    The United States Policy of Stringent Anti-Treaty-Shopping Provisions: A Comparative Analysis

    Tax avoidance through international treaty shopping has become a subject of intense controversy in the international community. By shrewdly structuring businesses, corporations are currently able to take advantage of tax exemptions contained in tax treaties, though the countries that have joined the treaties never intended for them to benefit from such provisions. Many nations, including the United States, view this practice as tax treaty abuse. In response to such abuses, many countries are now incorporating strict anti-treaty-shopping provisions in their bilateral tax treaties. Ms. Haug begins the Article by describing the practice of treaty shopping and, specifically, the various methods of tax treaty abuse. She then examines the different approaches countries are taking to prevent such abuses. After assessing the utility and feasibility of countries\u27 attempts to combat treaty shopping, the author concludes that, while strict anti-treaty-shopping provisions in bilateral treaties may be somewhat effective, the only way to truly control tax avoidance is to harmonize the international tax system. To achieve this goal, the author argues, countries must either increase their treaty networks or enter into a multilateral tax convention. Due to countries\u27 concerns that such a convention would adversely affect their sovereignty, however, Ms. Haug is not optimistic that such a solution will come to fruition

    Central nervous system and muscular bundles preserved in a 240 million year old giant bristletail (Archaeognatha: Machilidae)

    Among the incomparably diverse group of insects no cases of central nervous system (CNS) preservation have been so far described in compression fossils. A third of the fossil insects collected from a 240-239 million year old (Ma) level at Monte San Giorgio UNESCO World Heritage (Switzerland-Italy) underwent phosphatization, resulting in the extraordinary preservation of soft tissues. Here we describe Gigamachilis triassicus gen. et sp. nov. (Archaeognatha: Machiloidea: Machilidae) that, with an estimated total length of ∼80 millimeters, represents the largest apterygote insect ever recorded. The holotype preserves: (i) components of the CNS represented by four abdominal ganglia, optic lobes with neuropils and compound retina; (ii) muscular bundles. Moreover, G. triassicus, possessing morphological features that prompt its assignment to the extant archaeognathan ingroup Machilidae, places the origin of modern lineages to Middle Triassic. Interestingly, at Monte San Giorgio, in the same stratigraphic unit the modern morphology of G. triassicus co-occurs with the ancient one represented by Dasyleptus triassicus (Archaeognatha: †Monura). Comparing these two types of body organization we provide a new reconstruction of the possible character evolution leading towards modern archaeognathan forms, suggesting the acquisition of novel features in a lineage of apterygote insects during the Permian or the Lower Triassic

    Canadian Money Demand Functions Cointegration¨CRank Stability

    This paper applies conventional tests (Johansen, 1995) and new tests (Chao and Phillips, 1999) for cointegration to long¨Crun money demand functions using historical Canadian data back to 1872. If cointegration is found, recently proposed tests by Quintos (1998a) for stability of the cointegration rank are carried out. The paper focuses on two spans of data: one span starting in 1872, the other in 1957 or 1968. Annual data are used for the former span, and annual and quarterly data for the latter. The preferred money demand specification involves M1.Vector error-correction; unknown change points; long spans of monetary data

    Da undersøkelsene tok til lå haug 35 på spissen av en halvøy som stakk ut i kommunens grustak. I vest var grustakingen gått så nær at det bare gjensto et par meter til haugens kant, og i nord var allerede en tredjepart av haugen rast ut. Haugen var rund, lav og vid, med et tverrmål på 19 -20. I øst var haugens kant noe uklar, da en tidligere vei frem til grustaket hadde gått helt inn mot haugkanten. Haugens høyde var på forhånd anslått til ca 1,5 m, men var i realiteten bare vel 1 m. Avvikelsen skyldes dels at haugens bunn ved sentrum lå noe høyere, og dels at haugens overflate ved gravrøvernes utkasting var blitt noe høyere. Haugen ble totalgravet. Under utgravningen ble det satt igjen en 1 m bred profil i retning SSØ -NNV

    In this interview Oscar Haugh reminisces about his student days at Moorhead State. He talks about activities on campus such as chapel, theater productions, glee club, and baseball. Dr. Haugh also discusses such student social activities as off-campus parties and describes the boarding house in which he lived. He mentions students and instructors he knew including Helen Bergquist, Dan Preston, Ina Fogg, Joseph Kise, Sliv Nemzek, Ethel Tainter, and Maude Hayes. He also talks about President MacLean.
