South Africa’s post-COVID climate response and the path to its NDC goals
This policy insight unpacks South Africa’s existing climate change commitments, as reflected in its updated NDC, reviews how they have been impacted by recent global events and identifies enablers and potential impediments to attaining them. Given the country’s increased ambition in terms of climate mitigation, this paper also provides recommendations in respect of actions that can facilitate the implementation of the NDC and the achievement of its targets
Fiscal and monetary policy rules in Malawi: a New Keynesian DSGE analysis
https://www.grips.ac.jp/list/jp/facultyinfo/leon_gonzalez_roberto/In this paper, Malawi’s fiscal and monetary policy rules are estimated and their effects and influence on key macroeconomic variables analyzed in a New Keynesian DSGE framework. Bayesian estimation is used to estimate the model using data on consumption, investment, inflation, nominal interest rate, government spending, consumption tax revenue, and income tax revenue. It is found that monetary policy in Malawi follows a Taylor type interest rate rule in which interest rates respond strongly to changes in inflation, in accordance with the “Taylor principle”, and only mildly to output fluctuations. Fiscal policy too reacts to output fluctuations in a modest fashion. With regards to the main drivers of output fluctuations, it is shown that although fiscal and monetary policy shocks play a significant role, it is actually productivity shocks and to a lesser extent cost-push and preference shocks that are the main contributors to business cycles.JEL Classification Codes:E12, E31, E32, E58, E62technical repor
How monetary policy affects industrial activity in Malawi: Evidence from ARDL and VAR models
AbstractIn this paper, the impact of monetary policy on industrial production is investigated for Malawi. Using the ARDL bounds testing approach, and VAR models, it is shown that tight monetary conditions negatively affect industrial production both in the short run and in the long run. This is the case whether the central bank’s policy rate or reserve money is used as the policy tool. The study further establishes the interest rate channel, and money supply channel as the main mechanisms through which this effect of monetary policy is transmitted to industrial production. Given these results, a recommendation is made that the Reserve Bank of Malawi should refrain from prolonged use of tight monetary policy in their quest to achieve stability of prices as this stifles growth of the industrial sector. Rather monetary policy should be used as a temporary stabilization tool when faced with temporary shocks to the bank’s policy objectives
Fiscal and Monetary Policy Interaction in Malawi
https://www.grips.ac.jp/list/jp/facultyinfo/leon_gonzalez_roberto/In this paper, the interaction between fiscal and monetary policies in Malawi is analyzed in a structural VAR framework employing sign restrictions. The key question addressed is whether macroeconomic policy environment in Malawi is characterized by fiscal dominance or monetary dominance. The model that we derive is used to identify government spending shocks, government revenue shocks, and monetary policy shocks so as to observe their respective effects on the conduct of fiscal and monetary policy. The results show that policy making in Malawi leans towards a monetary dominant regime rather than a fiscal dominant one. This is manifested by a counteractive reaction of monetary policy to loose fiscal policy on one hand and a cooperative reaction of fiscal policy to tight monetary policy stance on the other hand. The results also show that spending shocks are not financed by tax revenues which, coupled with the non-cooperative nature of monetary policy, is consistent the high public debt accumulation observed in the data.JEL Classification Codes: E52, E58, E62technical repor
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
