RoMEO Studies 5: IPR issues for OAI Data and Service Providers
This paper is the fifth in a series of studies emanating from the UK JISC-funded RoMEO Project (Rights Metadata for Open-archiving). It reports the results of two surveys of OAI Data Providers (DPs) and Service Providers (SPs) with regards to the rights issues they face. It finds that very few DPs have rights agreements with depositing authors and that there is no standard approach to the creation of rights metadata. The paper considers the rights protection afforded individual and collections of metadata records under UK Law and contrasts this with DP and SP’s views on the rights status of metadata and how they wish to protect it. Building Quality Assurance into Metadata Creation: an Analysis based on the Learning Objects and e-Prints Communities of Practice
This paper challenges some of the assumptions underlying the metadata creation process in the context of two communities of practice, based around learning object repositories and open e-Print archives. The importance of quality assurance for metadata creation is discussed and evidence from the literature, from the practical experiences of repositories and archives, and from related research and practices within other communities is presented. Issues for debate and further investigation are identified, formulated as a series of key research questions. Although there is much work to be done in the area of quality assurance for metadata creation, this paper represents an important first step towards a fuller understanding of the subject.

Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Difference based Ridge and Liu type Estimators in Semiparametric Regression Models
We consider a difference based ridge regression estimator and a Liu type estimator of the regression parameters in the partial linear semiparametric regression model, y = Xβ + f + ε. Both estimators are analysed and compared in the sense of mean-squared error. We consider the case of independent errors with equal variance and give conditions under which the proposed estimators are superior to the unbiased difference based estimation technique. We extend the results to account for heteroscedasticity and autocovariance in the error terms. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more

A Scalable Architecture for Harvest-Based Digital Libraries - The ODU/Southampton Experiments
This paper discusses the requirements of current and emerging applications based on the Open Archives Initiative (OAI) and emphasizes the need for a common infrastructure to support them. Inspired by HTTP proxy, cache, gateway and web service concepts, a design for a scalable and reliable infrastructure that aims at satisfying these requirements is presented. Moreover it is shown how various applications can exploit the services included in the proposed infrastructure. The paper concludes by discussing the current status of several prototype implementations
Predator-prey model of Beddington-DeAngelis type with maturation and gestation delays
A predator–prey model of Beddington–DeAngelis type with maturation and gestation delays is formulated and analyzed. This two-delay model is similar to the stage-structured model by Liu and Beretta [S. Liu, E. Beretta, Stage-structured predator–prey Model with the Beddington–DeAngelis functional response, SIAM J. Appl. Math. 66 (2006) 1101–1129] but contains an extra gestation delay term. Criteria for permanence and for predator extinction as well as the global attractiveness of the interior equilibrium are derived. The combined effects of the two delays and the degree of predator interference on the dynamical behaviors of the coexistence equilibrium are also studied both analytically and numerically. It is shown that complicated behaviors including chaotic and multi-periodic solutions may occur with the introduction of gestation delay, and that the predator interference can stabilize the system by simplifying the dynamical behaviors and enlarging the stability parameter fields
