German "Soft power" Policies in the Muslim World
In recent years, a number of foreign policy concepts declared the importance of using the instruments of "soft power" to promote the national interests of a country. Soft power is the ability through political values, culture and foreign policy to influence others by forming attractiveness [18]. Germany is generally recognized as the leader in the resources of "soft power." The article discusses what kind of resources are deployed by Germany to increase its "soft power" in the Muslim direction of foreign policy. The Muslim world has its own specifics, which complicate the use of instruments of "soft power." Countries with large Muslim population are difficult to influence, as they differ from Europe in the civilizational respect, have their own customs and traditions which they strictly follow because of the nature of Muslim religion. The author notes that in the Muslim direction of foreign policy the problem for Germany lies in the fact that the formation of its attractiveness resulted in a significant flow of immigration of Muslims in the country. A part of immigrant Muslims tries to live isolated from European society, professes radical currents ofIslam and participates in military conflicts abroad, participation in which in the role of active player is ruled out by Germany. Failure to integrate them into German society and the lack of progress in the formation of its positive image in the Muslim countries resulted, on the one hand, in the split of German society, on the other hand, in the threat of absorption by foreign civilization, as it is observed now in Germany the presence of "soft power" of Muslim countries, which use its former and current citizens to influence German political course. The article was written within the constructivist methodology, which consider the "soft power" as a way of construction of social reality with the use of tangible and intangible resources for the formation of an attractive image of Germany in world politics

The Defining Features of Soft Power Strategy in German Foreign Policy
The defeat in the Second World War made Germany very carefully select the foreign policy concepts, which is still actual for the country. Until now, any political idea, even an indirect indication to the desire to establish German hegemony, could cause the deterioration of relations with partners in the EU and other neighboring countries. In these circumstances, Germany has chosen as the most appropriate foreign policy strategy for the promotion of the national interests the use of so-called "soft power" - the ability to encourage others to do what you want with the help of appeal, rather than through the manipulation of material needs. Germany has a large number of resources to implement the policy of "soft power." The German non-governmental organizations, political foundations are making a great contribution to make foreign policy attractive and spread political values. Organizations involved in exchange programs, scientific cooperation contribute to the expansion of German language and culture. A distinctive feature of German "soft power" organizations is that, despite the financing from the state, they retain the civilian nature of their activities, which is a necessary condition for the successful application of the concept. Another feature of German "soft power" is that its resources are directed not only at foreign audiences, but also German citizens. The key tasks of German soft power concept are to build a positive image of the country, to change its international legal status and to play the leading role in the EU
External Relations of Russian Border Regions
Despite de-globalization, which has become a trend in recent years, a high degree of interdependence between countries remains in the world, and the solution of global problems through international cooperation of subnational units is in demand. Intrastate regions affect interstate relations by strengthening their cultural, trade, and economic ties, often contributing to the intensification of interstate dialogue. The article looks for the primary factors and features of international activity of Russia’s border regions as territories located near foreign states and which have the most significant number of “points of contact.” It also tries to assess their impact on Russia’s foreign policy. The study shows that Russian regions have recently gained some independence in their external relations and managed to acquire all the features of influential non-state actors, according to the theory of actorness by Russet and Star. They have become integrated into a wide variety of international structures, where they can implement joint infrastructure projects with foreign regions and develop local self-government. Russian border regions become active on the international stage when they have common socio-economic and security problems, ethno-confessional, and cultural-linguistic affinity with the regions of neighboring states, and when the federal center uses their regions for important geopolitical factors for the foreign policy of the federal center. Building close ties based on cultural, linguistic, and ethnic affinity, the Russian regions perform a “compensating function,” making up for the lack of mutual understanding at the level of bilateral relations. They also act as “diplomatic agents” of the federal center in international organizations which promote local-level democracy. Regions also have the potential to build up Russia’s “soft power.” Although cross-border cooperation implies some costs, which the federal authorities try to reduce through legal regulation, it is still widely supported by federal governments
