    MOKSLININKŲ LEIDYBINĖ ELGSENA ATVIROSIOS PRIEIGOS KONTEKSTE: TYRIMŲ ANALIZĖ

    The purpose of this article is to systematize the results of the previous empirical research about scholar‘s publishing behavior in the context of open access. The following tasks were formulated: to define the objects of the research and research questions; to describe the research methods and tools for collecting empirical data and to highlight the essential research results. The method of study of meta-synthesis is used to achieve the purpose of the research. Research in foreign countries in the context of open access of scholarly publishing behavior (depending on the objectives of the research) is carried out using a questionnaire survey method or a combination of questionnaire survey, discussion group and/or in-depth interview research methods. The research results in foreign countries have revealed that, while researchers are becoming more aware of open access, the main reason why they do not use open access as a publishing channel and barely use self-archiving is the lack of knowledge about open access scientific journals and self-archiving. Although various open access issues have been addressed, so far there has been no independent study analyzing the publishing behavior of researchers in the context of open access in Lithuania. The following research questions are raised when investigating the use of open access by researchers: scientists’ knowledge and experience of using open access; opinion on open access as a publishing channel for scientific publications; factors that promote using open access as a publishing channel; open access barriers; factors that determine the decision of scientists on where to publish scientific research data. These research questions can be understood as the exploratory terms of the scholarly publishing behavior in the context of open access.Šio straipsnio tikslas – susisteminti ankstesnių mokslinių empirinių mokslininkų leidybinės elgsenos atvirosios prieigos kontekste tyrimų rezultatus. Tikslo siekiama išsikeliant tokius uždavinius: nustatyti, kokios formuluojamos tyrimo objekto apibrėžtys ir kokie keliami kertiniai tyrimo klausimai; apibūdinti pasirenkamus tyrimo metodus ir įrankius empiriniams duomenims surinkti; išryškinti esminius tyrimų rezultatus. Tyrimo tikslui pasiekti pasitelkiamas metasintezės tyrimo metodas. Mokslininkų leidybinės elgsenos atvirosios prieigos kontekste tyrimai užsienio šalyse priklausomai nuo iškeltų tyrimo tikslų atliekami pasitelkiant anketinės apklausos tyrimo metodą ar derinant anketinės apklausos ir diskusijų grupių bei giluminio interviu tyrimo metodus. Išanalizuotų užsienio šalių mokslininkų atliktų tyrimų rezultatai atskleidė, kad nors mokslininkai vis daugiau žino apie atvirąją prieigą, tačiau pagrindinė priežastis, kodėl ja nesinaudoja kaip leidybos kanalu, išlieka žinių apie atvirosios prieigos mokslinius žurnalus ir mokslinės informacijos talpyklas stygius. Lietuvoje, nors ir nagrinėti įvairūs su atvirąja prieiga susiję klausimai, iki šiol savarankiško tyrimo, analizuojančio mokslininkų leidybinę elgseną atvirosios prieigos kontekste, nebuvo atlikta.

