QUO VADIS RASIONAL CHOICE DALAM PILKADA ACEH BARAT MENUJU 2017
The title of this study is Quo Vadis Rational Choice in the Election Aceh Barat in 2017. The reason for choosing such title was because the election western district of aceh in 2017 so unique and diverse calonnya will start of a candidate backed by national party, local party and the independent. But in this case researchers want to assess fenomen what is mean by quo vadis rational choice in for the section kabupataen aceh barat. Social phenomenon in behavior choose quo vadis rational choice in local election district of aceh western in transition toward democracy in 2017 in determining voting. Methods used in this research is a method of the qualitative study, where needed was an understanding of social phenomena, so as to become the focus of major is acquire understanding of at the action and meaning social trend in the viewing angle the subject of research. While type research used in this research was descriptive qualitative research. Eksistensi partai politik local dalam otonomi khusus di Nanggroe Aceh Darussalam
Penelitian ini melihat eksistensi partai politik lokal dalam otonomi khusus di Nanggroe Aceh Darussalam, dan ingin memahami apakah eksistensi partai politik lokal relevan dengan otonomi khusus di Nanggroe Aceh Darussalam. Dengan tujuan penelitian ini adalah ingin memahami eksistensi partai politik lokal relevan dengan otonomi khusus di Nanggroe Aceh Darussalam, dengan menggunakan metode penelitian library research (penelitian kepustakaan) adapun basil penelitian partai politik lokal dalam otonomi khusus di Nanggroe Aceh Darussalam adalah. Partai politik lokal di Nanggroe Aceh Darussalam, adalah Secara Sederhana dapat diartikan (state party, regional party, atau local political party) dapat dipahami sebagai partai politik yang didirikan di daerah (Aceh) dan berbasis di daerah, serta bekerja untuk kepentingan daerah. Partai politik lokal suatu partai politik yang bersifat kedaerahan atau tertutup. Partai politik lokal adalah suatu partai politik yang hanya berlaku di tingkat lokal dalam lingkup propinsi Aceh. Berangkat dari uraian diatas eksistensi partai politik lokal relevan dengan otonomi khusus di Nanggroe Aceh Darussalam, Memahami dari hasil penelitian ini adalah Eksistensi partai politik lokal relevan dengan otonomi khusus di Nanggroe Aceh Darussalam, karena mempunyai fariasi tersendiri. Dalam hasil penelitian ini salah satu pelopor perubahan yang efektif partisipasi yang aktif adalah partai politik, partai politik dalam menjalankan perannya sebagai instrumen politik untuk mengendalikan dan melakukan pengawasan terhadap kinerja pemerintah, maka partai politik dituntut untuk dapat berjalan sesuai dengan fungsinya. Hal ini menjelaskan bahwa partai politik adalah merupakan roh dalam sistem demokrasi, karena partai politik merupakan tolak ukur dari demokrasi atau sebuah sistem politik dalam suatu negara. Partai politik lokal yang diterapkan di propinsi Nanggroe Aceh Darussalam adalah partai politik yang jaringannya terbatas pada suatu daerah propinsi atau beberapa daerah, tetapi tidak mencukupi semua propinsi (nasional). Berdasarkan hal diatas, partai politik lokal sebagai organisasi politik yang terdiri atas pelaku-pelaku politik yang aktif di dalam masyarakat, dapat dibentuk di Aceh dengan memperhatikan kepentingan nasional. MEREKONSTRUKSI MODEL KEPEMIMPINAN TRIPLE HELIX DALAM IMPLEMENTASI PEMBERDAYAAN MASYARAKAT DI ERA OTONOMI

PERAN BAPPEDA KABUPATEN ACEH BARAT DAYA DALAM PENYUSUNAN DOKUMEN PERENCANAAN PEMBANGUNAN JANGKA MENENGAH TAHUN 2012 – 2017
AbstrakPenelitian ini berlokasi di Kantor Bappeda Kabupaten Aceh Barat Daya. Metode yang digunakan untuk penelitian ini adalah metode penelitian kualitatif deskriptif. Teknik pengumpulan data yang dipergunakan adalah observasi dan wawancara langsung. Analisa data dilakukan dengan menganalisis data yang diperoleh dengan menggunakan teknik analisis data kualitatif. Hasil penelitian menunjukkan bahwa proses perencanaan pembangunan di Kabupaten Aceh Barat Daya adalah dengan cara proses perumusan kebijakan teknis perencanaan pembangunan daerah diawali dengan pelaksanaan Musrenbang di tingkat desa/kelurahan dan Musrenbang di tingkat Kecamatan. Selanjutnya Proses Penyelenggaraan Musyarwarah Perencanaan Pembangunan (MUSRENBANG) di Kabupaten Aceh Barat Daya. Proses pelaksanaan Musrenbang RKPD Kabupaten Aceh Barat Daya dilakukan melalui beberapa tahapan yaitu Musrenbang Gampong, kemudian dilanjutkan dalam forum Musrenbang Kecamatan, tahapan dilaksanakan Forum SKPD dan Forum Gabungan SKPD. Kemudian dilaksanakan Musrenbang RKPD yang menghasilkan rancangan akhir RKPD untuk dikaji bersama kelayakannya untuk proses penetapan. Adapun kendala yang dihadapi oleh Bappeda dalam penyusunan dokumen perencanaan pembangunan jangka menengah di Kabupaten Aceh Barat Daya adalah penyesuaian/kesiapan