TRANSFORMATION OF SOCIAL AND HUMANITARIAN SPHERE OF WORLD POLITICS: CHALLENGES FOR RUSSIA
The social and humanitarian issues of world politics are playing an increasingly important role in the political development of the world. The article affirms that humanitarian problems can and should be considered together with the social ones, since in most cases, humanitarian and social processes accompany each other. The article sets the question whether the social and humanitarian spheres are under the process of transformation, and if so, how this process is going. The authors proceed from the assumption that the political organization of the world, which includes the Westphalian system, the system of interstate relations and the political systems of individual states, is transforming and the social and humanitarian spheres are under the influence of this process. The main results of the study are as follows. Firstly, social and humanitarian spheres are intensively developing due to the fact that in the modern world, people and human capital are becoming increasingly significant. Transnationalization within the framework of the Westphalian system leads to the involvement of huge masses of people in international relations. Thus network communications are being intensively formed. In turn, the disintegration of the bipolar system of interstate relations did not lead to the disappearance of the ideological factor, and the social and humanitarian issues became especially important in the interstate interaction. Secondly, in the modern world politics the social and humanitarian issues penetrate ever more intensively into other spheres: military-political and political-economic. In the military- political sphere the social and humanitarian aspects accompany almost all conflicts and they are used in two ways: on the one hand, to counter the enemy (for example in the so called "hybrid wars"), on the other - to reduce tensions and resolve conflicts. In the political and economic sphere, in the 21st century emerges the UN Global Compact, which forms the social responsibility of business on a global scale. In addition, both business and power structures organize various discussion platforms on political and economic issues. The social and humanitarian spheres also get their own development. At present, the sphere of higher education is more than others under the process of transformation. In the future, such social and humanitarian areas of world politics as health care, international tourism, etc also will go through changes. Russia has taken a course to build up its presence in the social and humanitarian spheres of world politics. In this connection on the basis of the analysis the authors give recommendations for Russia

Организация эпидемиологического надзора за неполиоэнтеровирусной инфекцией на современном этапе у детей в Азербайджане
The aim of investigation is to analyses of some prerequisites for improving of organization of the epidemiological surveillance on nonpolioenterovirus infection among children in Azerbaijan in modern stage.For this purpose the statistic datas about morbidity with «intestinal infection of uncertain etiology» and «nonpolioenterovirus ifection» among children have been and lysed and presented.The results of conducted retrospective and prospective epidemiological analyses aloow to determine the main key steps for improving of the epidemiological surveillance on nonpolioenterovirus infection among children in Aherbaijan, which are the followig: the dynamic of intrayearly and manyyearly morbidity of nonpolioenterovirus infection; the serotypical spectrum and the virulency of nonpolioenteroviruses; the virological control of surface and waste waters for appearing of nonpolioenteroviruses; the regular monitoring of «healthy» viruscarrier among children contingents (organized and nonorganized).Цель исследования — проанализировать некоторые предпосылки для усовершенствования организации эпидемиологического надзора за неполиоэнтеровирусными инфекциями у детей в Азербайджане на современном этапе.Проанализированы и представлены статистические данные о заболеваемости кишечными инфекциями неясной этиологии и неполиоэнтеровирусной инфекцией среди детей. Результаты проведенных ретроспективных и проспективных эпидемиологических исследований позволили установить основные ключевые шаги для усовершенствования организации эпидемиологического надзора за неполиоэнтеровирусной инфекцией у детей в Азербайджане. Таковыми являются: динамика внутригодовой и многолетней заболеваемости неполиоэнтеровирусными инфекциями; серотипический спектр и вирулентность неполиэнтеровирусов; вирусологический контроль поверхностных и сточных вод на наличие неполиэнтеровирусов; регулярный мониторинг «здорового» вирусоносительства среди детского контингента (организованного и неорганизованного)
