Evaluation of Insurance Liabilities in Small Economy Environment
This research evaluates insurance liabilities and
analyses their influence on insurer’s capital. The author
measures the changes in the amount of insurance liabilities due to
the forthcoming Solvency II and IFRS 4 “Insurance contracts”
phase II requirements by comparing a situation in life and nonlife
insurance markets. Presenting the new approach to setting
up a risk-free interest rate and its applicability to liability
discounting, the author investigates applicability of this approach
to small economies using the Solvency II QIS 5 methodology and
the Lithuanian insurance market data
Draudimo įmonių finansinio stabilumo vertinimas
Draudimo įmonių finansinės padėties stabilumas yra klausimas, kuris permanentiškai aktualus ne tik draudimo įmonėms, bet ir pavieniams draudėjams. Šis klausimas verčia ieškoti agreguoto įverčio, galinčio apibūdinti draudimo įmonės finansinę būklę. Straipsnio tikslas - apžvelgti Lietuvos ne gyvybės draudimo įmonių finansinio stabilumo vertinimo raidos tendencijas ir perspektyvas; įvertinti Europos Sąjungos draudimo įmonių mokumo rodiklio galimybes, nuspėti draudimo įmonių finansinės būklės kitimo tendencijas, pasiūlyti galimas šio rodiklio tobulinimo kryptis ir galimybes. Pirmoje straipsnio dalyje autorius analizuoja Lietuvos draudimo įmonių mokumo rodiklio skaičiavimą, apžvelgia jų veiklos istoriją, siekdamas nustatyti, ar per paskutinių penkerių metų laikotarpį pasitaikė draudimo įmonės veiklos nutraukimo atvejų, kurių negalima buvo nuspėti pagal Lietuvoje taikomus mokumo rodiklius. Antroje dalyje siekta nustatyti, kiek į mokumo vertinimą yra įtraukti svarbiausi draudimo įmonių veikloje pasitaikantys rizikos veiksniai. Trečioje dalyje, peržvelgiant kitų šalių finansinio stabilumo vertinimo modelius, taikomus analogišku ES draudimo įmonių mokumo vertinimo sistemai tikslu, siekta iš jų išskirti tuos elementus, kurie neįtraukti arba nepakankamai įtraukti į Lietuvos ir ES draudimo įmonių mokumo vertinimą. Autorius daro išvadą, kad vertinant ES draudimo įmonių mokumą, neįtraukiama daugelis labai reikšmingų draudimo įmonės veiklos stabilumui veiksnių. Vertinimo sistema yra statiška, todėl gauti rezultatai iš anksto „yra pasenę”. Autorius pateikia draudimo įmonių mokumo vertinimo tobulinimo kryptis. Reikšminiai žodžiai: Draudimo įmonė; Mokumas; Kapitalas; įvertinus riziką; Insurance company; Solvency; VaRThe aim of this article is, with the help of the EU solvency margin calculation method, to investigate the possibility of forecasting non-life insurance company financial instability and to outline further necessary changes in this method in order to come up with a more up-to-date financial stability forecasting model. The development history of the Lithuanian insurance sector has shown some evidence of insufficiently prudent predictions given by the existing EU and Lithuanian insurance company solvency calculation model. During the research the author has tried to highlight all weak and strong points and the possibilities for improving this model. At present there are three relatively new financial stability models available, introduced in the USA, Japan and Canada. All of them use relatively more sophisticated insurance company financial stability evaluation methods. It would be reasonable to change the EU and Lithuanian solvency assessment model into one of those or to construct an even more prudent stability evaluation method. This article purports to introduce the research about further possibilities for improving the Lithuanian financial stability model

Diskonto normos parinkimas siekiant įvertinti draudimo įsipareigojimus
The starting EU Solvency II requirements and future accounting standards will require discounting for all of insurance liabilities. A properly chosen discount rate could guarantee the value of insurance liabilities being adequate and market consistent. In small economies this is difficult to achieve due to the unavailability of deep and liquid market for bonds. The authors of the present paper analyze if these market limitations could be bypassed and the discount rate’s term structure could be established. The research is based on the data from the Lithuanian financial market and aims at proposing an innovative approach to discount rate setting which could be used by insurance companies.Draudimo rinka šiuo metu išgyvena dideles permainas. Pasirodžiusi nauja Mokumas II direktyva ir tarptautiniai finansinės atskaitomybės standartai jau artimiausiu metu reikalaus iš draudimo įmonių diskontuoti visus draudimo įsipareigojimus. Tačiau šiam diskontavimui įvykdyti turėtų būti naudojama pagrįsta diskonto norma, kurios nustatymas šiuo metu ir kelia sunkumų, nes mažesnėse šalyse, kurios neturi gerai išvystytos ir likvidžios