anggaran, usulan yang terlalu banyak, serta keterbatasan dokumen penunjang. The method used for this research is descriptive qualitative research method. The data collection technique used was direct observation and interviews. Data analysis is done by analyzing the data obtained using qualitative data analysis techniques. The results showed that the development planning process in Aceh Barat Daya district is by way of technical policy formulation process of regional development planning begins with Musrenbang at the village/urban village and sub-district Musrenbang. Furthermore Musyarwarah Implementation Process Planning (MUSRENBANG) in Aceh Barat Daya. Process Musrenbang Aceh Barat Daya District RKPD done through several stages of Musrenbang Gampong, then continued in the District Musrenbang forum, stages implemented Forum SKPD SKPD and Joint Forum. Then implemented Musrenbang RPKD produce a final draft to be reviewed with the feasibility RKPD setting process. The constraints faced by Bappeda in the preparation of the medium-term development planning documents in Aceh Barat Daya District is the adjustment / preparedness budget, the proposal is too much, as well as the limitations of the supporting documents. Primary Tax Office Meulaboh (KPPP) has an important role in improving the performance of public services in terms of extension function, service, and supervision to taxpayers. If seen from the function of the Primary Tax Office Meulaboh it is helpful to the Directorate General of taxes in awaken the importance of taxes to the public. The problem in this research is how the performance of Primary Tax Office Meulaboh in increasing interest taxpayers. The purpose of this study is to determine the performance of Primary Tax Office Meulaboh in increasing interest taxpayers. The research method used in this research is qualitative research method with descriptive approach. The source of data in this study consists of primary and secondary data. Then the technique of collected data used interview, observation and documentary. The location of this study was conducted in the Primary Tax Office Meulaboh West Aceh. Based on the results of research in the discussion KPPP Meulaboh in improving performance attract taxpayers. First, productivity KPPP Meulaboh not achieve results in accordance with the vision and mission of the grounds are still no customer complaints. Second, the quality of service KPPP Meulaboh also not yet maximal, the reason there are still many queues. Third; The responsiveness of KPPP Meulaboh is not good, the responsibility of KPPP Meulaboh still not maximal in giving the requirement for the taxpayer. Further Accountability KPPP Meulaboh give good results, because the responsibility is carried out according to the procedures of KPPP Meulaboh. The role of the government in empowering the development community in the Simeulue Islands Regional Water Supply and Environmental Sanitation Action Plan (RAD) will not succeed if it is not balanced with a public awareness program that is an effort to reduce, poor culture by way of remind, convince and injections to the community. To be trying to bounce do the hard work to get used to shame the poor receive aid as well as mental block change. The program targets AMPL activities in sequential order from the district level, the District, the Village (Village / Agencies) reached the target group. This is done through a mechanism in the development plan Deliberation annual planning and budgeting cycle of the area. The purpose of RAD AMPL needs to be supported by the role of the government by prioritizing synergic relations between elements of government, the private sector and civil society and involving the community itself based on the principles of Vision Strategy, by means of transparency, participation, and responsibility, by prioritizing community interests. By looking at the conditions of the community above, the government needs to do a social empowerment. Thus the RAD AMPL requires the support and participation of all development actors from the government, DPRD, universities, organizations and non-governmental organizations, private and international institutions. The involvement of all development actors are expected to encourage the establishment of a common point of view, the agreement and synergy in the efforts to Accelerate Achievement of Universal Access target of 100%. ANALISIS MEKANISME IZIN PEMASANGAN REKLAME DIKANTOR PELAYANAN PERIZINAN TERPADU KOTA MEULABOH
