Hollow antiresonant fibers with low bending loss
We first use numerical simulations to show that bending losses of hollow antiresonant fibers are a strong function of their geometrical structure. We then demonstrate this by fabricating a hollow antiresonant fiber which presents a bending loss as low as 0.25dB/turn at a wavelength of 3.35 mu m and a bend radius of 2.5cm. This fiber has a relatively low attenuation (<200dB/km) over 600nm mid-infrared spectral range. (C) 2014 Optical Society of Americ
Effect of core boundary curvature on the confinement losses of hollow antiresonant fibers
We use numerical simulations to investigate how the curvature of the fiber core boundary influences the attenuation of hollow antiresonant fibers. We show the importance of a "negative" curvature core boundary in reducing confinement losses and also how, for certain curvatures, optical power is coupled resonantly to cladding modes. We simulate bending losses and find results in agreement with previously-reported experiments. (C) 2013 Optical Society of Americ
Hollow antiresonant fibers with reduced attenuation
An improved design for hollow antiresonant fibers (HAFs) is presented. It consists of adding extra antiresonant glass elements within the air cladding region of an antiresonant hollow-core fiber. We use numerical simulations to compare fiber structures with and without the additional cladding elements in the near- and mid-IR regimes. We show that realizable fiber structures can provide greatly improved performance in terms of leakage and bending losses compared to previously reported antiresonant fibers. At mid-IR wavelengths, the adoption of this novel fiber design will lead to HAFs with reduced bending losses. In the near-IR, this design could lead to the fabrication of HAFs with very low attenuation. (C) 2014 Optical Society of Americ
Inequality, avoidability, and healthcare
This review article of Shlomi Segall's Health, Luck, and Justice (Princeton University Press, 2010) addresses three issues: first, Segall’s claim that luck egalitarianism, properly construed, does not object to brute luck equality; second, Segall’s claim that brute luck is properly construed as the outcome of actions that it would have been unreasonable to expect the agent to avoid; and third, Segall’s account of healthcare and criticism of rival views. On the first two issues, a more conventional form of luck egalitarianism – that is, one which objects to brute luck even if it creates equality, and which construes brute luck as the inverse of agent responsibility – is defended. On the third issue, strengths and weaknesses in Segall’s criticism of Rawlsian, democratic egalitarian, and all-luck egalitarian approaches to healthcare, and in his own luck egalitarian approach, are identified
Efficient diode-pumped mid-infrared emission from acetylene-filled hollow-core fiber
We report 3.1-3.2 mu m mid-infrared emission from acetylene-filled low loss antiresonant hollow-core fiber pumped with an amplified, modulated, narrowband, tunable 1.5 mu m diode laser. The maximum power conversion efficiency of similar to 30%, with respect to the absorbed pump power, is obtained with a 10.5 m length of fiber at 0.7 mbar. The maximum efficiency with respect to the total incident pump power (similar to 20%) and the minimum pump laser energy required (<50 nJ) are both improved compared to similar work reported previously using an optical parametric oscillator as a pump source. This paper provides an effective route to obtain compact mid-infrared fiber lasers. (C) 2014 Optical Society of Americ
Viscoelastic Cell Mechanics and actin remodelling are dependent on the rate of applied pressure
Background: living cells are subjected to external and internal mechanical stresses. The effects of these stresses on the deformation and subsequent biological response of the cells remains unclear. This study tested the hypothesis that the rate at which pressure (or stress) is applied influence the viscoelastic properties of the cell associated with differences in the dynamics of the actin cytoskeleton.Principal finding: micropipette aspiration was used to determine the instantaneous and equilibrium moduli and the viscosity of isolated chondrocytes based on the standard linear solid (SLS) model and a variation of this incorporating Boltzmann superposition. Cells were visualised for 180 seconds following aspiration to 7 cmH2O at 0.35, 0.70 and 5.48 cmH2O/sec. Cell recovery was then examined for a further 180 seconds once the pressure had been removed. Reducing the rate of application of pressure reduced the levels of cell deformation and recovery associated with a significant increase in modulus and viscosity. Using GFP transfection and confocal microscopy, we show that chondrocyte deformation involves distortion, disassembly and subsequent reassembly of the cortical actin cytoskeleton. At faster pressure rates, cell deformation produced an increase in cell volume associated with membrane bleb formation. GFP-actin transfection inhibited the pressure rate dependent variation in cell mechanics indicating that this behaviour is regulated by GFP-sensitive actin dynamics. Conclusion: we suggest that slower rates of aspiration pressure enable greater levels of cortical actin distortion. This is partially inhibited by GFP or faster aspiration rates leading to membrane bleb formation and an increase in cell volume. Thus the rate of application of pressure regulates the viscoelastic mechanical properties of living cells through pressure rate sensitive differences in actin dynamics. Therefore cells appear softer when aspirated at a faster rate in contrast to what is expected of a normal viscoelastic materia

Responsibility and distributive justice

Under what conditions are people responsible for their choices and the outcomes of those choices? How could such conditions be fostered by liberal societies? Should what people are due as a matter of justice depend on what they are responsible for? For example, how far should healthcare provision depend on patients' past choices? What values would be realized and which hampered by making justice sensitive to responsibility? Would it give people what they deserve? Would it advance or hinder equality?

The explosion of philosophical interest in such questions has been fuelled by increased focus on individual responsibility in political debates. Political philosophers, especially egalitarians, have responded to such developments by attempting to map out the proper place for responsibility in theories of justice. Responsibility and Distributive Justice both reflects on these recent developments in normative political theory and moves the debate forwards. Written by established experts in the field and emerging scholars, it contains essays previously unpublished in academic books or journals. It will be of interest to researchers and students in political and moral philosophy.

A pluralistic approach to global poverty
A large proportion of humankind today lives in avoidable poverty. This article examines whether affluent individuals and governments have moral duties to change this situation. It is maintained that an alternative to the familiar accounts of transdomestic distributive justice and personal ethics put forward by writers such as Peter Singer, John Rawls, and Thomas Pogge is required, since each of these accounts fails to reflect the full range of relevant considerations. A better account would give some weight to overall utility, the condition of the worst off, and individual responsibility. This approach provides robust support to global poverty alleviation
Describing equality
