Bilingual Folk Songs from the Lower Gail Valley: A Comparison
Avtor v delu primerja izbrane dvojezične ljudske pesmi iz Spodnje Ziljske doline na avstrijskem Koroškem in se osredotoča na dvojezičnost in njeno spreminjanje skozi čas, pri čemer se ugotavlja, kakšen vpliv ima sprememba jezikovne situacije v prid nemščini na produktivnost ljudskega slovstva v regiji. Zato so v delu najprej predstavljene značilnosti ljudskih pesmi in zgodovina nemške ter slovenske jezikovne skupnosti na Koroškem.The author compares selected bilingual folk songs from the area of Lower Gail Valley in Austrian Carinthia. The focus is on the extent of the shown bilingualism as well as any possible change through time, from which it is concluded, how the changed linguistic situation in favour of the German language influences the productivity of folk literature in the region. Therefore, the paper begins by introducing the characteristics of folksongs and the history of the German and Slovene speaking communities in Carinthia
'Keeping the bastards honest': the promise and practice of freedom of information legislation
In the last decade the number of countries that have enacted Freedom of Information (FOI) laws have increased dramatically. In many respects FOI laws have become a democratic 'right of passage'. No FOI, no 'proper' democracy.
The promises of FOI regimes are far-reaching: access to personal information and increased transparency in the form of third-party independent access to government-held information will prevent corruption and maladministration and encourage the public to participate more fully in the political process. But are the promises borne out by the practice of FOI?
To answer this question this thesis will track a number of real-life FOI requests in five countries. Based on this and other data this project will lay the foundation for the first International Freedom of Information Index, ranking five countries on how their FOI regimes deliver on the promises made. Included in the ranking will also be an evaluation of the legal situation for media whistleblowers and shield laws for journalists.
The thesis will show that it is easier to promise information access than to implement it. It will demonstrate that for most of the countries of study FOI laws serve more as a PR tool projecting an illusion of an informed public, rather than granting real independent access to quality information
How public sector pay and employment affect labor markets : research issues
Structurally, the public sector has a more important economic role to play in developing countries than in industrial countries, particularly in how it affects labor markets. Evidence from many developing countries shows that public sector pay, employment, and performance are hurting the labor markets'ability to allocate workers among sectors and skill requirements. In many countries, the civil service and the public sector wage bill have grown to unsustainably high levels. The public sector is so big that interventions in the sector - with or without spillover effects into the nonpublic sector - make it more difficult for wages and employment to respond to shifts in demand and supply. Nonwage benefits are seldom related to productivity, so they can be particularly distorting. At the same time, a long-term drop in real civil service wages and the compression of wage ranges have caused critical shortages of managerial and technical workers in the civil service. The resulting skill imbalances in the rest of the domestic economy reduce international competitiveness in some countries. Policy reform has focused on the reform of large, inefficient public sectors because of their cumulative negative effects on economic growth and competitiveness. Policies to adjust relative prices from nontradables toward tradables have led to some movement of employment out of the public sector, but significant rigidities remain. Workers are attracted to the public sector because of complex economic and social incentives that are difficult to change - and the relationship between public sector interventions and the underlying political and economic forces is an important area for research. Duhovnik Matija Majar in etnografska razstava v Moskvi leta 1867
The author discusses the meaning and role of the AllRussian Ethnographic Exhibition and Slavic Congress held in Moscow in 1867 and Matija Majar’s donation of six folk costumes from the Zilja-Gail Valley in Carinthia to the organizers of the exhibition. The author explains how the imperial powers used exhibitions to send the message that progress and civilization could only occur within the colonial enterprise. For them, the motto of exhibitions was: scholarship is proof of our superiority. For smaller nations, especially for “awakening” ones, taking part in an international exhibition was a convenient opportunity to establish themselves as nations, and their motto was: scholarship is proof of our ethnic individuality.