The purpose of this research is to know the licensing mechanism to install billboards, to knowwhat constraints faced by the Office of Integrated Licensing Service (KPPT) in licensing to installbillboard and to know the strategy of supervision on the implementation of advertisement byKPPT in West Aceh regency. The method used in this research is descriptive research methodwith qualitative approach. Selection of informants in this study carried out by purposive samplingmethod is a technique of sampling data sources with certain considerations. The informants inthis study were Head of Program and Information (KPPT), Petitioner of License (Public),Regional Financial Management and Wealth Official (Additional Informant) and Satpol PP(Additional Informant) with total of informant ie 7 people who made sample in this research .Based on the results of research indicate that the service procedure at KPPT when viewed fromthe aspect of simplicity, clarity and certainty of requirements as well as details of retribution fee(Tax), legal certainty, responsibility, completeness of facilities and infrastructure and ease ofaccess. Obstacles faced by the KPPT, among others, due to the large number of people who takecare of the billboard permit and the society did not complete the requirements requested so thatthe process of issuing the permit to establish a billboard become obstructed. Qualitative was chosen as the method used in retrieving and analyzing data in this paper. Based on the results of research and analysis of data found by the author Aceh Jaya attractions are very potential with the natural beauty that is owned, has a very complete tourist attraction starting from a very beautiful beach, a very beautiful mountains and waterfalls that are very tempting but all the potential it has not yet had an impact on improving people's welfare. This happens because there is still a lack of promotion and the available facilities cannot be functioned and there is no collaboration between the government and entrepreneurs in the management of attractions so that it is increasingly difficult to achieve expectations in the professional management of attractions
PELATIHAN TATA KELOLA KEUANGAN BADAN USAHA MILIK DESA (BUM Desa) DALAM KAIDAH GOVERNANCE
Badan Usaha Milik Desa yang selanjutnya disebut BUM Desa adalah badan hukum yang didirikan oleh desa dan/atau bersama desa-desa guna mengelola usaha, memanfaatkan aset, mengembangkan investasi dan produktivitas, menyediakan jasa pelayanan, dan/atau menyediakan jenis usaha lainnya untuk sebesar-besarnya kesejahteraan masyarakat Desa. Usaha BUM Desa adalah kegiatan di bidang ekonomi dan/atau pelayanan umum yang dikelola secara mandiri oleh BUM Desa. Pada BUM Desa yang diakui oleh kebijakan pada Peraturan Pemerintah Nomor 11 tahun 2021 tentang Badan Usaha Milik Desa dan Peraturan Menteri Desa dan PDTT Nomor 3 tahun 2021 tentang Pendaftaran, Pendataan dan Pemeringkatan, Pembinaan dan Pengembangan, dan Pengadaan Barang dan/atau Jasa BUM Desa/ BUM Desa Bersama adalah BUM Desa yang telah memiliki badan hukum dengan wajib melaksanakan laporan tahunan. Pelatihan tata kelola keuangan BUM Desa dalam memenuhi tuntutan pertanggungjawaban penggunaan keuangan menjadi bagian penting dalam membentuk kesadaran kolektif. Kegiatan pengabdian masyarakat ini bertujuan untuk memberikan pemahaman kepada pengurus BUM Desa agar memiliki pengetahuan substantif sesuai dengan kaidah Governance yang dapat menjadi arah subtantif dalam penyusunan laporan keuangan BUM Des yang berada di kecamatan Ampelgading Kabupaten Malang. Hasil dari kegiatan ini adalah pengurus BUM Des di kecamatan Ampelgading memiliki kesadaran bahwa BUM Des yang mereka kelola telah memiliki potensi besar untuk berkembang karena telah berbadan hukum dengan syarat dapat memenuhi laporan tahunan yang proporsional sesuai dengan kebijakan yang berlaku
Penggunaan Media Sosial untuk Kampanye Baca: Mendukung Literasi Anak Indonesia
The low literacy ability of Indonesian children is the responsibility of all parties. In simple terms, Literacy can be interpreted as skills in writing and reading. Low reading ability is influenced by access to difficult books and very limited ownership of reading books. The condition of low reading literacy of Indonesian children was then summarized in an Anthology book entitled "Jejak Juang Laskar Literasi" by alumni education volunteers of the Indonesian Literacy School Program and Gemari Baca Dompet Dhuafa. ALUSIA collaborated with academics from Teuku Umar University and literacy activists to review the book. The method is carried out in the form of a talk show with a narrative model directly through Instagram social media. The recorded audience until December 2024 is 316 spectators. The theme raised was "Literacy at the fingertips, reading campaign for all". The audience's response during the narration activity was good, which was measured by the enthusiasm of the audience asking questions and commenting in the comment column during the event, and also the number of spectators that continued to increase every day. This narrative activity is a form of community service as an effort to invite readers from all walks of life so that the literacy of Indonesian children increases
