No full textThe problem of ensuring the rights of persons with disabilities, in particular the right to respect for dignity, is one of the most acute in modern Ukrainian society. The article analyses this aspect in detail, focusing on the impact of the armed conflict and discriminatory practices on the lives of people with disabilities.
Using the methods of synthesis and analysis, abstraction, induction, empirical and sociological, the author reveals that violations of the right to respect for the dignity of persons with disabilities are a systemic problem that manifests itself in various spheres of life: from limited access to infrastructure and social services to discrimination in labour relations and negative attitudes of society. Particular attention is paid to the problem of ensuring the security of this category of persons during military operations and the lack of training of law enforcement agencies to work with this category of population, which also affects the level of respect for dignity.
It is concluded that the low level of perception of people with disabilities in Ukrainian society is a consequence of a set of social, cultural and historical factors that need to be overcome. The results of the author’s sociological research are presented, which show that there are stereotypes and prejudices against this category of persons among law enforcement officials.
To address these problems, a set of measures is proposed, including: the introduction of an index of equality of persons with disabilities (this tool will allow to assess the level of inclusiveness of various spheres of life and develop targeted programmes to improve the situation); raising awareness of public authorities and society (conducting large-scale information campaigns aimed at forming a tolerant attitude towards people with disabilities); strengthening the role of civil society (support for the initiatives of NGOs).
It is emphasised that ensuring the rights of persons with disabilities is not only a moral duty, but also an important factor for the development of society as a whole

No full textСтаттю присвячено дослідженню стану дотримання права на повагу до гідності осіб з обмеженими можливостями, особливо в умовах збройного конфлікту, воєнного стану та пов’язаних із цим викликів. Проаналізовано стан забезпечення права на повагу до гідності осіб з інвалідністю в Україні, зокрема в умовах збройного конфлікту. Виявлено системні порушення цього права. Особливу увагу приділено результатам дослідження, яке засвідчило низький рівень толерантності до осіб з обмеженими можливостями серед працівників правоохоронних органів. Обґрунтовано доцільність розроблення комплексу заходів, спрямованих на підвищення обізнаності суспільства, забезпечення доступності та соціальної інклюзії. Наголошено на необхідності системних змін у державній політиці з метою забезпечення повної реалізації прав осіб з інвалідністю, що стало б запорукою дотримання їхнього права на повагу до гідності.The problem of ensuring the rights of persons with disabilities, in particular the right to

