Availability of Substitute Care Services as Assessed by Child Protection Professionals
Tänasel päeval on Eestis väga palju selliseid lapsi ja noori, kellel puudub võimalus täiskasvanuks
kasvada nende bioloogilises perekonnas. Erinevatel põhjustel satuvad nad elama hooldusperedesse,
asendus-, hooldus-, ravikodudesse, kust täiskasvanuks saades tuleb neil iseseisvalt elu alustada.
Lõputöö eesmärgiks on kirjeldada ja analüüsida laste asendushooldusteenusele paigutamise
kitsaskohti, erialaspetsialistide ja ametkondade vahelist koostööd ning ettepanekuid olukorra
parendamiseks. Uurimisprobleemi lahendamiseks koguti erinevatest allikatest ja teadusartiklitest
andmeid, kirjeldati kogutud andmete põhjal asendushooldusteenustega seonduvat, uuriti
lastekaistespetsialistide kogemusi ning kitsaskohti abivajavale alaealisele noorele temale sobiva
asenduskodu leidmisel. Uurimistöös kasutas autor kvalitatiivset uurimismeetodit. Ajavahemikul
veebruar – märts 2023 viidi läbi seitse poolstruktueeritud intervjuud. Uurimisküsimustele vastas kuus
intervjueeritavat kirjalikult ning üks avaldas soovi vastata küsimustele suuliselt. Suulise intervjuu
läbiviimiseks lepiti kokku, et intervjuu viiakse läbi telefoni teel. Autor salvestas intervjuu ning
seejärel transkribeeris sõna-sõnalt. Intervjuude tõlgendamise protsessis on kasutatud kvalitatiivset
sisuanalüüsi. Läbiviidud intervjuude analüüsimisel saadud tulemused andsid seatud
uurimisküsimustele põhjalikud vastused ning seeläbi sai lõputöö eesmärk täidetud.
Analüüsi tulemusena selgus, et üha enam on kasvanud vajadus ravikoduteenuste järele, kus tugevalt
traumeeritud lapsele tagatakse spetsialistide abil igakülgne tugi, et laps saaks oma elu võimalikult
kvaliteetselt jätkata. On väga oluline, et asendushooldusteenus muutuks sihikindlalt
traumateadlikumaks. Laste- ja noorte elukvaliteedi efektiivsemaks parandamiseks on vaja rohkem
spetsiifilisema lähenemisega ravikoduteenuse pakkujaid ning miljööteraapilisi perekodusid.
Paralleelselt ravikodudes loodud toetavale elukeskkonnale, vajavad lapsed ja noored
rehabiltatsiooniteenuseid, mis aitaksid taastada nende vaimset tervist. Oluline on, et laps satuks
perekonnast eraldades temale sobivasse asutusse, selleks tuleb lastekaitsespetsialistidel teadlikult ja
lapsekeskselt läheneda igale juhtumile. Väga oluliselt tuleb senisest enam tähelepanu pöörata
traumateadlikkuse suurendamisele asutusepõhiselt ning püsivate usaldusisikute tagamisele
asendushooldusel lastele.
Uurimise tulemusena tuli välja, et lapse asendushooldusteenusele paigutamisel on
lastekaitsespetsialistide hinnangul ning kogemusel mitmeid kitsaskohti:
• lapse asendushooldusteenusele paigutamisel ei tehta ei tehta otsust juhtumipõhiselt ja
lapsekeskselt, vaid ta paigutatakse juba varasemalt koostööd tehtud asendushooldusasutusse;
• väga keeruliste psüühikahäiretega lastele ei ole piisavalt neile sobivaid asendushooldusteenust
pakkuvaid asutusi;
• asendushooldusteenuste süsteemis nõrgaks kohaks tugiteenuseid pakkuvate spetsialistide
ning ravikodude ja miljööteraapiliste ravikodude osas suur vajadus üle Eesti;
• lastekaitsespetsialistide suur töökoormus lapse perest eraldamise. Lastekaitsespetsialistid
tunnevad ennast selles protsessis üksi ning samas on vastutus väga suur.
