Governare per differenza. Metodi europei di coordinamento
La differenza è un tema classico degli studi degli ordinamenti giuridici e, per quelli sovrastatuali come quello europeo, una qualità costitutiva ineliminabile. La prospettiva di indagine che viene assunta dall'autore è però particolare: la differenza - a dispetto di quel che può sembrare a prima vista e se ricomposta entro determinate condizioni - è un'occasione di integrazione nella misura in cui sappia conseguire obiettivi determinati dall'ordinamento europeo. Attraverso l'esame di tre casi, le tecniche di governo del nuovo secolo esplicitamente volte al coordinamento, gli aiuti di stato e i mercati pubblici, l'autore esamina principi, regole e procedimenti che consentono, una volta al livello europeo una volta al livello nazionale, di condividere l'esercizio di funzioni, che sarebbero attribuite esclusivamente a uno dei due livelli, in ragione del fatto che la connessione con l'altro ordinamento, nella diversità, consente di conseguire interessi comuni europei. Emergono così metodi europei di coordinamento di interessi in cui la differenza è sfruttata per rafforzare le ragioni di unità dell'ordinamento europeo, quando le tecniche di governo tradizionali, quelle basate sull'armonizzazione o sulla neutralizzazione delle differenze, non sono sufficientemente efficaci per raggiungere pari gradi di utilità di interesse comune. Le tecniche di governo mediante coordinamento finiscono così non solo per valorizzare positivamente le differenze dei diversi ordinamenti, ma per "fare la differenza".The difference is a classic theme of legal studies and, above all, for the EU. The perspective of investigation that is assumed by the author, however, is particular: the difference - in spite of what may seem at first sight and if reconstructed by certain conditions - is an opportunity to the extent that it is able to achieve certain goals. Through an examination of three cases, the open method of coordination, the state aids and public procurement, the author examines the principles, rules and procedures that allow the EU as well as the national level to share the exercise of functions, which would be solely attributed to one of two levels, due to the fact that connection with another level, in diversity, allows you to achieve common European interests
Economic Impact of Rural Development Plan 2007 2013 in Tuscany
In 2007 in every European Union region, involved in the planning of Rural Development Plan (RDP), an independent evaluator should asses the impact of the plan in term of value added and productivity. Each region has adopted different methodologies but few of them have followed the indications of Common and Monitoring Evaluation Framework (CMEF) to evaluate the net value deriving by direct and indirect effect. IRPET, the Independent evaluator of Tuscany, utilising REMI-IRPET model has assed the impact of RDP on the main economic variables until 2020. Among 30 different measures it has been chosen only 5 of them that cover more than 54% of total amount of public and private investments. Secondary air interaction with main flow in axial turbines

An investigation into the interaction of purge ow with turbine main ow has been undertaken, to determine where losses are generated, how they are generated, and what are the most eective ways for reducing them. The eect of purge ow design on the system's susceptibility to ingestion was also studied. Tools developed for accomplishing these objectives include: a consistent framework for isolating entropy generated due to viscous effects, a procedure for factoring out individual loss categories, and a linear model for secondary air ow response to the main flow pressure field. These tools, applied to steady computations, elucidate four routes through which change in loss generation is brought about by purge air injection: a shear layer between purge and main streams, modification of the secondary ow through the blade passage, an increase in degree of reaction, and the potential for reducing tip clearance ow (for the case of purge ow injected from the shroud). It was further determined that purge air mass ow and swirl velocity are eective parameters for mitigating loss, with a potential for 70% reduction in purge ow losses. By contrast, purge slot axial inclination and gap width do not affect the loss characteristics of purge ow by more than 6%. The benet of pre-swirling purge ow can be negated by decreased sealing effectiveness, if ingestion is driven by the pressure non-uniformity associated with the rotor upstream in influence. However for a representative vane-rotor stage, in which the vane-induced circumferential pressure non-uniformity dominates in the intra vane-rotor gap, pre-swirling purge flow can be beneficial to deterring hot gas ingestion. Finally a framework has been formulated for assessing the time-averaged impact of unsteady vane-rotor interaction on purge ow-induced loss generation. Status of the future specialist’s readiness of physical rehabilitation to ensure the social adaptation of pupils with cerebral palsy in professional activities

Summary. Using experimentally method, we found low levels of future specialists of physical rehabilitation to ensure social adaptation in solving the training and educational tasks of students with cerebral palsy. Sufficient interest of students to question, understand the importance of process and offers measures to eliminate underage’s show positive premise solution.

