Електронні ініціативи як інструмент е-демократії: досвід України і Латвії
The article is devoted to a comparative legal analysis of the experience of Ukraine and Latvia in the implementation of the institution of electronic initiative as an important tool of direct e-democracy.
The practical question of why in some countries e-initiatives are a real leverage, while in others it is more likely just a marker that signals certain problems of concern to society, prompts a thorough study of legal regulation and information technology support of e-initiatives.
For a comparative analysis of the regulation of the procedure for submitting and considering an electronic initiative, the experience of Latvia as a state that has demonstrated real successful results of the work of the online platform ManaBalss.lv as a tool for presenting, registering, discussing, considering an electronic initiative and solving issues in it was selected. In addition, the experience of this country shows that an increase in the level of participation of citizens in the management of public affairs is possible provided they are provided with an effective and convenient mechanism of influence.
The article focuses on the shortcomings of the legal regulation of the institution of electronic petitions in Ukraine as the main factor in the ineffectiveness of this tool of e-democracy, including the absence of a special legislative act on electronic petitions, a legislative guarantee for resolving the issue that is raised in the petition, failure to take into account public opinion, expressed in a petition that received fewer votes than is required by law, etc. The necessity of introducing a mechanism for preliminary verification of the content of electronic petitions for constructiveness, reliability and reality is indicated.
It is noted that for the proper implementation of the goal of direct e-democracy, levers of influence on the government must be created, which will make it listen to the problems of public concern.Статья посвящена сравнительно-правовому анализу опыта Украины и Латвии во внедрении института электронной инициативы как важного инструмента непосредственной э-демократии.
Практический вопрос о том, почему в одних странах электронные инициативы являются реальным рычагом влияния, а в других – скорее только маркером, который сигнализирует об определенных проблемах, беспокоящих общество, побуждает к тщательному исследованию правового регулирования и информационно-технического обеспечения электронных инициатив.
Для компаративного анализа регулирования процедуры подачи и рассмотрения электронной инициативы выбран опыт Латвии как государства, продемонстрировавшего реальные успешные результаты работы онлайн-платформы ManaBalss.lv как инструмента создания, опубликования, обсуждения и рассмотрения электронной инициативы и решения в ней вопросов. Кроме того, опыт этой страны показывает, что повышение уровня участия граждан в управлении государственными делами возможно при условии предоставления им действенного и удобного механизма воздействия.
В статье акцентируется внимание на недостатках правового регулирования института электронных петиций в Украине как основном факторе низкой эффективности этого инструмента э-демократии, в том числе отмечается отсутствие специального акта законодательства по вопросам электронных петиций, законодательной гарантии решения вопроса, который ставится в петиции, непринятие в учет общественного мнения, высказанного в петиции, набравшей меньшее количество голосов, чем необходимо по закону и т.д. Указывается на необходимость внедрения механизма предварительной проверки содержания электронных петиций на соответствие требованиям конструктивности, достоверности и реальности.
Отмечается, что для надлежащей реализации цели непосредственной э-демократии должны быть созданы рычаги влияния на власть, вынуждающие ее прислушиваться к проблемам, которые беспокоят общество.Статтю присвячено порівняльно-правовому аналізу досвіду України та Латвії у запровадженні інституту електронної ініціативи як важливого інструмента безпосередньої е-демократії.
Практичне питання про те, чому в одних країнах електронні ініціативи є реальним важелем впливу, а в інших – радше тільки маркером, який сигналізує про певні проблеми, що турбують суспільство, спонукає до ґрунтовного дослідження правового регулювання та інформаційно-технічного забезпечення електронних ініціатив.
Для компаративного аналізу регулювання процедури подання та розгляду електронної ініціативи обрано досвід Латвії як держави, що продемонструвала реальні успішні результати роботи онлайн-платформи ManaBalss.lv як інструмента створення, оприлюднення, обговорення і розгляду електронної ініціативи та вирішення питань, що в ній ставляться. Окрім того, досвід цієї країни показує, що підвищення рівня участі громадян в управлінні державними справами можливе за умови надання їм дієвого та зручного механізму впливу.
Акцентовано увагу на недоліках правового регулювання інституту електронних петицій в Україні як основному факторі недієвості цього інструмента е-демократії, зокрема вказано на брак спеціального акта законодавства з питань електронних петицій, законодавчої гарантії вирішення питання, яке ставиться у петиції, неврахування громадської думки, висловленої в петиції, яка набрала меншу кількість голосів, ніж необхідно за законом, тощо. Указано на необхідність запровадження механізму попередньої перевірки змісту електронних петицій на відповідність вимогам конструктивності, достовірності і реальності.
Для належної реалізації мети безпосередньої е-демократії мають бути створені важелі впливу на владу, що змусить останню прислухатися до тих проблем, що турбують суспільство
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
