Relay Women: Isa Benzie, Janet Quigley and the BBC’s Foreign Department, 1930–38
Between 1926 and 1938, the Foreign Department of the British Broadcasting Corporation (BBC) played a central role in transnational broadcasting. Initially headed by a man, Major C. F. Atkinson, it would grow to become largely the domain of women. Starting in 1933, at the helm was Isa Benzie, an Oxford graduate who had joined the BBC in 1927 as Atkinson's secretary. Realizing her potential, he trained and encouraged her to deputize for him, and she was his natural successor when he resigned his post. In 1930, on Benzie's recommendation, her great friend Janet Quigley was recruited to the department. Together they oversaw international relays—the exchange of programs between different countries of the world. Benzie oversaw Europe, and Quigley, the United States. The two women operated in an area that was overwhelmingly peopled by men, and this article considers the significance of their work at a time when the gendering of broadcasting roles was the norm
Loan Guarantees, Israeli Settlements, and Middle East Peace
Professor Quigley questions whether the United States should guarantee loans for Israel in light of Israel\u27s continued occupation of the West Bank. The author believes that Israel\u27s policies of displacing the local Palestinian population and transferring its own population into the West Bank violate the Geneva Civilian\u27s Convention and the accepted principles of belligerent occupation. Consequently, Mr. Quigley argues that any aid the United States gives Israel might facilitate these illegitimate activities and make the aid grant itself an illegal act in the eyes of the international community. Professor Quigley concludes that the United States support of Israel\u27s settlement activities aggravates the inherent conflict between Israel and Palestine and thereby diminishes the prospects of peace in the Middle East

About the Author: Killian Quigley is a postdoctoral researcher at the Sydney Environment Institute, University of Sydney, where he leads the Unsettling Ecological Poetics and Ocean Ontologiesresearch programs. He is the co-editor, with Margaret Cohen, of The Aesthetics of the Undersea(Routledge, 2019). His writings are available and forthcoming from Environmental Humanities, Green Letters, Eighteenth-Century Studies, A Cultural History of the Sea in the Age of Enlightenment, and elsewhere. ACC Stocktake: Opportunities for Improvement
In December 2010 the Government released the report of the group established to undertake the Stocktake of the ACC Accounts titled "Accident Compensation Services in New Zealand: The Performance of the ACC Scheme and Opportunities for Improvement". This seminar will cover those aspects of this report that relate to the structure of the ACC scheme and in particular provide an economic analysis of the approach adopted in the original Woodhouse report: public monopoly provision segmentation from other insurance markets the boundaries established between accidents health and social welfare the distinction between social welfare social insurance and private insurance schemes and premiums that fully fund the cost of accidents.Neil Quigley is Professor of Economics and Deputy Vice-Chancellor (Research) at Victoria University of Wellington.
