    La pregunta que da título a este trabajo refleja una cuestión que preocupa o ha preocupado a un buen número de profesionales de la enseñanza de español como lengua extranjera (ELE), dado que cada vez son más los ayuntamientos, servicios sociales, organismos e instituciones gubernamentales y no-gubernamentales que ayudan a la integración de los inmigrantes en la sociedad, que buscan mediadores que conozcan las lenguas del país de origen de los inmigrantes y como consecuencia, se ha convertido en una exigencia encontrar profesores de español que puedan preparar a los futuros mediadores. De hecho, para responder a esta necesidad, cada vez hay más universidades que activan una licenciatura en mediación lingüística y cultural con módulos especiales en fenómenos migratorios, en la mayoría de los casos financiados con fondos de la UE. De este modo, lo que se pretende es institucionalizar u oficializar la figura del mediador especializado en movimientos migratorios, implantándola como parte del "curriculum" lingüístico, a las aulas universitarias, haciendo, de este modo, oficial la figura del mediador y traductor en movimientos migratorios. Y sin embargo, prácticamente no existe material didáctico publicado en este campo. En el ámbito de la enseñanza del español como lengua extranjera hay mucha bibliografía y un considerable número de manuales sobre microlenguajes, lenguajes especializados o específicos: el económico, el de la publicidad, el turístico, el médico... Pero, ¿existe una ELE para preparar a los mediadores especializados en inmigración?

    Homological dimension of elementary amenable groups

    In this paper we prove that the homological dimension of an elementary amenable group over an arbitrary commutative coefficient ring is either infinite or equal to the Hirsch length of the group. Established theory gives simple group theoretical criteria for finiteness of homological dimension and so we can infer complete information about this invariant for elementary amenable groups. Stammbach proved the special case of solvable groups over coefficient fields of characteristic zero in an important paper dating from 1970.<br/

    Bredon cohomological finiteness conditions for generalisations of Thompson groups

    We define a family of groups that generalises Thompson’s groups T and G, and also those of Higman, Stein and Brin. For groups in this family we describe centralisers of finite subgroups and show that for a given finite subgroup Q there are finitely many conjugacy classes of finite subgroups isomorphic to Q. We consider groups of type quasi-F−−∞. This is a property slightly weaker than possessing a finite type model for the classifying space for proper actions E−−G. We give criteria for the T versions of our groups to be of type quasi-F−−∞. We also generalise some well-known properties of ordinary cohomology to Bredon cohomology

    Pixelating Administrative Common Law in Perez v. Mortgage Bankers Association

    In Perez v. Mortgage Bankers, the Supreme Court struck down a rule of administrative common law on the grounds that it was inconsistent with the Administrative Procedure Act (APA). But instead of simply respecting Congress’s deliberate choices, the Court continues to weigh policy considerations. The Court shows no sign of relinquishing its self-appointed position as arbiter of what is good and bad, wise and unwise in administrative law. This Forum Essay argues that the Court should take a step back and recognize the overarching problems with administrative common law: its lack of connection to public deliberation; its heightened separation of powers and public accountability concerns; and its lack of foresight about the practical implications of common law doctrine. In Mortgage Bankers, the Court should have taken the opportunity to admonish the lower courts to focus their interpretation of the APA on the public deliberation inherent in the Act itself and to avoid creating rules of administrative common law that exceed the boundaries of the APA. Instead, the Court implicitly reaffirmed that it takes a functional approach to interpreting the APA; it addressed on the merits a deference doctrine that may not comport with the APA without even acknowledging that tension; and it invited the lower courts to continue to use administrative common law as a sort of constitutional avoidance doctrine unmoored from the public deliberation inherent in the APA itself.Peer reviewe
