    DEMOCRATIC THEORY AND RE-INVENTING DELIBERATIVE DEMOCRACY: TWO CASES OF GOTONG ROYONG DEMOCRACY IN INDONESIA AND DHARMA’S DEMOCRACY IN TAIWAN

    From a long way experiment of “imported” democracy in such countries as Indonesia, Turkey, and contemporary Taiwan, there have emerged new ways of making democracy work: Turkey with what is known as negotiated democracy, in Indonesia it is Gotong Royong democracy, and in newly developed system in Taiwan it is Dharma’s democracy. The very point is how to make democracy work. After a long period of political history, new nations that adopt and/or adapt modern democratic values and institutions in Asia, Africa and Latin America find it hard to create a working democracy in their respective countries. This is so given the false idea of modernizing and more over the failure of globalization that impose domination of global corporatism in which economic interests go hand in hand with importing “distorted” democracy. Such a situation has been made worse by the main stream of universalists’ approach to political development that assumes that modern western democracies would work when transplanted elsewhere including Asia, Africa and Latin America. Now that culturalists of political theories develop a competing approach to political development, i.e. culture context theories of political development, we find more promising understanding of new democracies. Dharma’s democracy—whose features are significantly different from the ones from developed nations in the West. Meanwhile in Indonesia, there have been as well “other” consensual democracy basing itself on collective spirit and deliberation—for which I would call it Gotong Royong democracy that has been mandated in the state ideology of Pancasila. In view of finding working democracy, it is demanded that these two cases of “Asian” model of democracy be studied. These two cases would gain support by new state of the arts in democratic theories, i.e. theory of deliberative democracy whose explanatory power justifies the need for deepening democracy.     Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     Literature Analysis of the Theory of Liberative Democracy

    During the political liberalization of the reform era (1998 – present), various groups have complained about the evil practices of democratic politics. One of the shooting targets is that we have made the wrong choice, namely adopting a majoritarian or liberal democracy model. In the literature on democracy theory, one of the theories relevant to improving democratic practice is TDD (Theory of Deliberative Democracy). Although still using the principle of representation, TDD, in general, makes corrections or improvements to the procedures and substance of democracy that have been poorly practised in Indonesia today. This research is based on qualitative research using the descriptive-analytical method to provide a clear picture of the object of the problem. The conclusion of this study shows evidence that there is a model of democracy—both in substance and in procedures. They are different from the mechanism of representation initially derived from the theory of representative democracy

    Nahdlatul Ulama’s Fox Elite Fox Dei in Contemporary Indonesia: An Aborted Baby of Deliberative Democracy?

    As a major mass Islamic organization, Nahdlatul Ulama (NU) has been influential both in culture and politics in Indonesia. In consonance with the decline of democratic politics across the globe, NU internal organization experiences the practice of deliberative democracy with elite deliberation or fox elite fox Dei as its procedure of electing its top leader/Spiritual Leader or Rais Am. Two practices were done at the two NU National Congresses (Muktamar) in 1984 and 2015. This procedure is called Ahlul Hall Wal Aqd (AHWA), as one of the legacies of Muslim civilization. The paper makes an account of this elite deliberation to explore how effective the practice was in developing better practices of democracy. The research is qualitative, along with the perspective of the theory of deliberative democracy. It is our result that the practice of fox elite fox Dei has not been satisfactory in terms of some defects in implementing the rule of the game. NU’s culture of deliberation under the methods of halaqah and Bah-tsul Masaail has been promising, but NU’s elites have not been prepared to harvest it to improve the application of the AHWA procedure

    Variations on the Author

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods

    Analisis Kegagalan Partai Persatuan Pembangunan (PPP) Dalam Memenuhi Ambang Batas Parlemen Pada Pemilu 2024

    Penelitian ini menganalisis penyebab kegagalan Partai Persatuan Pembangunan (PPP) dalam mencapai ambang batas parlemen pada pemilu legislatif 2024, yang mengakibatkan PPP tidak dapat mengirimkan wakil ke DPR RI. Kegagalan ini menjadi titik balik signifikan bagi PPP, mengingat partai ini telah lama menjadi salah satu kekuatan politik yang diperhitungkan di Indonesia sejak didirikan pada 5 Januari 1973 sebagai hasil fusi dari empat partai Islam: Partai Nahdlatul Ulama (NU), Partai Muslimin Indonesia (Parmusi), Partai Syarikat Islam Indonesia (PSII), dan Partai Islam Perti. Penelitian menemukan penyebab kegagalan PPP dalam mencapai ambang batas parlemen adalah adanya faktor internal dan eksternal. Faktor internal seperti konflik kepemimpinan dan kurangnya konsolidasi. Faktor eksternal seperti persaingan dengan partai Islam lain dan perubahan preferensi pemilih.