Avtor predstavi pomen Etnografske razstave in Slovanskega kongresa v Moskvi leta 1867, pri čemer se posebej posveti ljudskim nošam iz Ziljske doline na Koroškem, ki jih je Matija Majar podaril organizacijskemu odboru. V prispevku pojasni, kako je Rusija izrabila prireditev za prikaz narodnega napredka in civiliziranosti, ki najdeta svoje mesto le v imperialnem kontekstu. S tega vidika je bilo torej osrednje sporočilo razstave: znanost dokazuje našo superiornost. Manjšim narodom, ki so v tistem času doživljali »prebujenje«, pa je sodelovanje na prireditvi pomenilo priložnost, da se vzpostavijo kot narodi. Njihov moto je zato bil: znanost dokazuje našo etnično samobitnost
Besedilo o stari kmečki hiši v slovenskih narečjih na avstrijskem Koroškem
This article presents part of the recorded, transcribed, and phonologically standardized variants of a text about an old farmhouse in Slovenian dialects in Austrian Carinthia in Feistritz an der Gail (Bistrica na Zilja), Radsberg (Radiše), Zell-Oberwinkel (Zgornji Kot), Zell-Pfarre (Sele), Selkach (Želuče), Ebriach (Obirsko), and Bleiburg (Pliberk). They were prepared for Interaktivna karta slovenskih narečnih besedil (Interactive Map of Slovenian Dialect Texts, IKNB), where there was no material for this area until now. The introduction describes the difficulties in obtaining the material, and at the end there is a comparison of lexemes in the texts and on the maps of Slovenski lingvistični atlas 2 (Slovenian Linguistic Atlas 2, SLA 2). Both the author and the informants and mediators encountered many difficulties because there are few real dialect speakers in the area or the speakers do not know older expressions.
Prispevek predstavlja del posnetih, transkribiranih in glasovno poknjiženih različic besedila o stari kmečki hiši v slovenskih govorih na avstrijskem Koroškem v krajih Bistrica na Zilji – Feistritz an der Gail, Radiše – Radsberg, Zgornji Kot – Zell-Oberwinkel, Sele (Zell-Pfarre), Želuče – Selkach, Obirsko – Ebriach in Pliberk – Bleiburg. Pripravljena so bila za Interaktivno karto slovenskih narečnih besedil (IKNB), kjer doslej za to območje ni bilo gradiva. V uvodu so opisane težave pri pridobivanju gradiva, na koncu pa je opravljena primerjava leksemov v besedilih in na kartah Slovenskega lingvističnega atlasa 2 (SLA 2). Tako avtorica kot informatorji in posredniki so se srečevali z veliko težavami, saj je pravih narečnih govorcev na tem območju malo ali pa ne poznajo starejšega izrazja
The Impact of Environmental Liabilities on Real Estate Contract Negotiations
The author examines environmental issues facing a prospective seller of industrial real property. Because a seller generally will not be able to transfer statutory responsibility for environmental problems, it is advisable for the seller to investigate and remedy environmental problems prior to transferring the property. An environmental investigation may be required for the seller to make representations and warranties to buyers and lenders. Both lenders and buyers will want to conduct some degree of investigation to protect themselves from environmental liability, particularly liability arising from Superfund and similar state statutes. Information gained from environmental investigations can be useful during negotiations for sale and for contractual allocation of environmental responsibility. Where a site cleanup is required, information gained from an environmental investigation can serve as the basis for a remediation plan. As a result of an environmental investigation and site remediation, the seller will be in a stronger position to negotiate limitations on indemnity provisions requested by the buyer. The author concludes that given the current level of environmental awareness and regulation, cleaning up contaminated industrial property is not only good policy, it is good business
Servant leadership and school performance
In the factor analysis, instructional leadership, teacher climate, parental involvement, and servant leadership were placed together in Factor I, while student achievement as measured by the criterion-referenced test was placed with free lunch status of the students in Factor V. In the Pearson correlation analysis, free lunch was not significantly related to student achievement, but was significantly related inversely to students absenting less than 5 days, and positively to students absenting 15 days or more. Class size was significantly related to students absenting more than 5 days and less than 15, and inversely correlated to more than 5 days and less than 15. In a regression analysis of the data, climate contributed inversely and significantly to student achievement, while teacher experience and class size contributed significantly and positively to student achievement

Trends in Global Philanthropy Among U.S. Foundations: A Brief Review of Data and Issues
· International grantmaking has increased dramatically in the past two decades, at a rate faster than domestic grantmaking.
· The increase in international grantmaking, stimulated by increased interest in global issues, was fueled by increased foundation assets and especially by new foundations created since 1990.
· While many of the issues confronting international grantmaking exist with domestic grantmaking, they have special aspects and increased importance because of the global context.
· Many foundations have now accumulated information about how best to work in partnership with other foundations, governments, and business; these lessons would benefit all foundations.
· Thoughtful collective action taken by foundation membership organizations from across the globe would likely result in constructive advances in effectiveness, and increased public benefit