Analysis of the resource concentration on size and research performance: The case of Italian National Research Council over the period 2000-2004
Nowadays the Government of industrialised countries, in presence of reduced public funds, has to manage the public research laboratories to increase the efficiency and research performance, necessary to the competitiveness of firms and of economic systems. The purpose of this paper is to investigate the relationships between size and performance of public research organisations within of the Italian national system of innovation, for the period 2000-2004, which is characterised by two different research policies. The comparative analysis shows that the results can supply useful information to policy makers on the behaviour of these structures. The new research policy based on merger among the research institutes generates higher research performance and scale economies. However some elements suggest to be cautious about this relationship and to further investigate.Research Laboratories, R&D Performance, Size, Public Research, Research Structure, Research Policy

Il contributo prende in considerazione la tematica dei fenomeni federali, proponendone uno studio attraverso un metodo sincretico.
Dopo aver passato in rassegna i vari metodi di studio della materia possibili e i tratti caratterizzanti degli Stati federali, l'autore in conclusione concentra la propria attenzione sui rapporti tra Federazione e Stati membri.
The paper focuses on the theme of the federal phenomena, preferring a sincretic approach to the subject matter.
After the analysis of the different metods possibles for the study of this theme and after the analysis of the characteristics of the federal States, the author considers in his conclusions the relationship between the Federation and the States
Monikenttämenetelmä : Metodi sävellysten analysointiin
Musiikin analysointi on perinteinen ja tärkeä osa sävellysperinnettä ja alan koulutusta. Analyysin kautta ihminen kehittää näkemystään siitä, mikä musiikissa toimii ja mikä ei. Kun opitaan hahmottamaan analysoitavasta musiikista sen keskeisiä ilmiöitä ja elementtejä, voidaan niitä soveltaa myös omaan sävellystyöhön.
Tämän opinnäytetyön tavoite oli kehittää sävellysten analysointiin uudenlainen ja nykyaikainen metodi, jota voidaan hyödyntää alan opetustyössä ja myös itse sävellystyössä. Tuloksena oli kaavio, jossa kappaleen eri elementtejä on analysoitu yhtäaikaisesti piirtäen ja kirjoittaen. Metodin nimeksi valikoitui monikenttämenetelmä ja tehtyjä analyysejä kutsutaan monikenttäanalyyseiksi. Menetelmä pohjautuu suurelta osin perinteisiin analysoinnin tekniikoihin, mutta myös kirjoittajan omaan kokemukseen säveltäjänä ja alan opettajana.
Opinnäytetyössä esitellään ja tarkastellaan kirjoittajan kaksi monikenttämenetelmällä tekemää analyysiä. Analysoidut kappaleet ovat maailmanlaajuisesti tunnettuja pop-kappaleita. Analyyseistä nähdään musiikin elementtejä ja ilmiöitä, jotka näyttävät toistuvan kuuluisissa teoksissa tyylilajista riippumatta. Tuloksia perustellaan ja tuetaan sekä tunnetun alan kirjallisuuden avulla että kirjoittajan omien näkemysten pohjalta.Musical analysis is a fundamental and crucial part in the field of music education and songwriting. By means of an analysis a person develops a view of what works in music and what doesn’t. As soon as a person begins to understand the crucial elements and phenomenons of music those can also be adapted The goal of this thesis was to develop a contemporary method to analyse music in the field of songwriting and education of the subject. The result was a chart which inclu-des notes and drawings concerning the elements of music analyzed. The method was named as multi-sectoral method and the completed analyses are called multi-sectoral analyses. The method is mainly based on the traditional techniques of analysing, but also on the knowledge of the author of this thesis as a composer and songwriting educator.
The current thesis includes and introduces two analyses made by the current writer using the A4-method. The songs analysed are two worldwidely well-known pop songs as the main focus of this thesis is in the genre of pop music. However, the analyses show also elements and phenomenons of music that seem to be found in famous song regardless of the genre of music. The results are explained and supported by recognized literature of the subject and by individual views of the author of this thesis
LOCALISATION OF THE FOUR ANCIENT SETTLEMENTS IN THE DISTRICT PARORBELIA, MENTIONED BY STRABO (BOOK 7. FR. 36), FOUNDED BY PHILIP II OF MACEDON IN THE 4TH CENTURY BC
Abstract: A fragment of the seventh book of Strabo’s work Geography contains too important information about the historical geography of the lands along the valley of the Strymon River. Among other information, reported by Strabo, this ancient author has also provided us with very valuable but extremely concise information about four ancient settlements located in the geographical area named Parorbelia. The four ancient settlements mentioned by Strabo in a series – Kallipolis, Orthopolis, Philippoupolis and Gareskos, located in the middle of the Parorbelia, in a valley that begins from the ancient settlement Eidomene, have provoked a number of scholarly debates. Many modern researchers have tried to search and suggest different possible locations for these four ancient settlements, but so far no reliable and lasting solution has been found on this issue due to the scarce information in the text of Strabo. The only point that all scholars agree is that this text of Strabo implicitly contains information about the colonisation activity of the Macedonian king Philip II around the middle of the 4th century BC, which is clearly suggested by the name of one of these settlements – Philippoupolis. Here, the author found the correct solution that in fact the Parorbelia area covered the lands both north and south of the ancient Mount Orbelos. The most plausible locations of the four ancient settlements mentioned by Strabo along with the ancient Mount Orbelos and the district Parorbelia are precisely found and presented on modern maps.</p
