Approaches to ethics for public administrators / Asmidar Lokman and Ahmad Tarmizi Talib
Ethics essential existence in Public Administration is described as the soul of public administration. Public
services around the globe have increasingly placed ethics as the basis of actions in its administrations. Scholars
emphasized on the promotion of ethical practice in the public service to support the ethical practitioners. With
the public administrators are increasingly playing a key role in making and implementing policies hence there are high expectations on them to act with a higher moral character. This means that they will have to constantly obey stricter ethical standards. However, scandalous activities of some public administrators have placed the public service under intense public spotlight and opened to relentless criticisms by the media. The adage of ‘living in a goldfish bowl’ illustrates the pressure to conform ethically. Accordingly, this paper seeks to highlight some approaches relevant to the role that can be expected off a public administrator to practice

All the authors are lecturers of the Faculty of Administrative Science and Policy Studies of Universiti Teknologi MARA. All possess tertiary education background in Public Administration or Public Management with more than 10 to 20 years of field experience. That said, this book is written with the students in mind. For many years, it has been a challenge for the students to find a book that specifically covers the syllabus of this subject. Therefore, each author writes specific topic to ensure the syllabus is well covered. In doing so, this book takes a general approach with a specific focus on Malaysian public service. It covers the important components in the study of public administration in Malaysia namely: (i) The Definition and Concept of Public Administration and its Components i.e. Public Organisations, (ii) Public Administration Activities such as Public Finance, Personnel Administration and Public Policy, and (iii) Ethical Perspective of Public Administration. Many have contributed to this book. Firstly, we would like to express our gratitude to the editors, Dr. Asri Salleh and Dr. Nadrawina Isnin who had diligently reviewed the work, time and again offering and sharing insights and key points to be included in the chapters. Our appreciation also goes to Encik Shahril Eashak Ismail for providing the illustrations. An exploratory study on teenagers' view on sex education syllabus before receiving formal sex education lesson in school / Asmidar Lokman, Farah Adilla Abd Rahman and Shamsinar Rahman
The constant baby dumping issue reported in the news has raised major concerns among all Malaysians. The National Registration Department reported that there were over 155,700 young Muslim mothers, including those who are still in school gave birth to babies out of wedlock between 2000 and 2008 (The Star, 7th December 2010). Hence, the public has demanded the government to take action in order to curb this appalling occurrence from taking place again. Some suggested finding out the root cause of the problem. Tuan Guru Nik Aziz Nik Mat, Kelantan Menteri Besar opined that sex education in schools would encourage teenage sexual promiscuity. He insisted that the best way to resolve this issue is to instill greater Islamic values in our children at an early age. Tun Dr. Mahathir Muhammad commented that sex education in schools was unnecessary because students are already getting Islamic and moral education. Much of the upheaval, the government decided to introduce sex education in school as a long-term strategy in dealing with this particular social problem. The subject known as the Social and Reproductive Health Education module will be introduced to primary and secondary school children starting from January 2011. The idea is to introduce sex education early before the children reach puberty so that they have time to decide for themselves on matters of sexuality and sex. Previous studies found that demographic factors influence the ethical behaviour of people. The demographic factors most researched are on age, gender, and years of service. However, those studies showed mixed results. Therefore, the purpose of this study is to assess the influence of the demographic profile on the ethical behaviour. This study specifically focused on bribery as one form of behaviour. A cross sectional study among Malaysian Immigration Department’s supporting officers of Putrajaya and Kuala Lumpur was done using the questionnaire survey. The survey also have targeted towards the supporting officers from the work grade of KP17, KP22, and KP26 from five operational divisions. The results were analyzed using SPSS version 21. An independent t–test and ANOVA analysis were conducted to determine the influence of age, gender, and years of service onto ethical behaviour of the supporting officers. The results showed that the supporting officers ‘ethical behaviour is not influenced by their gender, age, or their years of service as both men and women have approximately equal tendencies to behave ethically and unethically
Factors influencing inclination towards bribery among lower rank officers in the Malaysian immigration department
The purpose of this study is to determine the best predictor in the
inclination towards bribery among lower rank officers in the Malaysian Immigration
Department (JIM). The factors, namely ethical orientation, significant others, individual
values, gender, age and duration of service are theorised as factors directly influencing the
inclination towards bribery. The four objectives are; first, to identify the level of
ethical orientation, significant others and individual values on inclination towards
bribery. The second objective is to examine the relationship between ethical
orientation, significant others, individual values and inclination towards bribery. The
third objective is to examine influence of socio-demographic patterns on inclination
towards bribery. The fourth objective is to determine the most significant
predictor of inclination towards bribery. The Bureaucratic theory was supported by the
Unified Normative Ethics (UNE) theory to explain the behaviour is conducted based on
the ‘what ought to be’ maxim reflecting the normative nature of public service.
