The implementation of socially responsible public procurement in Greece: barriers and prospects for Social Economy Entities
This study explores whether and how Social Economy Entities (SEEs) in Greece engage with Socially Responsible Public Procurement (SRPP), as introduced by Law 4412/2016. It investigates the extent to which SEEs—specifically KOINSEPs and KOISPEs—are aware of, participate in, and benefit from SRPP provisions such as Articles 20 and 110, and identifies institutional barriers they encounter. Using a mixed-methods approach combining surveys and interviews, the findings reveal that while KOISPEs demonstrate higher awareness and participation, KOINSEPs face legal unfamiliarity, bureaucratic complexity, and liquidity constraints. Public authorities, in turn, often lack SRPP-related knowledge, contributing to limited implementation. Despite these challenges, SEEs propose concrete reforms, including quotas, administrative simplification, and targeted support structures. The study contributes to the literature on strategic procurement and highlights the importance of institutional capacity, legal clarity, and trust in enabling inclusive economic policies
Social Impact Bonds and Socially Responsible Public Procurement in the 21st Century
Purpose: Socially Responsible Public Procurement is an important tool to support both Social Economy Organisations and wider public policies. The object of this paper is to examine the financial instrument of Social Impact Bonds (SIBs) by the Public Administration in order to support on the one hand sustainable development and social integration and on the other hand the Social Economy Bodies in their efforts to secure resources to achieve their mission (sustainable and socially inclusive development). Through the presentation of case studies, stakeholders will be able to understand the importance of Socially Responsible Public Procurement and the importance of Social Impact Bonds in ensuring an inclusive and environmentally respectful society.
Methodology: Concise review of the theory of Social Impact Bonds and the connection with the Public Procurement through representative case studies from UK, USA and Israel.
Findings: Presents the results that the utilization of social impact bonds had for contracting authorities, the development of the Social Economy and wider public policies (such as employment, social inclusion, etc.)
Unique Contribution to Theory Practice and Policy: Through this paper, stakeholders will have the chance to understand the importance of SIB in relation to Socially Responsible Public Procurement. SIB is a new financial tool which can financially support Social Economy Bodies in order to fulfill their missions, but it also has disadvantages. The specific article includes proposals in order to improve the institutional framework of Social Impact Bonds
Socially Responsible Public Procurement and the Social Economy: European and Global Institutional Approaches
Purpose: This paper examines Socially Responsible Public Procurement (SRPP) as a strategic institutional tool for advancing the Social Economy at both European and global levels. It investigates the alignment of SRPP with inclusive, sustainable development goals, focusing on key initiatives such as the EU Social Economy Action Plan, the 2023 Council Recommendation, and the UN General Assembly Resolution 77/281.
Methodology: The research adopts a comparative policy analysis framework, assessing legislative instruments, international resolutions, and governance models. It incorporates multi-level governance and evaluates the practical impact of SRPP on Social Economy Entities (SEEs), complemented by a review of global and EU-level policy milestones.
Findings: SRPP is revealed as a transformative procurement approach that embeds social objectives into public spending. When effectively implemented, it facilitates the growth of SEEs, promotes local resilience, and fosters inclusive labor markets. However, mainstream adoption is hindered by institutional fragmentation, limited awareness, and inconsistent application across Member States.
Unique Contribution to Theory, Practice, and Policy: The study offers concrete policy recommendations, emphasizing the need for a supportive legal and fiscal ecosystem, improved stakeholder capacity-building, and transnational cooperation. It positions SRPP as a pivotal driver for advancing the Proximity Economy and the broader social and solidarity-based economic models
More Evidence on the Relationship between the Stock and the Real Estate Market
This study explores the relationship between the stock market and the real estate market. Through the methodologies of cointegration and the Error Correction modeling and data from both the US and the UK stock and the real estate markets over the period 1985 through 2006 the results display that the two markets are considered highly integrated. The empirical findings have implications for managing property assets fund managers, for the pricing efficiency within the real estate market, and for policy makers regarding economic safety
Socially responsible public procurement as a tool for the development of the social economy
The subject of this thesis is the Socially Responsible Public Procurement (SRPP) as a tool for the development of the Social Economy. Public Procurement is no longer a simple process for contracting authorities to obtain the necessary goods and services to continue their activities. Through Procurement, the Public Sector, by leveraging its purchasing power, can pursue strategic and other broader objectives (EU Commission, 2017). Using Public Procurement as a tool to support vulnerable social groups is not a new idea, as for almost two centuries, SRPP have already been used by the UK and the US (McCrudden, 2006).Through the presentation of SRPP practices from States within and outside the European Union, the reader will have the opportunity to understand the importance of SRPP as a tool to address social problems as well as to support broader public policies. The institutional, political and administrative inefficiencies faced by Public Sector Officers in their involvement with Public Procurement are major challenges that need to be addressed immediately, as there is a risk of devaluation of SRPP by both contracting authorities and Social Economy Actors (SEAs). Moreover, a necessary condition for increasing the participation of SEAs in the public procurement market is the development of an appropriate ecosystem, which will contribute to the creation of trust and cooperation between these entities and contracting authorities.Αντικείμενο της παρούσας Διατριβής είναι οι Κοινωνικά Υπεύθυνες Δημόσιες Συμβάσεις ή Προμήθειες (ΚΥΔΠ) ως εργαλείο ανάπτυξης της Κοινωνικής Οικονομίας. Οι Δημόσιες Προμήθειες δεν αποτελούν πλέον μια απλή διαδικασία των αναθετουσών αρχών, προκειμένου να αποκτήσουν τα αναγκαία αγαθά και τις απαραίτητες υπηρεσίες για τη συνέχιση των δραστηριοτήτων τους. Μέσω των Προμηθειών, ο Δημόσιος Τομέας, αξιοποιώντας την αγοραστική του δύναμη, μπορεί να επιδιώκει στρατηγικούς και άλλους ευρύτερους στόχους (EU Commission, 2017). Δεν αποτελεί καινούργια ιδέα η χρησιμοποίηση των Δημόσιων Προμηθειών ως εργαλείο στήριξης ευπαθών κοινωνικών ομάδων, καθώς για περίπου δύο αιώνες οι ΚΥΔΠ αξιοποιούνται ήδη από τη Μ. Βρετανία και τις ΗΠΑ (McCrudden, 2006).Μέσω της παρουσίασης πρακτικών ΚΥΔΠ από Κράτη εντός και εκτός της Ευρωπαϊκής Ένωσης, ο/η αναγνώστης/στρια θα έχει την ευκαιρία να αντιληφθεί τη σπουδαιότητα των Δημόσιων Προμηθειών ως εργαλείου αντιμετώπισης των κοινωνικών προβλημάτων, καθώς και στήριξης ευρύτερων δημόσιων πολιτικών. Οι θεσμικές, πολιτικές και διοικητικές ανεπάρκειες, που αντιμετωπίζουν τα Στελέχη του Δημοσίου Τομέα κατά την εμπλοκή τους με τις Δημόσιες Προμήθειες, αποτελούν σημαντικές προκλήσεις που χρήζουν άμεσης αντιμετώπισης, καθώς ελλοχεύει ο κίνδυνος απαξίωσης των ΚΥΔΠ τόσο από τις αναθέτουσες αρχές όσο και από τους Φορείς της Κοινωνικής Οικονομίας (ΦΚΟ). Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.
