Human Resource Planning and Evaluating its Efficiency on the Basis of a Hydrometallurgy Plant
Käesoleva lõputöö eesmärgiks oli kaardistada ja analüüsida inimressursi vajadusi ning efektiivsust
hüdrometallurgia tootmisettevõttes REEtec AS. Eesmärgi saavutamiseks kasutas autor tööpäeva
vaatlust, tööülesannete ajalist mõõdistamist, struktureerimata intervjuusi erinevate töötajatega ning
dokumentide sisuanalüüsi.
Lõputöö esimese osa eesmärk oli tutvustada inimressursside planeerimise võimalusi ning mõju
ettevõttele, samuti tõi autor näiteid ettevõtte inimressursside ja nende planeerimise efektiivsuse
mõõdistamise võimalustest. Lisaks andis autor ülevaate inimressursside planeerimise
seadusandlikutest aspektidest Norras ning töökeskkonnas, kus käideldakse ohtlikke kemikaale.
Teises osas andis autor ülevaate ettevõttest REEtec AS, nende poolt välja arendatud uuenduslikust
tootmisprotsessist ning lõputöö metoodilisest osast, kus autor selgitas oma eesmärkide saavutamiseks
valitud metoodikatest. Valitud metoodikateks olid tööpäeva vaatlus, vestlused operaatorite ja
juhtivtöötajatega, kompetentsimudeli koostamine ning arvulised analüüsid kogutud andmete põhjal.
Kolmandas osas kaardistas autor operaatorite tööpäeva. Kaardistamiseks viis autor läbi vaatluse
ettevõtte tootmishoones, vestlused operaatorite ja juhtivtöötajatega ning tootmisprotsessi kirjeldavate
dokumentide analüüsi. Autor kogus andmeid tööülesannete olemuse, ajalise kulu ning toimumis
tiheduste kohta. Tööülesannete olemused ja täpsed tegevuste kirjeldused tõi autor kirjalikult välja
ning koostas ka erinevate tegevuste ajakulukust näitava tabeli.
Neljandas osas viis autor läbi kogutud andmete analüüsimise. Esimesena leidis autor operaatorite
arvulise vajaduse erinevates töövahetustes ning ettevõtte summaarse operaatorite vajaduse. Selgus,
et õhtuses ja öises vahetuses saavad tööülesannete täitmisega hakkama kaks operaatorit, päevases
vahetuses on töömaht suurem ning keskmise töömahuga päeval on sinna vaja kolme operaatorit.
Kokku on ettevõttes operaatorite vajadus 12. Edasi analüüsis autor tööülesannete täitmiseks vajalike
kompetentse ning antud kompetentside hea oskustasemega töötajate arvulist vajadust, et kõik
tööülesanded saaksid täidetud ilma probleemideta. Autor koostas kompetentsimaatriksi, mille abil
saab jälgida töötajate kompetentside taset, koolitusvajadust ning hinnata töötajate arengut.
Inimressurside efektiivsuse hindamisel kasutas autor tööviljakuse ning töökulude tootlikkuse
näitajaid.
Töö viimases osas toob autor välja lõputöö tulemusena tehtud järeldused ja omapoolsed ettepanekud
ettevõttele. Ettevõtte algne prognoos oli, et tehasesse tuleb palgata 15 operaatorit, kuid lõputöö
tulemusena saab järeldada, et tööülesandeid oleks võimalik täita ka 12 operaatoriga. Autori ettepanek
ettevõttele on kompetentsimaatriksi kasutamine värbamisprotsesside hõlbustamiseks ning
edaspidiseks operaatorite kompetentside haldamiseks. Lisaks võib analüüside põhjal väita, et ettevõte
REEtec AS suudab oma inimressurse äärmiselt efektiivselt rakendada.
Kokkuvõtteks võib öelda, et inimressurside planeerimiseks on äärmiselt palju erinevaid viise ning
tehes seda efektiivselt on sellel väga suur mõju ettevõtte edukuse saavutamisel ja eesmärkide
täitmisel.The object of the study is REEtecAS. REEtec AS is an innovative company located in Norway, that
processes rare earth elements, such as NdPr, Dy and Tb oxides. They have been running a demo plant
since 2018 and are launching a full-scale production in 2024.
The author of the present thesis is focusing on human resources as one of the most important parts of
a company and how to manage them wisely to reach your company’s goals. The aim of the thesis is
to map and analyse the companies needs for operators in their full-scale production plant and evaluate
the efficiency of their workers.
The first part of the thesis is focused on introducing and explaining the theoretical aspects of human
resource planning, evaluating the need for competencies, and measuring the efficiency of human
resource planning and the efficiency of human resources itself. The author also refers to legislative
restrictions concerning human resource planning and working with hazardous chemicals.
In the second part the author provides an overview of REEtec AS, followed by a vague description
of their innovative production process and explains the chosen methods used in this thesis. The author
conducted interviews with different workers and a work study of the operator’s workday, the author
also gathered information by analysing written materials provided by the company. Based on the
gathered information the author designed a competency matrix for the operators and used
mathematical equations to determine the need for operators, by numbers.
In the third part of the thesis the author mapped out the workday of operators and gave detailed
description of their tasks in the factory. As a part of work study, the author also gathered information
about the time it takes to complete different tasks, and the frequency of said tasks.
The fourth part of the thesis is dedicated to analysing previously gathered information. The first
analysis conducted was focused on finding the number of operators needed in different shifts and
overall. Since the factory works 24 hours a day, there are three separate shifts each day. To find the
need for operators in all three shifts the author created three different shift samples, with different
tasks and workloads. The first sample focused on a day shift, with average workload and the need for
operators is three. The next sample was also a day shift, but with the maximum possible workload
and the number of operators needed is seven. Since tasks in the evening and night shifts are rather
stable and equal, only one sample with average workload was created and the need for operators in
said shifts is two. The monthly need for operators was calculated to be 12.
The next analysis point was assessing competency needs in a team of operators. The assessment was
done based on information gathered from the workers, workday mapping and analysing written
materials provided by the company. As a result, a competence matrix was made that can be used for
the hiring process and continuous monitoring of the competencies of the operators.
The last analysis was done to determine whether the company is using its human resources efficiently.
To conduct the analysis the author used predicted profit per employee and labour expenditure per
worker metrics. The author found that REEtec AS is using its human resources efficiently, especially
compared to its competition.
As a result of the analysis the author brings out a few conclusions and recommendations that would
help REEtec AS use its human resources even more efficiently. The first conclusion being that the
production plant could operate with 12 operators in total, which is three less than the company
originally anticipated. This could help save on workforce costs and help make them more efficient in
using their human resources. The author would also recommend that they start using the competency
matrix made by the author. Using the competency matrix could make their hiring process faster and
more convenient. It also provides good insight into the competencies of the operators and the matrix
could be used for future planning of training. And the overall conclusion that the author made is that
REEtec AS is using its human resources efficiently
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