skolos vertybinių popierių rinkos, nėra pakankamų rinkos duomenų tokiai diskonto normai įvertinti. Šiame tyrime analizuojama Lietuvos rinka ir jos litais denominuotų vyriausybės obligacijų rinka, ieškoma būdų įveikti natūralias kliūtis, kurios atsiranda tokioje rinkoje ieškant ilgalaikiams draudimo įsipareigojimams vertinti tinkamos diskonto normos. Taip pat analizuojama dabartinė maksimalios techninės palūkanų normos nustatymo metodika ir jos galimi vystymo būdai, nerizikinės palūkanų normos įvertinimas pagal vyriausybės obligacijų pelningumą. Darbe pateikiamos išvados apibrėžia pagrindines gaires, kuriomis vadovaujantis galėtų būti nustatoma draudimo įsipareigojimams vertinti taikytina diskonto norma pagal Mokumas II direktyvos reikalavimus. Autoriai daro išvadą, kad ateityje turėtų būti atsisakyta dabartinės praktikos mažinti diskonto normą, ją dauginant iš 60 procentų daugiklio, diskonto norma neturėtų būti nustatoma pagal mažai likvidžios ir visoms draudimo įsipareigojimų trukmėms nesančios Lietuvos vyriausybės obligacijų rinkos duomenis. Tam turėtų būti naudojami euro zonos valstybių obligacijų pelningumo duomenys, kurie neturėtų būti koreguojami prie pelningumo pridedant likvidumo premiją
The impact of operational risk valuation on insurers’ capital requirements according to the rules of solvency II directive
Currently the EU insurers, including Lithuanian insurers, follow the capital adequacy requirement by comparing two amounts: the required solvency margin and the available solvency margin. This solvency testing is however insufficient to avoid insolvency. New Solvency II rules require the allocation of capital not only for insurance, but also for market, credit, counterparty default, operational and other risks. The article analyses and focuses on operational risk that so far has not been included when calculating the required solvency margin according to Solvency I rules. The authors analyse the instances of insurers’ insolvency in Lithuania from 1998 to 2011 and define that only two risks – operational and liabilities evaluation – were not at least partially included in the actual methodology. Because of its scale and particularity, operational risk may influence not only the financial position of an insurer, by sometimes deteriorating it swiftly and significantly, but also lead to insurer’s insolvency. As from 2014 insurers will be required to meet the capital requirement for operational risk. It is not known exactly how much it might cost to cover that risk. The purpose of this study is to calculate and assess the capital requirement for operational risk. The study has revealed that Lithuanian insurers will have to be ready and prepared for significantly higher capital requirements, which could be disproportionately high in life insurance sector. To assess the estimated capital requirement for operational risk and its influence on insurers’ capital, the comparison with notional SCR amount and the similar capital requirements of some local banks was made.Straipsnyje aptariami operacinės rizikos įvertinimo ypatumai pagal sistemos Mokumas II reikalavimus, taikytinus nuo 2014 m. Lyginami Mokumas I ir Mokumas II reikalavimai, pateikiami dabartinio mokumo vertinimo trūkumai. Analizuojami operacinės rizikos įvertinimo metodai ir jų taikymo galimybės draudimo įmonių veikloje. Vadovaujantis Europos draudimo ir profesinių pensijų priežiūros tarnybos (toliau – (EIO PA, 2011) 5-osios kiekybinio įvertinimo studijos specifikacijos reikalavimais, įvertinamas planuojamas draudimo įmonių kapitalo, susijusio su operacine rizika, poreikis. Tyrimo išvadose konstatuojama, kad planuojamas mokumo kapitalo reikalavimas (angl. Solvency Capital Requirements – SCR) operacinės rizikos veiksniui padengti gali iš esmės pakeisti draudiko rizikos vertinimo prioritetus. Įvertinus prognozuojamą SCR dydį šiai rizikai padengti, konstatuojama, kad sistemos Mokumas II reikalavimai turės reikšmingą poveikį draudikų kapitalui, o palyginus su dabartiniais būtinosios mokumo atsargos reikalavimais vien dėl operacinės rizikos įvertinimo kapitalo poreikis gali išaugti nuo 18,8 proc. ne gyvybės draudimo įmonėms iki 50,3 proc. gyvybės draudimo įmonėms. Palyginus šį kapitalo poreikį su komerciniams bankams taikomais kapitalo pakankamumo reikalavimais vertinant operacinę riziką, konstatuojama, kad operacinės rizikos vertinimas pagal sistemos Mokumas II reikalavimus yra labiau kapitalui imlus ir gali būti neproporcingas faktinei draudimo veiklos rizikai
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Application of risk assessment model to classify the disclosures
