    Making Globalization Work: Towards Global Economic Justice

    Globalization as a corporate-led process has come under much justifiable criticism. This paper attempts to give the term analytic content distinct from its more ideological formulations.. It then focuses on a normative analysis of globalization from the capabilities perspective. A freedom-centered perspective such as the capabilities approach emphasizes policies and institutions that can enhance freedom globally and locally. A global governance structure based on transparent principles of both economic efficiency and social justice is shown to be a desirable state of affairs; however, the present fractured process of globalization is more likely to end up in a fragmenting regionalism or even national protectionism and rivalry. Multilateral cooperation on the basis of the framework advanced here is an urgent necessity.To this end the creation of international regimes of cooperation in areas ranging from trade and finance to ecological and women's and minorities rights issues must be put on the international and national social and political agendasGlobalization, Global Justice, Capabilities, Financial Crisis, Global Financial Architecture, Global Society

    "Soft Infrastructure, Trading Costs and Regional Co-operation "

    The main purpose of this paper is to clarify some important links between regional co-operation, (soft) infrastructure and trading costs, and to suggest some hypotheses for further investigation. Khan and Weiss(2006) discuss the issue of both hard and soft infrastructure in this context. This paper is a continuation of Khan and Weiss(2006) but in the specific context of soft infrastructure, and particularly governance, including corporate governance. As Khan and Weiss(2006) point out, conceptually such discussions can be seen as a part of the analysis of the 'New Regionalism' The key idea here is co-operation through preferential trade and investment agreements that aim to strengthen structural economic reform, aid economic transformation, attract foreign investment and generally raise the international competitiveness of participating countries. This paper identifies several crucial areas of future research with potentially large value added. The general hypothesis with significant policy implications which can be elaborated and tested is that trade costs are negatively related to the existence of and improvements in soft infrastructure. A related hypothesis is that cross-border cooperation in building and maintaining both hard and soft infrastructure synergistically will lead to a reduction in trade costs. More specifically it will be useful to know the how high are the barriers to trade created by factors like high freight costs, slow port handling, customs delays, lack of competition in the insurance sector, poor corporate governance, unofficial payments and so forth. Some of these factors may be intrinsically difficult to quantify but the potential pay-off from policy-relevant research of this type is enormous. Optimal policies for regional cooperation in soft infrastructure will be difficult if not impossible to formulate in the absence of this type of research.

    This paper develops a critique of the standard principal-agent approach to corporate governance by developing the idea of a family based corporate governance system (FBS). FBS is contrasted with the bank-led system (BLS) and equity market based system (EMS). Both BLS and EMS are closely associated with the dominant mode of corporate finance by banks and equity markets respectively. In the case of FBS, the financing can come from three different sources. Initially, family business is financed largely by internal funds. As the enterprise grows over time, the role of banks and outside equity becomes more prominent. However, the key difference between FBS as a governance system and BLS and EMS lies in the fact that neither the banks nor the equity markets ultimately control the family business groups. The control resides with the family groups in the final analysis. The key hypothesis verified is that in economies at a lower stage of development FBS economizes on transactions costs. This holds especially when the share of external finance in the family businesses is low with corresponding low levels of agency costs. These factors help explain the successful performance of FBS during the Asian Miracle when specific government policies encouraged rapid industrialization.Theoretically, the standard principal-agent model seems to be inadequate in explaining completely the successes and failures of the FBS type of governance. A theory of firms as socially embedded organizations that respond to the needs of multiple stakeholders may be a better framework for studying the persistence of different types of governance structures--- often in the same country. Normatively, the ability of the different governance structures to serve the needs of the different stakeholders must be assessed within such a framework. A nonutilitarian, common good approach may be more suitable for this purpose than the existing neoclassical utilitarian approach.This is also consistent with the "realist" approach to corporate governance.

    In this chapter I sum up the basic problems for a new theory of 21st century financial crises in light of the Asian and other subsequent crises. My conclusion is that there are indeed deep structural causes at work in the global markets that affect the political economy of countries and regions. Methodologically, new concepts, models and theories are constructed, at ;least partially, to conduct further meaningful empirical work leading to relevant policy conclusions. This book belongs to the beginning of intellectual efforts in this direction. Political economic analyses at the country level, CGE modeling within a new theoretical framework, and neural network approach to learning in a bounded rationality framework point to a role for reforms at the state, firm and regional level. A new type of institutional analysis called the 'extended panda's thumb approach' leads to the recommendation that path dependent hybrid structures need to be constructed at the local, national, regional and global level to lead to a new global financial architecture for the prevention--- and if prevention fails--- management of financial crises.

    "Dark Matter: Some Reflections on the Current Account Debate"

    The United States has a large and persistent current account deficit. Yet, U.S.'s income receipts from the rest of the world have exceeded its income payments to the rest of the world for many years. This appears to be paradoxical because for a country with a negative net foreign assets position, such as the U.S., international income payments to the rest of the world are likely to exceed its international income receipts. Hausmann and Sturzenegger (2005) offer an explanation of this apparent paradox. They argue that U.S. current account statistics do not properly measure U.S.'s net foreign assets position and that its actual net foreign assets position is measurably better than the officially estimated position primarily due to the existence of intangible corporate capital invested overseas. In their view the debate about the sustainability of the U.S. current account deficit and the negative net foreign assets position is moot because these deficits and debts are either non-existent or fairly small. This paper critically evaluates Hausmann et al's claims and examines the implications of their hypothesis. It offers, within an analytical framework, alternative explanations that are more consistent with the stylized facts.
