Pemetaan Objek Reforma Agraria dalam Kawasan Hutan (Studi Kasus di Kabupaten Banyuasin)
Understanding the spatial-temporal dynamics of land cover at a regional scale is important to promote national agrarian reform and social forestry programs. The uncertainty of the status, location, boundaries and area of the area has become a source of problems in area management, especially by local communities who use the area to meet their daily needs. Difficulty conducting site surveys, limited time, cost and human resources require the application of satellite technology to collect data on agrarian reform objects. This study aims to determine the use of optical remote sensing technology images to map potential agrarian reform objects in Banyuasin District forest areas, as one of the priority locations for land tenure settlement in forest areas (PPTKH). The research method is concurrent triangulation. Potential objects for agrarian reform in forest area can be found by means of spatial-temporal analysis, namely by considering the types of land cover which are proven to be historically consistent and their patterns, time of appointment, area boundaries and area functions. The method of delineation of objects on the earth's surface recorded on the image is proven to be effective in producing maps by considering the purpose and area of the mapping, spatial resolution, spectral resolution, temporal resolution, environmental complexity and cloud layersKeywords: Landsat, community, agrarian reform, land cover, spatial pattern.Intisari: Memahami dinamika spasial-temporal dari penutup lahan pada skala regional penting untuk mendorong program reforma agraria dan perhutanan sosial secara nasional. Ketidakpastian status, letak, batas dan luas kawasan hutan, umumnya menjadi sumber permasalahan pengelolaan kawasan hutan, terutama adanya masyarakat yang menguasai dan menggunakan kawasan hutan untuk memenuhi kebutuhan hidupnya. Kesulitan melakukan survei lokasi, keterbatasan waktu, banyaknya biaya dan sumber daya manusia, membutuhkan penerapan teknologi satelit untuk melengkapi data tersebut. Oleh karena itu, penelitian ini bertujuan untuk memetakan potensi objek reforma agraria dalam kawasan hutan di Kabupaten Banyuasin, sebagai salah satu dari 364 lokasi penyelesaian penguasaan tanah dalam kawasan hutan (PPTKH). Metode penelitian yang digunakan adalah model concurrent triangulation. Potensi objek reforma agraria dapat ditemukan dengan cara analisis spasial-temporal dan pola keruangan, yaitu dengan mempertimbangkan jenis penutup lahan yang terbukti konsisten secara historis, pola penggunaan lahan masyarakat, waktu penunjukan batas kawasan, serta fungsi kawasan. Metode delineasi objek yang terekam pada citra, terbukti efektif dalam menghasilkan peta dengan mempertimbangkan tujuan pemetaan, luas areal, resolusi spasial, spektral, temporal, kerumitan lingkungan dan lapisan awan.Kata Kunci: Landsat, masyarakat, reforma agraria, penutup lahan, pola keruangan
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. GERAKAN PEMASANGAN PATOK BATAS BIDANG TANAH UNTUK MITIGASI PERMASALAHAN PERTANAHAN
Permasalahan pemilikan, penguasaan, penggunaan dan pemanfaatan tanah oleh setiap orang/kelompok masyarakat maupun badan hukum membutuhkan alternatif penyelesaian. Partisipasi aktif masyarakat untuk memasang, merawat dan menjaga tanda batas bidang tanah dapat menjadi salah satu solusi terjadinya penyerobotan, penelantaran, perusakan, perselisihan hingga sengketa tanah. Makalah ini bertujuan untuk menyajikan temuan studi tentang pentingnya sosialisasi dan supervisi pemasangan tanda batas bidang tanah melalui kegiatan pengabdian masyarakat di Desa Pagerharjo Kecamatan Samigaluh Kabupaten Kulonprogo. Pendekatan kualitatif melalui focus group disccussion, observasi dan wawancara digunakan dalam rangkaian kegiatan pengabdian masyarakat untuk mengumpulkan data dan informasi terkait. Analisis datanya menggunakan pendekatan secara deskriptif untuk mengolah hingga menyimpulkan data/informasi yang telah terkumpul secara baik. Temuan studi menunjukkan bahwa sosialisasi dan supervisi pemasangan tanda batas bidang tanah mampu menggerakkan masyarakat untuk sadar dan tertib di bidang pertanahan desa. Masyarakat lebih bijak dan pintar dalam mengantisipasi timbulnya permasalahan pertanahan akibat masifnya program pembangunan desa. Masyarakat, Pemerintah Desa Bejiharjo memperoleh keuntungan ganda yaitu terjaminnya keamanan aset tanah warga dan mampu mendukung percepatan program pendaftaran tanah sistematis lengkap (PTSL)
Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more
sophisticated methods
AGRARIAN REFORM: LEGAL CHALLENGES IN TRANSMIGRATION LAND LEGALIZATION
This research examines various challenges related to the legalization and redistribution of transmigration land, using a normative juridical approach and secondary data. The research results show that the transmigration program, although based on strong laws and continuously being updated, only succeeded in achieving 23.14% of the set land area target, namely 138,834.72 hectares from the target of 0.6 million hectares. Several problems hinder this process, such as transfers and sales, illegal transfers, disputes with the business world, disputes between government agencies, overlapping claims on forest areas, and a lack of accurate legal and spatial data. This complexity causes legal uncertainty regarding transmigration land, thereby creating obstacles to land ownership. To overcome this problem, a multi-faceted strategy is needed that includes establishing a clearer legal framework, investing in infrastructure to speed up land registration, strengthening cooperation between institutions, increasing transparency in land administration, and increasing public awareness through education and empowerment. These strategic steps are important to ensure legal certainty, protect the rights of transmigrants, and support broader goals, namely fair land distribution and regional development.Penelitian ini mengkaji berbagai tantangan terkait legalisasi dan redistribusi tanah transmigrasi, dengan menggunakan pendekatan yuridis normatif dan data sekunder. Hasil penelitian menunjukkan bahwa program transmigrasi meskipun didasarkan pada undang-undang yang kuat dan terus diperbarui, hanya berhasil mencapai 23,14% dari target luas lahan yang ditetapkan, yakni 138.834,72 hektar dari target 0,6 juta hektar. Beberapa permasalahan yang menghambat proses ini, seperti peralihan dan penjualan, peralihan di bawah tangan, sengketa dengan dunia usaha, perselisihan antar instansi pemerintah, klaim atas kawasan hutan yang tumpang tindih, dan kurangnya data hukum dan spasial yang akurat. Kompleksitas ini menyebabkan ketidakpastian hukum mengenai tanah transmigrasi, sehingga menciptakan hambatan terhadap kepemilikan hak atas tanah. Untuk mengatasi masalah ini, diperlukan strategi multi-aspek yang mencakup penyusunan kerangka hukum yang lebih jelas, investasi dalam infrastruktur untuk mempercepat pendaftaran tanah, penguatan kerja sama antar lembaga, peningkatan transparansi dalam administrasi tanah, serta peningkatan kesadaran publik melalui pendidikan dan pemberdayaan. We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
