peace and transport corridors in the region
Muslim Georgia Majlis and Constituent Assembly
The goal of our research is to study the relationship between Georgian Constituent Assembly and Georgian muslim majlis and according to this the assessment of the characteristics and features of this relationship. We want to show what was the reasons and factors of this relationship. To achieve this goal and study the issue,we have used an inductive approach and empirical analysis has been based on the studies of archival state documents, the materials of the press of that time and memoirs.The results of our research showed that the Characteristics of the relationship between Georgian Constituent Assembly and Georgian Muslim Majlis was influenced by international and internal political processes and the determination of regional status in 1917-1921. The discussion on regional status was the essential issue which affected greatly on the relationship between two representative bodies. The research has revealed that in 1917-1920 when there was very difficult political situation and the relationships between Batumi and Tbilisi was in coincidence and since the second half of 1920 when Georgian legislation was retored in Batumi district, there were already different positions in the mentioned relationships which was connected to the determination of the regional status

As it can be easily seen in the article propaganda of irreversible autonomy in Adjara was artificially started in the region to make the population believe that autonomy was the only way for welfare and happiness.In the course of events the population of the region rejected the direct government introduced after restoration of jurisdiction of Georgia in 1920.Confrontation between the pro-Georgian and anti-Georgian forces, as well as ideological war set between the political organizations and propagandists extremely aggravated political situation in Adjara. Unfortunately, the Liberation Committee and its printing body agitated the idea of autonomy. Gradually the confrontation acquired the form of fight for autonomy due to the fact, that the fruits of autonomy were considered useful for political ambitions of the mentioned parties. Autonomy was a lever to reach the government seats in the region and was the only way to hit the target.The decision made by Georgian government on closing the newspaper “Muslim Georgia” (and also closure of ,,Sedai Mileti~) in the second half of 1920 refers to the fact that the information spread by the newspaper didn’t cope with the state interests
Spiritual Security Factor as an Identity Definer
Post Soviet transformation occurred under conditions of globalization processes and society’s social-economic and cultural-political modernization occurred. Following reevaluation of traditional values new life norms are being established and developed which are taking prevailing position in society. As a result of all this, the negative results of post transformation of social identity are quite vivid. Identity has become important not only for people, family, social institutions but for the state as a whole as well. Therefore, as a result of transformation following the increase of negative events in society, spiritual factors of state security attracts more and more attention from scientists. In the context of cultural globalization in order to reach society’s political and social welfare it is important to realize the role of identity so as to minimize the risks associated with it and in search of optimal state institutional model. Every society which is in regime of transformation and modernization is characterized by identical crisis.In modern times when society shows clear signs of identical crisis there’s a threat to stable and secure development of post soviet countries. During identical crisis the basics of identity are quite weak which are the ground on which society and its security is based. In modern times spiritual security should be considered as an important tool for overcoming identical crisis in society which is a defining factor for social identity. Putting this factor on first place in society is due to defense of social-cultural and national identity and developing mechanisms for social security which is in transformation process as well as ensuring its adaptation to reality.As a result of social-economic and cultural-political cataclysms the post soviet society is facing cultural-mental breakdown and social-cultural split as well as crisis of social values and spiritual culture. Therefore, ensuring society’s social-cultural sustainability is a problematic issue as society as a whole can exist only in conditions of spiritual-moral values, indicators of social potential.Thus, it becomes more necessary to realize spiritual security factors as a basis of identity as in conditions of threats and challenges caused by globalization and social de ideology the spiritual factors are acquiring special importance.
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
