Nog steeds een mirakel? De legitimiteit van het poldermodel in de eenentwintigste eeuw
Full text linkHet Nederlandse poldermodel kreeg midden jaren ’90 miraculeuze eigenschappen toegekend vanwege de plotselinge sterke groei van de economie en vooral de werkgelegenheid, en de consensuele hervormingen van de verzorgingsstaat. Wat is de status van het poldermodel twintig jaar later? Deze bundel neemt de legitimiteit van het poldermodel onder de loep en gaat uitvoerig in op de outputlegitimiteit, oftewel de effectiviteit van het model; de inputlegitimiteit, oftewel de legitimiteit van de polderactoren; en proceslegitimiteit, oftewel de transparantie en efficiency van processen en onderling vertrouwen en samenwerking tussen de actoren. Zijn de uitkomsten nog steeds zo goed en geldt dit ook voor factoren als innovatie, productiviteit, de kwaliteit van werk en gelijkheid? Zijn de nationale neo-corporatistische instituties nog in staat om economie en arbeidsmarkt te sturen in een tijd van verregaande globalisering, financialisering en Europese integratie? Welke belangen vertegenwoordigen de actoren van het poldermodel precies en zijn ze nog wel representatief? En hoe democratisch en transparant is het poldermodel? Met het beantwoorden van deze vragen wil Nog steeds een mirakel? De legitimiteit van het poldermodel in de eenentwintigste eeuw bijdragen aan het debat over hoe Nederland ervoor staat, welke kanten we op kunnen of moeten met onze democratie en ons sociaaleconomisch beleid en wat de rol daarin is van de overheid, sociale partners en andere actoren
Flexicurity: A Conceptual Critique (rivista fascia A settore 14/D1)
No full textFlexicurity’ has become an influential concept in academic and political discourse, in particular since the European Commission placed it at the core of the European Employment Strategy. However, the concept is underdeveloped and suffers from a number of serious shortcomings. In this article we discuss a number of its problematic features. In particular, we focus on four aspects: its ambiguity and openness to political capture; its failure to problematize the creation of institutional complementarities; its lack of attention to conflicts of interest and to the heterogeneity of the labour market; and its reductionist view of the sources of flexibility and security. We illustrate this discussion with a series of empirical examples. Finally, we conclude that the flexicurity approach should either be abandoned, or be substantially improved. [...
