No full textThe author argues through an analysis of maritime practice, legal theory and statutory enactments that the pilot is not only an expert adviser but that he takes charge of and conducts a vessel. He distinguishes between conducting and commanding and points out that by recognizing that the pilot conducts a ship no charge in the nowadays widely accepted regime of liability would ensue. He proposes, consequently, a rewording of Article 34 of the Maritime and Internal Waters Navigation Act presently in force in Croatia.Kroz komparativan prikaz pravne teorije i pomorske prakse autor dolazi do zaključka da kvalifikacija pomorskog peljara uključuje mnogo više nego samo davanje stručnih savjeta zapovjedniku. Bitno je za peljara vođenje peljarenog broda, a pojmovi davanja savjeta i vođenja nisu istoznačni, kao što nisu istoznačni ni pojmovi vođenja, upravljanja i zapovijedanja. Autor zatim prikazuje režim odgovornosti peljara i brodara peljarenog broda pa zaključuje da se kvalifikacijom usluge peljara kao usluge vođenja broda ne mora mijenjati danas općeprihvaćeno načelo odgovornosti brodara peljarenog broda za radnje i propuste peljara. Autor zatim sugerira de lege ferenda redefiniciju pojma peljarenja iz Čl. 34. ZPUP-a

Costs and benefits of debt and debt service reduction
No full textThe author evaluates the costs and benefits of debt and debt service reduction (DDSR) from the point of view of five countries that have concluded Brady deals: Costa Rica, Mexico, the Philippines, Uruguay, and Venezuela. He concludes that, contrary to widely held views, commercial banks have probably benefited from the operations. Commercial bank participation in DDSR is voluntary, so direct financial savings to the country are probably negative at present values. The benefit from DDSR is not that debt is bought at"bargain prices"at the expense of commercial banks. It appears difficult to justify a DDSR operation on purely financial grounds. A more realistic way to look at a DDSR operation is to view it as a"project"that involves a certain financial cost. The return on such a project is how the DDSR operation improves the macroeconomy, or contributes to development. The main purpose of DDSR is to establish a more efficient arrangement between debtor countries and commercial banks, leading to improved conditions for development. A DDSR operation that does not help development is costly and should not be undertaken. The impact of DDSR on development is usually measured by the increase in the growth rate of GDP, but it is too soon to measure that for these five countries. A suitable alternative is to look at the change in investment patterns. A strong policy framework is needed if debt and debt service reduction are to significantly improve development. In Mexico and, to a lesser extent, Venezuela, improved and sustained strong adjustment policies have generated the greatest development benefits. Gains have been less in smaller countries where policies were not as supportive. The author concludes that for a country to benefit from DDSR, it needs significant indirect benefits (such as increased domestic and foreign savings). Direct benefits are likely to be negative because of the commercial banks'financial gains and because DDSR operations are frontloaded. Stonemasons in St. Jacob\u27s Church in Škofja Loka
No full textV zaključni seminarski nalogi skušam opredeliti kamnoseške mojstre pri gradnji cerkve svetega Jakoba v Škofji Loki. Z ikonografsko analizo gotskih sklepnikov v omenjeni cerkvi in s primerjavo drugih sklepnikov v okolici Škofje Loke – cerkev sv. Kancijana v Kranju, sv. Petra v Radovljici, sv. Mihaela v Mengšu ter Marijinega oznanjenja v Crngrobu – podam tezo, kdo je bil glavni kamnoseški mojster v Škofji Loki. Prav tako skušam identificirati, kako so se mojstri med seboj povezovali, in ugotoviti, ali je na tem tako imenovanem loško-