• asendushooldussüsteemi kitsaskohaks on teenuse kõrged hinnad. Lapse
asendushooldusteenusele paigutamine on kohalikule omavalitsusele suur finantsiline
koormus. Sageli on ühe omavalistuse korraldada rohkem kui ühe lapse
asendushooldusteenuse eest tasumine. Selline olukord seab omavalitsuse keerulisse olukorda,
kuid laps peab saama vajaduspõhist, kiiret ja professionaalset abi.
Autor teeb asendushooldusteenusele paigutamise protsessi efektiivsemaks ja lapsekesksemaks
muutmise eesmärgina järgmised ettepanekud:
• kuna lastekaitsespetsialist tegeleb kogu perest eraldamise ja teenusele paigutamise protsessi
vältel lapsega, talle turvalise ja heaolu tagamisega, siis bioloogilise vanema ning sünniperega
peaksid tegelema teised spetsialistid. Lastekaitsespetsialistid on väga ebamugavas olukorras,
kus ühelt poolt nad töötavad bioloogilise vanema vastu ning teiselt poolt toetavad neid;
• lastele kiiremini sobiva koha leidmiseks võiks olla lastekaitsespetsialistidele vastav
nõustamisüksus, kes haldab ja jagab spetsialistidele infot vabadest kohtadest
asendushooldusteenust pakkuvatest asutustest ning on ka nõustavaks üksuseks lapse
toetamise erinevatest võimalustest;
• arendusvajadused on veel nii asutusepõhise hoolduse kui ka asendushoolduselt lahkuvate
noorte toetamisel.
Kokkuvõtvalt võib uurimistöö tulemuste põhjal järeldada, et asendushooldusteenus vajab riigi ja
kohaliku omavalitsuse koostöös rohkem tähelepanu. Oluline on, et efektiivne koostöö ning õigeaegne
infovahetus lapse perest eraldamise protsessis osalevate spetsialistide vahel, nii rajatakse lastele
parimad elutingimused ja kasvukeskkondThe title of the graduation thesis is "Availability of substitude care services as assessed by child protection professionals". The graduation thesis consists of four chapters and subchapters. In the first chapter, the author provides a theoretical overview of the theoretical framework related to the topic of the thesis, based on psychodynamic and trauma theory. In the second chapter, the author discusses the nature and aims of the different types of substitute care services. In the third chapter, the author gives an overview of the research methodology, where she presents the objectives and tasks of the empirical study, justifies the choice of the research method and explains the study sample. In chapter four, the author analyses the results obtained and draws conclusions from the analysis of the responses. At the end of the paper, the interview questions are included as an appendix. In writing this thesis, the author draws on professional literature and research articles based on psychodynamic and trauma theory.
The graduation thesis analyses the bottlenecks in the placement of children in substitute care services, the cooperation between professionals and authorities, and proposals for improving the situation. To solve the research problem, data was collected from various sources and research articles, the issues related to substitute care services were described on the basis of the data collected, and the experiences of child welfare professionals and the bottlenecks in finding a suitable substitute home for a minor in need were examined.
Based on the aim of the graduation thesis, the author has set the following research questions:
• What is the nature of the substitute care service according to psychodynamic theory and trauma theory?
• What is the awareness of child protection professionals about the different types of substitute care services based on different orientations?
• How is the service accessible?
• What bottlenecks have child protection professionals encountered in referring children separated from their families to substitute care services?
• What is the level of cooperation between child protection professionals and professionals working in the placement?
• What could be the possible cooperation partners of placement centres to better support children?
As a result of the analysis, it became clear that there is an increasing need for residential care services, where a severely traumatised child is provided with comprehensive support from specialists, so that the child can continue his or her life to the highest possible quality. It is essential that the substitute care service becomes more trauma-informed. There is a need for more specialised residential care providers and for family homes with milieu therapy to improve the quality of life of children and young people more effectively. Alongside the supportive living environment created in residential care, children and young people need rehabilitation services to help restore their mental health. It is important that children are placed in an appropriate placement when they are separated from their families, which requires a child-centred, informed approach by child protection professionals. Increased attention to trauma awareness on an agency basis and to ensuring that children in care have a permanent confidant is essential.
In conclusion, the results of the research suggest that more attention needs to be paid to the provision of substitute care in cooperation between the state and local authorities. Effective cooperation and timely exchange of information between the professionals involved in the process of separating a child from his/her family is essential in order to create the best living conditions and growing environment for children
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
