    Germany's unique institutions of a 'unitary federal state', long considered part of the country's post-war success story, are now generally perceived as a 'joint decision trap' impeding effective policy responses to new economic and demographic challenges at both levels of government. Nevertheless, a high powered bi-cameral Commission set up in Autumn 2003 failed to reach agreement on constitutional reforms. The paper analyses the misguided procedural and substantive choices that explain the failure of reform, and it discusses the possibility of asymmetric constitutional solutions that might enhance the capacity for autonomous action at both levels.Germany; federalism; constitutional change; multilevel governance

    The aim of this bachelor's thesis is to translate the first chapter called "Das spätrömische Reich: Staat, Gesellschaft, Wirtschaft" from the book Rom in der Spätantike. Porträt einer Epoche, written by a German classical philologist Manfred Fuhrmann, from German into Czech. The first part of this work contains the already mentioned translation, the second one focuses on the translation analysis of both texts, on the description of translation method as well as on the typology of translation shifts and problems.     Louis Andriessen: De Staat

    Louis Andriessen is one of the foremost composers in the world today. His music, with its distinctive blend of jazz, minimalism, Stravinsky and the European avant-garde, has attracted wide audiences internationally and made him a sought-after teacher among younger generations of composers. De Staat ('The Republic') brought Andriessen to international attention in 1976, and it remains his best-known work. This book is the first extended, single-author study of Andriessen in any language. It opens with a detailed account of Andriessen's involvement in the political upheavals of the 1960s and 1970s which formed the basis for his later views on instrumentation and musical style. The following chapters assess the principal influences on his music and the musical structure of De Staat. The book closes with an extensive discussion of the meaning of De Staat in the light of the composer's firmly held socio-political views.     Integration of East German Resettlers into the Cultures and Societies of the GDR

    A controversy exists in the historiography of ethnic German post-WWII refugees and expellees who lived in the German Democratic Republic. This question is namely: to what extent were these refugees and expellees from various countries with differing cultural, religious, social and economic backgrounds integrated into GDR society? Were they absorbed by the native cultures of the GDR? Was an amalgamation of both native and expellee cultures created? Or did the expellees keep themselves isolated and separate from GDR society? The historiography regarding this controversy most commonly uses Soviet and SED governmental records from 1945-53. The limitation of this approach by historians is that it has told the refugee and expellee narrative from government officials’ perspectives rather than those of the Resettlers themselves. In 1953 the SED regime stopped public record keeping concerning the Resettlers declaring their integration into GDR society as complete. After eight years in the GDR did the Resettlers feel that they were an integrated part of society? In an attempt to ascertain how Resettlers perceived their own pasts in the GDR and the level of integration that occurred, 230 refugees and expellees were interviewed throughout the former GDR between 2008-09. These interviewees represented several homeland origin groups and lived in a variety of localities including small, rural villages; middle-sized, established towns; and huge industrial centers. The results of these interviews have been analyzed in conjunction with primary archival sources and the secondary literature

    Theorie und Praxis Freier Radios leben grundsätzlich von der Vorstellung der Notwendigkeit und Möglichkeit einer Alternative zu den etablierten Medien, welche generell als „unfrei“, d.h. als abhängig vom Staat und/oder von Markt und Kapital, charakterisiert und deswegen grundlegend kritisiert werden. Kennzeichen eines „freien“ Mediums ist folglich die weitest gehende Unabhängigkeit von Staat, Markt und Kapital. Insbesondere die Kapital- und Marktabhängigkeit gilt in dieser Sichtweise als elementares Hindernis für die Realisierung einer medial vermittelten Kommunikation, die den Ansprüchen an eine freie, demokratische Gesellschaft und an eine Emanzipation der Gesellschaftsmitglieder gerecht werden könnte. Entsprechend ist das idealtypische Gegensatzpaar nicht-kommerzielle (freie) Medien versus kommerzielle (abhängige) Medien in Theorie und Praxis ein wesentliches Unterscheidungsmerkmal und Abgrenzungskriterium
