    Freios e contrapesos: órgãos eleitorais como a terceira dimensão da prestação de contas na América Latina

    The article focuses on the inclusion of the Electoral Management Bodies (EMBs) as the Fourth Branch of Power in El Salvador, Guatemala, Honduras and Nicaragua. These bodies have powers to ensure an impartial electoral administration, but also to control and fight non-democratic practices exercised by the executive, legislative, and judicial branches. Our objective is to understand both their reciprocal oversight relationship with the traditional branches, and their place in the vertex where Horizontal and Vertical Accountability converge. We conclude that the EMBs execute the Third Dimension of Accountability; being highly important for rebuilding functional democracies they are under increasing attack by political powers. Our main contribution is to insert the EMBs in the theoretical discussions on Checks and Balances.Se aborda la inclusión de los órganos electorales en El Salvador, Guatemala, Honduras y Nicaragua como cuarto Poder. Estos órganos tienen competencias tanto para administrar imparcialmente las elecciones, como para controlar y luchar contra las prácticas no democráticas de los Poderes Ejecutivo, Legislativo y Judicial. El objetivo es analizar su relación de control recíproco con los poderes tradicionales y su posicionamiento en el vértice en el que convergen la rendición de cuentas horizontal y vertical. Se concluye que los órganos electorales configuran la tercera dimensión de la rendición de cuentas; siendo cruciales para construir democracias funcionales son atacados por los poderes políticos. Nuestra principal contribución es insertar a los órganos electorales en las discusiones teóricas sobre pesos y contrapesos.O artigo centra-se na inclusão dos Órgãos Eleitorais (EMBs) como o Quarto Poder em El Salvador, Guatemala, Honduras e Nicarágua. Estes órgãos têm poderes para garantir uma administração eleitoral imparcial, mas também para controlar e combater práticas não democráticas exercidas pelos poderes executivo, legislativo e judiciário. O nosso objetivo é compreender tanto a sua relação recíproca de supervisão com os poderes tradicionais, como o seu lugar no vértice onde convergem a Prestação de Contas Horizontal e Vertical. Concluímos que os EMBs executam a Terceira Dimensão da Prestação de Contas; sendo importantes para a reconstrução de democracias funcionais, estão sob ataque por parte dos poderes políticos. Nossa principal contribuição é inserir os EMBs nas discussões teóricas sobre freios e contrapesos

    Trabajo de Fin de Máster del Master Latin America and Europe in a Global World - LAGLOBE, curso 2022-2024[ES] A medida que la presencia política de las mujeres en todo el mundo sigue creciendo, la incidencia de la violencia en línea contra las mujeres en la política también ha aumentado, planteando amenazas significativas a sus derechos políticos y humanos. En la era digital actual, donde internet y las redes sociales juegan un papel crucial, el contenido dirigido a las políticas puede volverse viral fácilmente, afectando sus vidas personales y reputaciones políticas. Esto no solo socava los esfuerzos por cerrar la brecha de género en la política, sino que también destaca la necesidad urgente de abordar un fenómeno que a menudo se minimiza o pasa por alto. Esta investigación busca contribuir al cuerpo de estudios relacionados con este tema crítico examinando cómo se manifiesta esta violencia en plataformas de redes sociales como X, anteriormente Twitter, en México y Bolivia. Métodos. La investigación emplea etnografía virtual, integrando entrevistas semiestructuradas, observación directa y recopilación de datos para explorar exhaustivamente la violencia en línea contra las mujeres en política. El análisis de datos se realizó utilizando el software ATLAS.ti, empleando tanto el análisis crítico del discurso como el análisis temático. Resultados. Los hallazgos indican que las mujeres en política son más susceptibles a ataques en línea basados en su visibilidad en las redes sociales, actividades políticas y posturas ideológicas. Factores como la etnicidad y la identidad de género pueden exacerbar el abuso experimentado por mujeres políticamente activas. Conclusión. La violencia en línea contra las mujeres en política en México y Bolivia se manifiesta en la plataforma social X a través de insultos, amenazas y campañas de desinformación dirigidas a desacreditar y silenciar a las mujeres en la esfera pública. Si bien el género es un factor significativo que moldea la experiencia del abuso en línea, el nivel de otros factores interseccionales, como la visibilidad política, ideología, etnicidad e identidad de género, también juegan un papel crucial.[EN] As women’s political presence worldwide continues to grow, the incidence of online violence against women in politics has also increased, posing significant threats to their political and human rights. In today's digital age, where the internet and social networks play a pivotal role, content targeting female politicians can easily become viral, impacting their personal lives and political reputations. This not only undermines efforts to close the gender gap in politics but also highlights the urgent need to address a phenomenon that is often minimized or overlooked. This research aims to contribute to the body of studies related to this critical issue by examining how this violence manifests on social media platforms like X, formerly Twitter, in Mexico and Bolivia. Methods. The research employs virtual ethnography, integrating semi-structured interviews, direct observation, and data scraping to comprehensively explore online violence against women in politics. Data analysis was conducted using ATLAS.ti software, employing both critical discourse analysis and thematic analysis. Results. The findings indicate that women in politics are more susceptible to online attacks based on their visibility on social media, political activities, and ideological stances. Factors such as ethnicity and gender identity can exacerbate the abuse experienced by politically active women. Conclusion. Online violence against women in politics in Mexico and Bolivia manifests on the social platform X through insults, threats, and disinformation campaigns aimed at discrediting and silencing women in the public sphere. While gender is a significant factor in shaping the experience of online abuse, the level of other intersecting factors, such as political visibility, ideology, ethnicity, and gender identity, also play a crucial role

    Comparing consortial repositories: a model-driven analysis

    This study aims to provide a comparative assessment of different repository consortia as a reference to inform future work in the area. A review of the literature was used to identify repository consortia, and their features were compared. Three models of consortial repositories were derived from this comparison, based on their structure and aims. The consortial models were based around either: creating a shared repository for the members, developing a repository software platform or creating a metadata harvesting service to aggregate content. Using case studies of each type of repository consortium, each model was assessed in terms of its particular strengths and weaknesses. These strengths were then compared across the models to enable those considering a consortial repository project to assess which model, or combination of models, would best address their needs and to aid in project planning

    An important part of governmental industrial policy is to support entrepreneurship and the creation of new businesses through various programmes. These are often organized at regional or local level by support organizations such as innovation centres (at universities), regional development funds and science parks. Earlier studies of business support structures have focused mainly on the ‘demand’ side; that is, on participants' perceptions of the usefulness of taking part in different support programmes. These studies have shown that there is a mismatch between the supply and demand side in business support activities. This paper deals with the supply side's view of organizing support activities for entrepreneurs and new businesses. The author analyses the responses to a questionnaire survey of business support organizations in Sweden. The results show that the support organizations are well aware of the problems the participants have – relating to, among other things, time, educational methods, finance, priorities, and access to information. At the same time, the support organizations disagree with suggestions that they are too theoretical in their teaching, lack experience in the problems of small businesses, offer inflexible programmes, have problems communicating, or lack teaching expertise (in, for example, training programmes). This paper discusses the gap in perception between the suppliers and their market and addresses the policy issues it raises. The implications for training for entrepreneurship and new businesses are also addressed. </jats:p