Так, аргументована можливість реалізації положень статті Конвенції зазначеною категорією осіб лише в частині права на сім’ю та фактичні сімейні відносини.The article is focused on studying certain norms of the Convention on the Rights of Disabled Persons, namely the Article 23 “Respect for home and family”. Analysis of this norm and Ukrainian legislation allowed the author to make conclusion about the existence of a number of features of implementing this norm by persons with psycho-intellectual disabilities, whose legal capacity is limited. Thus, the author has argued possibility of realizing the provision of the Article of the Convention on the Rights of Disabled Persons only with respect to the rights and actual family relations.Статья посвящена изучению некоторых норм Конвенции ООН о правах инвалидов, а именно ст. 23 «Уважение дома и семьи». Анализ данной нормы и украинского законодательства позволил автору сделать выводы о наличии ряда особенностей реализации данной нормы именно лицами с психо-интеллектуальными недостатками, дееспособность которых ограничена. Abstrakt
Wstęp. Zesztywniające zapalenia stawów kręgosłupa (ZZSK) jest chorobą reumatyczną zaliczaną do grupy spondyloartropatii zapalnych, obejmującą stawy, aparat więzadłowo-ścięgnisty kręgosłupa oraz stawy krzyżowo-biodrowych. ZZSK prowadzi do stopniowego ograniczenia ruchomości kręgosłupa oraz szeregu zmian w postawie pacjenta. Zastosowanie nowoczesnych technik w połączeniu ze standardową procedurą fizjoterapeutyczną, może przyczynić się do zwiększenia efektu terapeutycznego.
Cel. Przedstawienie nowoczesnych metody fizjoterapeutycznych stosowanych u osób z ZZSK.
Materiały i metody. Dokonano przeglądu 44 doniesień naukowych, obejmujących swą tematyką postępowanie fizjoterapeutyczne u pacjentów z ZZSK. Posługując się kluczowymi: zesztywniające zapalenie stawów kręgosłupa (ankylosing spondylitis), fizjoterapia (physiotherapy), choroby reumatyczne (rheumatic diseases), usprawnianie (improving), metody fizjoterapeutyczne (kinesitherapy methods) przeszukano bazy bibliograficzne Medline, Web of Scientes, EBSCO HOST, ScienceDirect oraz Google Scholar.
Wnioski. Na podstawie przeglądu literatury można stwierdzić, iż istnieje szereg alternatywnych metod, które mogłyby wspomagać standardowe procedury terapeutyczne stosowane w osób z ZZSK. Jednakże, w dalszym ciągu brak jest jednoznacznych i wiarygodnych dowodów na temat skuteczności większości z nich. Zatem można uznać że, prowadzenie badań klinicznie istotnych zgodnych z domeną Evidence Based Medicine (EBM), pomogłoby w rozstrzygnięciu tej kwestii.
Abstract
Admission. Ankylosing spondylitis (AS) is a rheumatic disease that belongs to the group of inflammatory spondyloarthropatia, including the joints, the ligamentotendos apparatus cross flow spine and hip joints. AS leads to a gradual reduction in spinal mobility and a number of changes in the attitude of the patient. The use of modern techniques in combination with the standard procedure of physiotherapy, can contribute to increasing the therapeutic effect.
Purpose. Presentation of the modern physiotherapy methods used in patients with AS.
Materials and methods. A review of 44 scientific reports, including its theme proceedings physiotherapy in patients with ankylosing spondylitis. Using the key: ankylosing spondylitis (ankylosing spondylitis), physiotherapy (physiotherapy), rheumatic diseases (rheumatic diseases), improvement (Improving), physiotherapy methods (kinesitherapy methods) bibliographic databases were searched Medline, Web of Scientes, EBSCO HOST, ScienceDirect and Google Scholar.
Conclusions. Based on a review of literature it can be stated that there are a number of alternative methods which could help the standard therapeutic procedures used in people with AS. However, there is still no clear and reliable evidence on the effectiveness of most of them. Thus, it can be considered that, by conducting studies consistent with clinically relevant domain Evidence Based Medicine (EBM), would help in resolving this issue.

Streszczenie
Wstęp. Atopowe zapalenie skóry (AZS, ang. atopic dermatitis) jest chorobą alergiczną o przewlekłym i nawracającym przebiegu. Toczący się proces chorobowy dotyczy naskórka i skóry właściwej. AZS to najpowszechniej występująca przewlekła choroba zapalna dzieci, której patogeneza nie jest do końca poznana. Uznaje się, że na rozwój choroby składają się czynniki genetyczne, immunologiczne, oraz środowiskowe.
Cel. Przedstawienie roli pielęgniarki w opiece nad pacjentem z atopowym zapaleniem skóry.
Materiał i metody. Dokonano przeglądu 43 doniesień naukowych – artykuły badawcze i poglądowe oraz literatura współczesna - obejmujących swą tematyką rolę pielęgniarki w opiece nad pacjentem z atopowym zapaleniem skóry. Posługując się słowami kluczowymi: atopowe zapalenie skóry, psychologiczne aspekty chorób, świąd rola pielęgniarki przeszukano bazy bibliograficzne Ebsco, ScienceDirect, SpringerLink, Medline.
Wyniki. Zadania pielęgnacyjno-opiekuńcze wynikają z poszczególnych symptomów AZS. Wśród założeń opieki pielęgniarskiej wymienia się: zmniejszenie świądu i suchości skóry; zminimalizowanie zaburzeń sennych; obniżenie ryzyka wtórych nadkażeń bakteryjnych, wirusowych lub grzybiczych; oraz kompleksowa edukacja chorego i jego rodziny w celu szybszej rekonwalescencji i wydłużenia okresów remisji.
Wnioski. AZS wpływa negatywnie na domenę fizyczną, psychiczną i społeczną chorego. Ze względu na swoją przewlekłość oraz szerokie rozpowszechnienie należy do jednego z największych wyzwań zarówno dla pielęgniarki jak i całego zespołu terapeutycznego. Skuteczne leczenie dermatologiczne, właściwa opieka pielęgnacyjna i psychologiczna, oraz edukacja powinny stanowić stały element kompleksowej opieki nad chorym z AZS.
Summary
Introduction. Atopic dermatitis (AD) is an allergic disease of chronic and recurrent course. Progressing disease refers to the epidermis and dermis. AD is the most commonly occurring chronic inflammatory disease of children, whose pathogenesis is not fully understood. It is recognized that the development of the disease consists of genetic, immunologic, and environmental factors.
Purpose. Presentation of the role of nurses in the care of patients with atopic dermatitis.
Materials and methods. A review of 43 scientific reports - research articles and opinion articles and contemporary literature - including its theme the role of nurses in the care of patients with atopic dermatitis. Using the key words: atopic dermatitis, psychological aspects of the disease, pruritus, the role of nurses searched bibliographic databases EBSCO, ScienceDirect, SpringerLink, Medline.
Results. The tasks of nursing care stem from individual symptoms of AD. Among the objectives of nursing care are: reducing itching and dry skin; minimizing distortions dream; reducing the risk of Second bacterial, viral or fungal infections; and comprehensive education of the patient and his family for faster recovery and longer periods of remission.
Conclusions. AD domain negatively affects physical, mental and social of the patient. Due to its excessive length and wide dissemination is one of the biggest challenges for both the nurses and the entire therapeutic team. Effective treatment of dermatological, proper home care and psychological care, and education should be a regular part of comprehensive care for patients with AD

