    L’anno del Covid-19 : L’Italia al bivio

    Drawing on the concept of critical juncture, in this article we argue that the scale and impact of an ‘extraordinary’ event such as the Covid-19 pandemic cannot be understood in full without acknowledging the pre-existing conditions of a country and its path-dependent trajectory. Against this background, we first assess the institutional legacy of the Covid-19 crisis in Italy, analysing the evolution of political dynamics within the coalition government that led the country in 2020, as well as the governance capacity and legitimacy of the main political actors involved in the management of the pandemic. Second, to shed further light on how Covid-19 has impacted on the institutional dimension, we look at multilevel governance and the relationship between central and regional governments during the pandemic. We argue that the sudden and long-lasting ‘shock’ prompted by Covid-19 has disrupted the already fragile equilibria of the Italian system, impacting in a most profound way on its politics, institutions and society. And yet, while in the short term, the critical juncture of Covid-19 opened the way to new, unexpected changes, towards the end of the year pre-existing, systemic conditions prevailed

    In questo capitolo si prende in esame la comunicazione politica in prospettiva comparata, soffermandosi sugli elementi definitori, sulle fasi evolutive e sugli oggetti di ricerca di questo ambito di studi. Si prosegue con una panoramica sulle principali aree di indagine della comunicazione politica comparata soffermandosi sui sistemi mediali, le culture mediali, la produzione dei messaggi e gli effetti dei messaggi. Vengono poi discusse le principali critiche mosse a questo campo di studi evidenziando il prevalere di un’impostazione positivista, etnocentrica e strutturalista. Infine, si illustrano le sfide aperte della ricerca comparata nel campo della comunicazione politica sottolineando i potenziali benefici derivanti da un maggior pluralismo teorico e metodologico

    Questo articolo confronta la visione democratica del Movimento 5 Stelle (M5S) con le sue pratiche di partecipazione online. Nella prima parte viene analizzata la produzione discorsiva dei suoi leader e degli eletti. Gli elementi fondamentali della concezione democratica del M5S riguardano la critica e il superamento della democrazia rappresentativa così come l’elaborazione di una concezione cyberutopistica che vede il web come una tecnologia di libertà e come soggetto attivo ed autocosciente. Nella seconda parte viene presa in considerazione la realizzazione concreta degli ideali democratici del Movimento attraverso l’analisi dei principali strumenti di partecipazione online. Mediante un’analisi critica di 39 votazioni online e di 239 discussioni su progetti di legge svoltesi sulla piattaforma Rousseau tra il 2013 e il 2016, si evidenzia il continuo declino della partecipazione nel tempo.This article contrasts the democratic vision of the Five Star Movement (FSM) with its practices of online participation. The first section focuses on the discursive production of its leaders and representatives. The main pillars of the democratic vision of the Movement concerns criticisms and possible improvements of representative democracy as well as the elaboration of a cyberutopian conception understanding the internet as a technology of freedom and an active and self-conscious subject. The second section addresses the concrete realization of the democratic ideals of the Movement by analysing its main instruments of online participation. Based on a critical analysis of 39 online ballots and 239 discussions on draft laws that took place on the ‘Rousseau’ platform between 2013 and 2016 the ongoing decline of participation over time is detected and discussed

    Digital technologies have been considered as generating new opportunities to enhance democratic politics. However, political parties have generally been latecomers in appropriating digital media in their every day life. The case of the Italian Movimento 5 Stelle (M5S) represents an interesting example of innovative use of digital technologies in politics. Adopting a mixed-method research design, this article contrasts the democratic vision of the M5S with its online participatory platform. First, the discursive production of its leaders on democracy is analysed and complemented with an examination of a law proposal focusing on direct democracy. The core elements of the M5S’ democratic conception are identified in a criticism of representative democracy and the elaboration of a cyberutopian narrative. Second, the concrete realization of democratic ideals through online instruments of participation is taken into consideration. Sixty-five online ballots and 326 discussions of draft laws that took place on the Rousseau platform between 2012 and 2017 are critically inspected and discussed, singling out explanations of a continuing decline in participation over time

    From the streets to the Net? The Political Use of the Internet by Social Movements

    This article focuses on the political use of the internet by the Italian Global Justice Movement (GJM) considering both the organisations and the individuals involved in the movement. First, a definition of the concept ‘political use of the internet’ and its operationalization is provided. Second, light is shed on how the internet is used politically by participants in social movements taking into account their organizational and participatory experiences. Data were gathered with quantitative and qualitative instruments employed during different researches: a survey of participants in a demonstration against the ‘Bolkestein’ directive and a series of interviews with representatives of different organisational sectors of the Italian GJM, complemented by a qualitative website analysis of the same organisations. While quantitative data allows for controlling relations among variables concerning the political use of the internet by individuals, qualitative data provides more detailed information on internet use in the everyday life of activists and organisations