Rizikos ir jų valdymo priemonės atskleidžiamos valdymo kodeksuose ir skaidrumo pranešimuose, kai įmonės akcijos kotiruojamos biržoje ar jos yra viešojo intereso įmonės. Įmonėms, nepatenkančioms į šias kategorijas, nustatyta prievolė aiškinamajame rašte prie finansinių ataskaitų rinkinio atskleisti reikšmingą aktualią informaciją. Atskleistinos informacijos dinamika verčia susimąstyti: (a) koks jos kiekis aktualus numatomiems informacijos vartotojams ir jiems reikšmingas, (b) ar tik finansinė informacija yra aktuali, reikšminga, atitinka lūkesčius, ar sprendimams priimti būtina atskleisti ir nefinansinę informaciją (pvz. informaciją apie esminius įvykius). Todėl būtina pritaikyti tam tikras metodologines nuostatas, kad padėti buhalteriui atrinkti reikšmingą nefinansinę informaciją, kurią jis atskleistų šalia finansinės. Ieškodami būdų, kaip optimizuoti reikšmingos informacijos atranką, autoriai išanalizavo reikšmingumo nustatymo metodines nuostatas, palygino reikšmingumo rodiklių naudojimą audito ir apskaitos kontekste, pateikė praktinio taikymo pavyzdį draudimo įmonės pavyzdžiu. Remdamiesi organizacijos rizikos valdymo teorija (angl. enterprice risk management theory) autoriai taikė rizikos vertinimo modelį atskleidžiamos informacijos įtakai ir tikimybei (reikšmingumui) vertinti, parengė reikšmingos finansinės informacijos atskleidimų matricą, kurios pagrindu pasiūlė reikšmingos informacijos skirtos atskleidimui pateikimo būdą. According to the organization's risk management theory (called enterprice risk management theory) and scientists discuss themes of financial reporting reliability and increase of non-financial and financial disclosures, which consumers need to integrate to make prudent economic and management decisions. In practice, the management decision regarding to materiality apply only to evaluation of possible errors in financial statements and to decide on disclosures of non-financial information, such as.accounting policies etc. This practice constantly increases the amount of disclosures. In order to assess what information is relevant to users, it is necessary to discuss what kind of information if material and decide if it is sufficient to disclose only this material information. European Financial Reporting Advisory Group (EFRAG), French Autorité des Norman Comptables (ANC) and the UK Financial Reporting Council Accounting Committee (FRC) jointly published in 2012, July 12, Discussion Paper "Towards a Disclosure Framework for the Notes". These authorities propose fundamental principles on the basis of which it would be possible to create a Disclosure Framework. This Project emphasises the recent problem related to increaling number of notes, which becomes a burden for financial analysts. International Accounting Standards Board (IASB), which is also in the process of its disclosure guidelines, confirms that disclosure should be more oriented to meet the needs of information users (investors, creditors, and others). In order to ensure that full disclosure of all and only relevant information in an appropriate manner will be prepared, the irrelevant information should be not presented in financial statements. Purpose. This article aims to adapt risk assessment model to define what material data should be disclosed in the notes. Results: An analysis of what is material in the context of information on the disclosures shows that this usually depends from professional judgment used to decide whether to disclose financial or non-financial information. Comparing the materiality indicators in audit and accounting, the researchers found out that the total amount of materiality can be determined by looking at the percentage of the item's value, but this methodology is actually used non consistently in these spheres. In accounting, materiality is used to decide if the item should be disclosed or corrected, in audit, it is used for audit planning and performance evaluation. Consequently, even in order to minimize disagreements between the auditor and the client, it is not appropriate to harmonize the materiality conception in the audit contract. The authors propose practical application of Risk assessment model to identify important disclosures and to identify the irrelevant information, which should be not disclosed in the financial statements. In this article, they propose how this model could be applied to define significant information that should be disclosed by the insurance company. The practical application of the model in the insurance company shows, that risk assessment model can help identify important disclosures, but also help to identify the irrelevant information, which (for example, 4, 6, 8, 10, 11) it may not be disclosed in the financial statements.The authors conclude, that the proposed methodology could help for companies to more efficiently define what infomation is material for its users and should be disclosed in the notes. Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.