    Favorable conditions for the development of open access have been created in Lithuania: in the absence of scholarly commercial publishing, some scholarly journals in 1999 were already freely available on the Internet. eLABa, in 2011 launched as a national repository, laid the foundation for the development of “green” open access in Lithuania. Currently 13 repositories in Lithuania are maintained and various legal acts related to the implementation of open access in the country have been adopted. The aim of this article is to analyze how “green” open access is being developed in Lithuania in terms of infrastructure, regulation, and implementation. International, national, and institutional documents regulating the implementation of open access were analyzed using the document analysis method. The analysis showed that a legal environ­ment which complies with the provisions of international documents regulating open access has been formed. In the analyzed documents, the authors of Lithuanian scholarly publications are required to submit their peer-reviewed publications to eLABa or another specified reposi­tory within a specific period. This requirement, as shown by the analysis of statistical indicators of the national repository eLABa, is fulfilled to a very small extent. Only 3.4% of all scholarly publications for which metadata had been submitted to eLABa were uploaded as full text documents at the end of 2019. It means that scholars provide biblio­graphic data on publications to eLABa, but upload only a small part of the full-text documents to it. One of the reasons for the low level of activity in promoting scholarly publications to eLABa could be that most Lithuanian scholarly journals are open access in nature and are already publicly available. Also, uploading a full-text scholarly publication to a repository, not just registering it, does not have a direct impact on the at­testation of the researchers at most universities in Lithuania. However, the low use of institutional repositories as a channel for publishing scholarly publications is a common problem not only in Lithuania, but also in other countries. There is a global trend of subject repositories being used for the dissemination of full-text scholarly publications, while institu­tional repositories – for providing bibliographic information on research output and uploading student works. This situation, where only a very small proportion of all registered scholarly publications are uploaded to institutional repositories, does not allow scientific institutions to ensure the long-term preservation of scholarly works. In general, it can be seen that the debate on open access and, at the same time, the way to imple­ment “green” open access, is becoming more and more concrete, focusing on specific, practical issues. Instead of considering whether open access is needed, discussion is moved on to the question of what measures should be taken to address the lower-than-expected scholars’ involvement in the implementation of open access publishing. Therefore, the research of scholars’ open access publishing behaviour is important in order to better understand the needs of authors for the dissemination of open ac­cess scholarly publications. In the case of the implementation of “green” open access in Lithuania, it is important to find out what determines the choice of the scholars to provide or not publications to eLABa and / or international repositories as well as to investigate if there is a need to create Lithuanian subject-based repositories.Lietuvoje susiklostė palankios sąlygos atvirosios prieigos plėtrai: nesant komercinės mokslinių publikacijų leidybos kai kurie moksliniai žurna­lai jau 1999 m. buvo laisvai prieinami internete. „Žaliajai“ atvirajai prieigai pamatą padėjo eLABa, 2011 m. pradėjusi veikti kaip nacionalinė mokslinės informacijos talpykla. Šiuo metu Lietuvoje iš viso palaikoma 13 mokslinės informacijos talpyklų, priimami ir atnaujinami įvairūs su atvirosios prieigos įgyvendinimu šalyje susiję teisės aktai. Šiuo straipsniu siekiama išanalizuoti, kaip Lietuvoje plėtojama „žalioji“ atviroji prieiga infrastruktūros, reglamentavimo ir jo įgyvendinimo požiūriais. Taikant dokumentų analizės tyrimo metodą analizuoti tarptautiniai, nacio­naliniai ir instituciniai atvirosios prieigos įgyvendinimą reglamentuo­jantys dokumentai. Ši analizė parodė, kad Lietuvoje yra susiformavusi mokslinės informacijos talpyklų plėtrai palanki, atitinkanti tarptau­tinių atvirąją prieigą reglamentuojančių dokumentų nuostatas teisinė aplinka. Analizuotuose dokumentuose Lietuvos mokslinių publikacijų autoriams yra keliamas reikalavimas recenzuotas mokslines publikacijas per nustatytą laikotarpį pateikti eLABa ar kitai nurodytai talpyklai. Šis reikalavimas, kaip parodė nacionalinės talpyklos eLABa, apimančios 50 Lietuvos mokslo institucijų, statistinių rodiklių analizė, yra įvykdomas labai nedidele apimtimi. 2019 m. pabaigoje iš visų mokslinių publikacijų, kurių metaduomenys buvo pateikti eLABa, tik 3,4 proc. buvo įkelta kaip viso teksto dokumentai. Nedidelis mokslininkų aktyvumas naudojantis institucinėmis talpyklomis kaip mokslinių publikacijų leidybos kanalu yra ne tik Lietuvai, bet ir kitoms šalims būdinga problema. Analizuojant naujausius tyrimus, matyti, kad pasaulyje aktyviau mokslinės publikaci­jos keliamos į temines talpyklas, kuriose mokslo darbais dalijamasi su tos pačios srities mokslininkais, todėl ateityje būtų aktualu ištirti Lietuvos teminių talpyklų kūrimo ir palaikymo poreikį

