    Extraterritoriale Terrorismusbekämpfung

    Markus Volz befasst sich mit den Auswirkungen des internationalen Terrorismus und insbesondere der Anschläge vom 11. September 2001 auf das Völkerrecht. Untersucht werden die Voraussetzungen und Grenzen staatlicher Regelungs- und Durchsetzungshoheit (Jurisdiktion). Anhand zweier Fallbeispiele - der Vorabübermittlung von Fluggastdaten im internationalen Luftverkehr und der Initiative zur Unterbindung der Proliferation von Massenvernichtungswaffen (PSI) - weist der Verfasser eine neue völkergewohnheitsrechtliche Entwicklung zur Anerkennung extensiver Regelungshoheit und eine verstärkte Kooperationsbereitschaft der Staaten im Zusammenhang mit der internationalen Terrorismusbekämpfung nach. Markus Volz zeigt außerdem, dass mit der Ausübung extraterritorialer Hoheitsgewalt die entsprechende extraterritoriale Anwendung völkerrechtlicher Verträge zum Schutz von Menschenrechten einhergehen sollte.The events of September 11, 2001 have triggered a »global war on terror«. One of its hallmarks is to fight terrorism beyond State borders. This study examines the limits of such extraterritorial action and its effects on the rules of jurisdiction in international law. The question of extraterritorial jurisdiction has hitherto been confined to international economic law and international environmental law. This study opens up a novel dimension to one of the fundamental questions of international law. Using two case studies, the author outlines a new development of States more readily recognizing extensive claims to prescriptive jurisdiction where these are justified on grounds of fighting international terrorism. The first case study concerns the demand by US authorities on European and other foreign airlines to provide Passenger Name Record (PNR) data and to allow access to computer systems outside the United States. The second one pertains to the Proliferation Security Initiative (PSI), which provides the framework for the interdiction of weapons of mass destruction at sea. Finally, the author argues that any extension of extraterritorial jurisdiction should be accompanied by the extraterritorial application of human rights instruments

    Misusing mobile phones to break the ice: The tabletop game Maze Maestro

    Performance of newly-formed project teams is often limited, or at least delayed, when team members refrain from sharing their ideas due to unfamiliarity with their peers. A variety of ice-breaking methods can help overcome this cold start, but mostly they need to be deployed and moderated by experienced facilitators. This setup is rarely an option for most undergrad project courses at university level, typically carried out in small teams. In order to help breaking the ice in this context, we developed Maze Maestro, a collaborative tabletop game in which the board is made up by attaching the displays of the team members' mobile phones to form a large maze. Each member controls a character in the maze, and the whole team has the common goal of leaving the maze together; however, this is only possible with timely communication and much cooperation. While playing, team members are encouraged to confer possible plans and share their ideas, which is the fertile ground for breaking the ice. Play testing has shown that Maze Maestro was perceived as a fun and original collaborative game.     The Yen Exchange Rate and the Hollowing-out of the Japanese Industry

    The paper was written while the second author held the Banque de France Chair at EHESS in Paris. Ulrich Volz would like to thank Banque de France for financial support for this research project and Fondation France Japon de l’EHESS for its wonderful hospitality and great support.Since the demise of the Bretton Woods system, the Yen has seen several episodes of strong appreciation, including in the late 1970s, after the 1985 Plaza Agreement, the early and late 1990s and after 2008. These appreciations have not only been associated with "expensive Yen recessions" resulting from negative effects on exports; since the late 1980s, the strong Yen has also raised concerns about a de-industrialisation of the Japanese economy. Against this backdrop, the paper investigates the effects of changes to the Yen exchange rate on the hollowing out of the Japanese industrial sector. To this end, the paper uses both aggregate and industry-specific data to gauge the effects of Yen fluctuations on the output and exports of different Japanese industries, exploiting new data for industry-specific real effective exchange rates. Our findings support the view that the periods of yen appreciation had more than just transitory effects on Japanese manufacturing. The results also provide indication of hysteresis effects on manufacturing. While there are certainly also other factors that have contributed to a hollowing out of Japanese industry, a strong Yen played a role, too

    URI Disambiguation in the Context of Linked Data

    The Linked Data initiative has given rise to an increasing number of RDF datasets, many of which are freely accessible online. These resources often arise as a result of database exports; however sufficient consideration may not be given to the unseen implications caused when they are used in the wider context of the Semantic Web. This paper investigates two popular resources, DBLP and DBpedia, and discusses whether the issues regarding identity management and co-reference resolution have been suitably addressed. We find that a large percentage of authors in DBLP have been conflated, and that disambiguation pages have been incorrectly linked using owl:sameAs within DBpedia. Systems for dealing with these issues are presented, and directions are given for future research

    Die Alzheimer Demenz (AD) ist v.a. durch extrazelluläre β-Amyloid-Ablagerungen(Plaques) und Neuronenverlust gekennzeichnet. Zur Behandlung werden neben synthetischen bereits pflanzliche Arzneimittel mit mäßigem Erfolg eingesetzt. In einem AD-Mausmodell wurden Extrakte von Humulus lupulus, Hypericum perforatum und Valeriana officinalis hinsichtlich ihrer Wirkung auf Plaques und Mikroglia analysiert. Untersuchungen therapierter Tiere mit Hypericum- bzw. Valeriana-Extrakt zeigen stark Plaque-reduzierende und Mikroglia-aktivierende Eigenschaften einhergehend mit einer guten Verträglichkeit
