    PENEGAKAN HUKUM TERHADAP PELANGGARAN PROTOKOL KESEHATAN CORONA VIRUS DESEASE (COVID-19) OLEH SATUAN POLISI PAMONG PRAJA DI KOTA PADANG (Jukri Retno, 2020112006, Magister Ilmu Hukum Universitas Andalas, 106 hlm, 2022) ABSTRAK Pemerintah Kota Padang telah menerbitkan Perwako Nomor 49 Tahun 2020 tentang Pola Hidup Baru dalam Masa Pandemi Covid-19, Perda Kota Padang No. 1 Tahun 2021 tentang Adaptasi Kebiasaan Baru dan Perwako No. 2021 tentang Tata Cara Pengenaan Saksi Administrasi. Berdasarkan data dari Satpol PP Kota Padang, pada tahun 2020 tercatat 617 pelanggaran terhadap protokol kesehatan dalam masa covid-19, sementara pada tahun 2021 tercatat sebanyak 10.554 pelanggaran. Permasalahan yang diteliti di dalam penelitian ini adalah: (1) Bagaimanakah penegakan hukum dan penerapan sanksi bagi pelanggar protokol kesehatan Dalam Masa Pandemi Corona Virus Disease (COVID-19)? (2) Apakah kendala yang timbul pada saat penindakan pelanggaran protokol kesehatan.? Jenis penelitian yang digunakan adalah yuridis empriris. Sumber data yang digunakan adalah data primer yang diperoleh melalui wawancara lapangan dan data sekunder yang diperoleh melalui studi kepustakaan. Berdasarkan hasil penelitian, dapat disimpulkan bahwa: Penegakan hukum bagi pelanggar protokol kesehatan Dalam Masa Pandemi Corona Virus Disease (COVID-19) di Kota Padang dilakukan oleh Satuan Polisi Pamong Praja (Satpol PP) Kota Padang yang didahului dengan adanya operasi yustisi gabungan bersama dengan TNI dan Polri. Terhadap para pelanggar dijatuhi sanksi/hukuman yang berbeda-beda, mulai dari tindakan polisioner/tindakan disiplin hingga sanksi denda. Dari tahun 2020 sampai dengan tahun 2021, terdapat 1 (satu) pelanggaran yang disidangkan melalui hukum acara singkat sebagaimana diatur di dalam KUHAP yaitu dalam perkara atas nama terdakwa Angga Refiandy, yang terbukti menjalankan usahanya tidak menerapkan protokol kesehatan dengan tidak membatasi pengunjung sebanyak 50% dari kapasitas tempat sarana/prasarana usaha pariwisata, sebagaimana yang diatur dalam Pasal 38 ayat (1) huruf h jucnto Pasal 78 ayat (2) Peraturan Daerah Kota Padang No. 1 Tahun 2021 tentang Adaptasi Kebiasaan Baru. Atas pelanggaran tersebut, terdakwa dihukum dengan pidana denda sejumlah Rp. 500.000,- (lima ratus ribu rupiah) dengan ketentuan apabila denda tersebut tidak dibayar diganti dengan pidana kurungan selama 7 (tujuh) hari, sebagaimana tertuang dalam Putusan Nomor: 22/Pid.C/2022/PNPdg. Kendala yang ditemui pada saat penindakan pelanggaran protokol kesehatan Dalam Masa Pandemi Corona Virus Disease (COVID-19) oleh Satuan Polisi Pamong Praja adalah kurang memadainya ketentuan peraturan perundang-undangan tingkat daerah, kurangnya sarana, prasarana, personel, rendahnya pengetahuan sumber daya Satpol PP dalam bidang penegakan hukum. LAW ENFORCEMENT BY PAMONG PRAJA POLICE TOWARD CORONA VIRUS DISEASE (COVID19) HEALTH PROTOCOL VIOLATION IN PADANG (Jukri Retno, 2020112006, Master of Law, Andalas University, 109 pages, 2022) ABSTRACT The Government of Padang has released Perwako Number 49 of 2020 concerning New Lifestyles During the Covid-19 Pandemic, City Regulation Number 1 of 2021 concerning Adaptation of New Habits, and Perwako Number ? of 2021 concerning Procedures for Imposing Administrative Penalty. According to Padang Pamong Praja Police, there were 617 violations of health protocol during covid-19 pandemic in 2020. Meanwhile, there were 10. 554 violations in 2021. The problems that have been investigated of this research are (1) How to enforce the law and to apply the penalty for the violators of health protocol during corona virus disease (COVID-19) pandemic? (2) What are constraints while doing prosecution of health protocol violation? The method of the research is empirical juridical. The primary data of this research are collected from field interview. Moreover, the secondary data are taken from library study. After collecting and analyzing the data, it can be concluded that the enforcement of the law of health protocol violation during COVID-19 pandemic is done by Padang Pamong Praja Police preceded by a joint judicial operation with Police and Soldier. There are different penalties given to the violators, such as disciplinary punishments, or fines. There is one case that is heard based Criminal Procedure Code during 2020-2021. The defendant of the case is Angga Refiandy who is proved running his business without applying health protocol which is not limiting 50% customers off from the capacity of the place that has been stated in Padang Regional Regulation No. 1 of 2021, Article 38, Paragraph (1) jo Article 78, Paragraph (2) concerning New Habit Adaptation. The fines penalty is Rp. 500.000,- (Five Hundred Thousand Rupiah). If the penalty is not paid, it must be replaced by a seven-days imprisonment-based Sentence Number: 22/Pid.C/2022/PNPdg. Constraints found while doing prosecution by Pamong Praja Police are inadequate provision of laws and regulations at the regional level, lack of infrastructure, and limited knowledge of Pamong Praja Police in the field of law enforcement.     Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods

    We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