This study conducted a series of expert interviews with selected informants
holding key positions in Institute Integrity of Malaysia (IIM), Malaysian
Anti-Corruption Commission (MACC), Malaysian Administrative Modernisation and
Management Planning Unit (MAMPU) and Public Service Department (PSD) which confirmed the
conceptual framework is relevant to the Malaysian public service setting and validate the
instrument. The study is designed quantitatively where a correlational study was conducted. A
survey using the questionnaires collected a cross- sectional data. The questionnaires were adapted
from four previous survey instruments. The adapted questionnaire were validated by
expert
judgments and tested in a pilot test conducted in JIM Melaka.
The questionnaire was statistically validated using the Exploratory Factor
Analysis (EFA). Both descriptive and inferential analyses using SPSS version 21 were used
to analyse the data. A systematic sampling was used to select 306 respondents based on Krejcie
Morgan sampling formula. 400 questionnaires were distributed in JIM offices in Putrajaya
and Kuala Lumpur. Of these, 324 (81%) questionnaires were analysed. The unit of analysis
is the lower rank officers of KP17, KP22 and KP26 work grades. All the respondents are
uniformed Immigration Officers from five operational divisions, which are Passport and
Security; Expatriate Services; Pass, Permit and Visa; Enforcement; and Foreign Workers.
Individual values are found to be the most significant predictor in the inclination
towards bribery among lower rank officers. To a lesser extent, ethical orientation does
influence the inclination of lower rank officers towards bribery. Significant others are
found not to be a significant predictor in the lower rank officers’ inclination towards
bribery. This study asserts that the adequacy or deficiency of values is the foundation to lower or
higher inclination towards bribery among lower rank officers in the Malaysian Immigration
Department. Therefore, values is implied to be the main mechanism to curb inclination towards
bribery in the Malaysian public service. The Malaysian Immigration Department is recommended to
design an intervention program to create a values-based working
environment
An overview on Malaysia's ethics initiatives
Reforms in the public administration have changed the way how tasks are performed in the public service. The Malaysian public service had gone through various changes in its style of administration. Starting with the traditional public administration then shifted to the New Public Management (NPM) and later to governance. The shift changes the way administration is manoeuvred however it highlighted one common theme to how work should be performed which is through the application of ethics. Ethics is no stranger to the Malaysian public administration as it has been a consistent theme throughout the changes even though it was not highlighted as the main objective of each reform. Thus, this paper aims at overviewing the evolution of ethics initiatives in the Malaysian public administration and some of the challenges it faced

Program ini telah dikendalikan Dr. Asmidar Lokman, Pensyarah Kanan, selaku moderator bersama panel jemputan Dr. Ahmad Faiz Yaakob, Pensyarah Kanan, Fakulti Sains Pentadbiran & Pengajian Polisi, UiTM Cawangan Negeri Sembilan Kampus Seremban 3. Sesi perkongsian ilmu pada kali ini dimulakan dengan pengenalan ringkas mengenai buku ini. la ada'lah hasil kajian Dr. Ahmad Faiz semasa beliau melanjutkan pengajian di peringkat PhD. Penulisan buku ini memberi fokus kepada pentadbir atau politik pentadbir dalam kalangan pegawai ata.san kerajaan seperti Pegawai Tadbir dan Diplomatik (PTD). Kajian ini lebih kepada melihat usaha kerajaan dalam meningkatkan kapasiti pentadbiran dan sejauh mana usaha pembaharuan yang telah dilaksanakan sejak beberapa dekad yang lalu. Di samping itu, panel jemputan juga berbesar hati berkongsi maklumat mengenai bentuk pempolitikan dalam pentadbiran awam baru di Malaysia. Proposing Religiosity as a Moderating Variable to Determine Factors in Fraud Intention from the Fraud Triangle Theory Perspective
The fraud scandals in Malaysia among public servants provide a chance to understand why fraudsters could be motivated to commit fraud. The purpose of the paper is to review and propose religiosity as a moderating variable in determining the influence of each element of the Fraud Triangle Theory (pressure, opportunity, and rationalisation) on fraud intention. This paper will provide three reasons religiosity is vital as a moderating variable for understanding fraud intention from various elements in the Fraud Triangle Theory