    The aim of the dissertation is to identify the factors of open access publishing that may determine scholar’s intention to use open access as a publishing channel, and by using the Theory of planned behaviour, to measure what influence each of them has on Lithuanian scholars’ intention to publish in open access. In the dissertation open access is analysed as a system consisting of macro, meso and micro levels as well as described how open access is implemented in Lithuania in terms of infrastructure and regulation. In addition, using various information sources, it is determined how many repositories are maintained in Lithuania, how many open access journals are published, and who are their publishers. In the dissertation the Theory of planned behaviour research model has been expanded and adapted to the case of Lithuania. The respondents of the research are 545 scholars who have a doctoral degree and work at 12 Lithuanian state universities and 13 institutes. The research is carried out by using the survey method and empirical data are collected using a questionnaire. The results are analysed using statistical analysis methods. The main findings are that the subjective norm (social pressure) and scholars’ past open access publishing behaviour have the greatest influence on the intention of Lithuanian scholars to use open access as a publishing channel. Older age and longer work experience negatively affect scholars’ intention to deposit their publications to repositories, but have no effect on their intention to publish in open access journals

    The article scrutinizes the extensive body of work authored by the late Vilnius University professor, Audronė Glosienė (1958‒2009). The analysis employs a quantitative approach within the broader spectrum of the researcher’s publications. It encompasses a thematic and typological examination while revisiting the circumstances surrounding their inception. To conduct this study, the authors utilize specialized bibliographic tools tailored for this research. These tools adhere to a chronological framework, systematically cataloging the scholar’s diverse publications on book-related themes, including dissertations and students’ theses under her supervision. Additionally, the research incorporates Glosienė’s posthumously compiled document collections, housed in the Manuscripts Department of the Vilnius University Library. Other sources include informative and bibliographic publications chronicling the history of communication and information science over the past three decades, along with insights from colleagues’ memoirs. The findings of this research shed light on the position of Glosienė’s contributions to book studies within the context of Lithuanian academia. They underscore her impact on shaping the next generation of book scholars and graduates across various study programs within the Faculty of Communication at Vilnius University. Furthermore, the study highlights her role in molding the identity of communication and information sciences as an interdisciplinary field that unites various scientific disciplines in Lithuania

    Factors influencing Lithuanian researchers’ use of open access repositories as a publishing channel

    The affordances of repositories for scientific information are emphasized in various international and national governmental and research financing documents. However, the researchers do not upload their full-text publications into the repositories as intensively as it is expected. The aim of the paper is to establish which factors and to what extent affect the intention of Lithuanian researchers to use open access repositories as a publication channel. The model of the theory of planned behaviour was employed to better understand the intentions of Lithuanian researchers to deposit their publications to research repositories. A representative questionnaire survey was carried out to collect the data. The 545 respondents of the survey were the Lithuanian researchers who have a doctoral degree and work at Lithuanian state universities or state research institutes. The obtained data were analysed using statistical analysis (correlation). The connections between intention to submit publications to open access repositories and attitudes, perceived norm, perceived control, past open access publishing behaviour, occupational and demographic characteristics were analysed. The study has identified the factors affecting the open access publishing behaviour of Lithuanian researchers and the strength of their influence with regard to it. It was found that the most significant factors which affect Lithuanian researchers’ intention to submit their publications to repositories are perceived norm, perceived control and past open access publishing behaviour. The age and seniority of researchers are also significant. Lithuanian researchers differ from the general context of open access publishing behaviour in that the influence of norms on the intention to submit publications to open access repositories is greater than that of researchers in other countries, and the attitudes, although positive, are less significant. The remaining factors are affecting their publishing behaviour similarly as in the studies from other countries.