Реалізація конституційного права на працю особами з обмеженими можливостями / Філіпська Н.О. // Конституційно-правові академічні студії. – 2018. – № 2. – С. 70-78.Стаття присвячена дослідженню питань реалізації в Україні особами з обмеженими можливостями права на працю, гарантованого Конституцією та міжнародними документами. Розглянуто низку законодавчих актів України,що регулюють питання праці та зайнятості, в тому числі й осіб з обмеженими можливостями. Висловлено думку щодо доцільності створення умов та надання змоги особам, яких визнано «непрацездатними», займатися (за їх бажанням) таким видом трудової діяльності, яка відповідає їхнім індивідуальним можливостям. Дієвим механізмом реалізації права зазначених осіб на працю автор вважає впровадження системи підтриманої зайнятості для даної категорії осіб. У результаті аналізу даних зроблено висновок, що впровадження та функціонування системи підтриманої зайнятості позитивно впливає на ситуацію з працевлаштуванням та зайнятістю серед осіб з обмеженими можливостями.
The article is focused on the issues of implementing the right to labor by the persons with disabilities in Ukraine, which is guaranteed by the Constitution and international documents. The author has studied a number of legislative acts of Ukraine regulating labor and employment issues, including those that concem the people with persistent health complications (director disability), and especially of psycho-intellectual and complex nature, is quite acute in Ukraine. The positive innovation experience of some public organizations that people jobs for people with disabilities, mostly with psycho-intellectual disabilities, is worth to have government support. The author considers the effective mechanism of the realization of the right to labor for these persons. There is an opinion that the notion of “labor” in this context (as an activity that is not necessarily paid)are not identical. As a result of data analysis, it has been concluded that the implementation and functioning of the supported employment system positively affects the situation with placement and employment among people with disabilities. The author has offered a number of measures that can facilitate effective actions to maximize the involvement of person of this category to labor and employment

Досліджено позитивний досвід таких країн, як США, Канада, Австралія, країни Євросоюзу. В Україні стан реалізації права осіб з обмеженими можливостями на працю не є задовільним та потребує значних зусиль як з боку держави, так і з боку суспільства. Створення спеціального законодавства, яке б регулювало діяльність державних та недержавних органів з питань підтриманої зайнятості осіб з обмеженими можливостями, та їх всебічна підтримка, лобіювання інтересів на парламентському рівні дозволило б інтегрувати у суспільство цих осіб. З’ясовано, що впровадження та функціонування системи підтриманої зайнятості значно покращить ситуацію із працевлаштуванням та зайнятістю серед осіб з обмеженими можливостями.
The author of the article has studied the issues of the implementation of the right to labor and the right to employment for people with disabilities, guaranteed by national and international law. The author has researched the positive experience of such countries as the USA, Canada, Australia, the countries of the European Union. The state of the implementation of the right to labor for people with disabilities is not satisfactory in Ukraine, and requires significant efforts from both the state and society. The creation of special legislation regulating the activity of state and non-state agencies on the issues of supported employment of persons with disabilities, and their comprehensive support, lobbying interests at the parliamentary level would allow the integration of these people into society. It has been found out that the introduction and functioning of the system of supported employment will significantly improve the situation with placement and employment among people with disabilities