-kranjskem območju delovala samo ena kamnoseška delavnica. Skozi opuse kamnoseških mojstrov, ki so omenjeni v umetnostni zgodovinski literaturi ključni za obravnavano temo (Mojster kranjskega ladijskega oboka in Mengeški mojster), se v zaključnem delu seminarske naloge opredelim, kdo je bil v večini oziroma v celoti zaslužen za gradnjo sklepnikov v glavni ladji cerkve sv. Jakoba v Škofji Loki. To bom ugotovila s pomočjo dela, raziskovanja na samem terenu, v omenjenih cerkvah in v sodelovanju z drugim inštitucijami, kot so Loški muzej ter arhivi za območne enote.In my graduation thesis, I attempt to define which stonemasons participated in the construction of St. Jacob’s Church in Škofja Loka. Through an iconographic analysis of the gothic headstones in this church and with a comparison to other headstones near Škofja Loka, i.e. the Church of St. Kancijan in Kranj, St. Peter’s Church in Mengeš and the Church of the Annunciation in Crngrob, I try to discover the main stonemason of Škofia Loka of the time. In addition, I try to identify how these stonemasons were connected and whether only one group worked in the area at the time. By studying the relevant works of art of the putative stonemasons in the literature of Art History, i.e. Master of Kranj, Master of Mengeš, I establish who was the main/sole author of the headstones in the nave of St. Jacob\u27s Church in Škofja Loka. I work and research on the spot at the aforementioned churches, and also cooperate with other institutions, including the Museum of Škofja Loka and the regional units\u27 archives
About Messiahnistic Poetic Language of Samo Bohdan Hroboň
No full textThe base of the study is the presumption that Messiahnism as an independent artistic movement disposes with unique, specific language. The author of the study on the bases of her interpretation of the poem Krajolik by Samo Bohdan Hroboň points out to those aspects of used poetic language, which appear as distinctive in relation to other contemporary works of Slovak Romanticism. She tries to define the nature of its exclusivity, which was described by attributes of being overburdened or closed by historians of literature. Hroboň ’s strategy is to bring move into the space of a poem through word formation. The focal point does not appear in a dynamic, truthful description that means in a verbal interceding but in powerful evoking through word formations or from the word formation structure producing onomatopoeic words. Such attempts to intercede the verbal dynamic speech of a super being through description of a country, or growing generating, regenerating of particular elements refer to a linguistic principal of mystically-pietistic origin, which presents a base of Messiahnic expression of exclusivity

aplikacija namijenjena nekomercijalnoj upotrebi, s edukativnom svrhom objavljivanja
elektroničkih knjiga.
Aplikacija se fokusira na edukacijske autore i male izdavače koji mogu samostalno
kreirati elektroničke knjige. Knjige kreirane ovom aplikacijom mogu se izdati samo na
Apple-ovom iBookstore-u, kao besplatna knjiga ili uz naknadu.
Princip rada aplikacije je WYSIWYG (what you see is what you get - što vidiš to i dobiješ):
tretiranje teksta, tipografije, boja, pozadine, fotografija, interaktivnim elementima i
grafikonima. Sadržaj i pojmovnik se generiraju automatski. Korisničko sučelje i
mogućnosti uređivanja su sukladni postojećim Apple-ovim aplikacijama (Pages,
Keynotes, Numbers). Dokumente je moguće izrađivati pomoću predefiniranih
predložaka koji olakšavaju izradu početnicima. Poznavanje programiranja nije
neophodno, jer način rada omogućuje objektno pozicioniranje i oblikovanje.
Izlazni finalni format datoteke je sličan EPUB standardu (ePub - slobodni otvoreni ebook
standard, International Digital Publishing Forum), s ekstenzijama koje
onemogućuju da budu čitljivi na svim elektroničkim čitačima. Format koristi XML način
imenovanja, matematičko renderiranje i interaktivne opcije.
U diplomskom radu obrađuje se princip i metodologija rada unutar aplikacije, korištenje
alata za oblikovanje i uređivanje, te finalizacija i objavu finalnog proizvoda - elektroničke
knjige

No full textAvtor v magistrskem delu uvodoma predstavi ekonomski smoter izdaje obveznic ter postopek izdaje obveznic primerja z nekaterimi drugimi načini financiranja (lastniško financiranje, financiranje s posojili). V samem jedru magistrskega dela je predstavljen postopek izdaje obveznic oziroma najbolj tipične faze postopka izdaje obveznic. S tem v zvezi so kronološko predstavljene faza sprejema odločitve za izdajo obveznic, faza priprave in potrditve prospekta, faza ponujanja in prodaje obveznic ter faza izdaje obveznic pri centralno depotni družbi. V sklepnem delu magistrskega dela avtor napravi povzetek regulatornega okvirja postopka za izdajo obveznic ter poda nekaj sklepnih misli.In the introduction of the master\u27s thesis, the author explains the economic purpose of bond issuance and compares the process of bond issuing with some other methods of financing (equity financing, loan financing). The core of the master\u27s thesis is based on introducing the process of bond issuing and its most typical phases. Therefore, the author chronologically introduces the phase of accepting the decision to issue bonds, the phase of drawing up and approving prospectus, the phase of bond offering and selling and the bond issuance procedure phase, which is taken care of by the central securities depository. In the conclusion of the master\u27s thesis, the author summarises the regulatory framework for the bond issuing process and gives some concluding thoughts on the subject matter
Re-circulation filters electrical and automation systems designing for AS Toftan
No full textLõputöö raames projekteeris töö autor AS Toftan tellitud re-tsirkulatsioonifiltri elektri- ja automaatikaprojekti, mis said lahendatud võimalikult töökindlad, põhjendatud ja säästlike lahendusi kasutades. Töö raames harutati kaks elektri- ja automaatikaprojekti pisikesteks osadeks, toodi välja kuvatõmmised ahelatest, sõnastati ahelate tööpõhimõtted, põhjendati materjalide valikut ja kontrolliti põhjalikult kaablite ning seadmete puhul tehtud valikut. Tähelepanu on pööratud materjalide sobivusele projekteeritud keskkonda, kaablite lubatud suurimale koormusvoolule ja seadmete kaitseastmetele. Elektri- ja automaatikasüsteemide projekte koostades kasutas autor CADS Planner Electric tarkvara, mis on väga hea funktsionaalsusega ja teeb taoliste projektide koostamise käepäraseks. Autor õppis tarkvara kasutama Tallinna Tehnikakõrgkooli loengute raames. Kahe re-tsirkulatsioonifiltri elektri- ja automaatikasüsteemide projekti analüüsimine ja võrdlemine aitas töö autoril paremini mõista süvitsi süsteemide toimimist. Tehtud töö aitas tõsta projekteerimistööde kvaliteeti ettevõttes Nortec OÜ, mis tähendab seda, et järgmiste projektidega on tagatud parem ettevalmistus ja väiksem või olematu eksimiste arv. Kahte re-tsirkulatsioonifiltri süsteemi elektri- ja automaatikaprojekti analüüsides leidis autor vaid üksikud näpuvead, mis said loomulikult parandatud. Lisaks on väga oluline peale seadme käivitamist projekti valmimises osalenute poolt tehtud muudatused oleksid joonistele sissekantud. Tänu sellele jäävad re-tsirkulatsioonifiltri kilpi viimased joonised ja see lihtsustab masina hooldust, käitu ja remonti. See võimaldab ka kohalikel elektritööde ettevõtjatel seadme juures töid arusaadaval moel teostada. Kokkuvõtteks võib öelda, et töö autor sai lõputöö raames kasutada omandatud elektrialaseid teadmiseid ja töö valmides omandati juurde edaspidiseks vajalike praktilisi teadmiseid ja kogemusi. 1066EK1 ja 1079EK1 elektri- ja automaatikasüsteemide projekteerimise õnnestumisele viitab ka see, et mõlemad re-tsirkulatsioonifiltrid töötavad tänasel päeval ilma probleemideta.Re-circulation filters electrical and automation systems designing for AS Toftan. Author designed new re-circulation filter electrical and automation project for AS Toftan and compared system differences with smaller Aarain Furniture OÜ re-circulation filter. Author designed efficient and reliable solution for client needs. Components and cables were chosen according to local standards, normatives, ATEX certification and IP rating. In AS Toftan re-circulation filter project occurred few mistakes. Blinker and siren cable types as well as marker names were missing. All corrections have been made to final electrical and automation design file. Practical topic „Re-circulation filter electrical and automation systems designing for AS Toftan” helped author to use acquired electrical knowledge and gain new practical knowledge. Also final thesis helped Nortec OÜ to improve electrical designing quality and prevent technical problems. Author used CADS Planner Electric software for designing these two re-circulation filter electrical projects. CADS Planner includes efficient tools and covers all the electrical designing needs. At present both of re-circulation filters are working correctly without any technical problems and this proves that the thesis was successful
