Fast Decoding of Explicit Almost Optimal ε-Balanced q-Ary Codes And Fast Approximation of Expanding k-CSPs
Good codes over an alphabet of constant size q can approach but not surpass distance 1-1/q. This makes the use of q-ary codes a necessity in some applications, and much work has been devoted to the case of constant alphabet q. In the large distance regime, namely, distance 1-1/q-ε for small ε > 0, the Gilbert-Varshamov (GV) bound asserts that rate Ω_q(ε²) is achievable whereas the q-ary MRRW bound gives a rate upper bound of O_q(ε²log(1/ε)). In this sense, the GV bound is almost optimal in this regime. Prior to this work there was no known explicit and efficiently decodable q-ary codes near the GV bound, in this large distance regime, for any constant q ≥ 3.
We design an Õ_{ε,q}(N) time decoder for explicit (expander based) families of linear codes C_{N,q,ε} ⊆ F_q^N of distance (1-1/q)(1-ε) and rate Ω_q(ε^{2+o(1)}), for any desired ε > 0 and any constant prime q, namely, almost optimal in this regime. These codes are ε-balanced,i.e., for every non-zero codeword, the frequency of each symbol lies in the interval [1/q - ε, 1/q + ε]. A key ingredient of the q-ary decoder is a new near-linear time approximation algorithm for linear equations (k-LIN) over ℤ_q on expanding hypergraphs, in particular, those naturally arising in the decoding of these codes.
We also investigate k-CSPs on expanding hypergraphs in more generality. We show that special trade-offs available for k-LIN over ℤ_q hold for linear equations over a finite group. To handle general finite groups, we design a new matrix version of weak regularity for expanding hypergraphs. We also obtain a near-linear time approximation algorithm for general expanding k-CSPs over q-ary alphabet. This later algorithm runs in time Õ_{k,q}(m + n), where m is the number of constraints and n is the number of variables. This improves the previous best running time of O(n^{Θ_{k,q}(1)}) by a Sum-of-Squares based algorithm of [AJT, 2019] (in the expanding regular case).
We obtain our results by generalizing the framework of [JST, 2021] based on weak regularity decomposition for expanding hypergraphs. This framework was originally designed for binary k-XOR with the goal of providing near-linear time decoder for explicit binary codes, near the GV bound, from the breakthrough work of Ta-Shma [STOC, 2017]. The explicit families of codes over prime F_q are based on suitable instatiations of the Jalan-Moshkovitz (Abelian) generalization of Ta-Shma’s distance amplification procedure

Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more

Reaguojant į Gintaro Grajausko postmodernistinį romaną „Erezija“ ir jo veikėją eretiką misionierių Jeronimą Prahiškį, straipsnyje pristatoma reali istorinė asmenybė tuo pačiu vardu – katalikų kunigas, regulinis kanaunininkas, aistringas krikščionybės skleidėjas. Jeronimas Prahiškis studijavo laisvuosius menus Prahos universitete, 1392 m. gavo magistro laipsnį, pradėjo teologijos studijas ir įstojo į regulinių kanaunininkų norbertanų (premonstratiečių) vienuoliją. 1394 m. atvyko į Jogailos dvarą kaip pamokslininkas ir nuodėmklausys, po to kaip misionierius veikė Lietuvoje. 1410 m. jo prašymu Jogaila fundavo norbertanų vienuolyną; Jeronimas Prahiškis jame tapo abatu. Vėliau jis išvyko į Italiją, kur įstojo į kamaldulius ir 1413 m. jau tapo Kamaldolio viršininku. Lankė Šventąją Žemę, Kipre susitiko su stačiatikių dvasininkais, dalyvavo Bazelio Bažnyčios susirinkime. Jame pasakojo apie savo įspūdžius iš misionieriaus darbo Lietuvoje laikų. Straipsnyje teigiama, jog egzistavo Jeronimo surašytas veikalas apie Lietuvą ir jos pagoniškąsias tradicijas, kurią Motiejus Strijkovskis buvo gavęs iš Alberto Grabovskio (daktaro Serpco). Vadinamasis „komentarėlis“ - tai buvo glausti užrašai, paremti asmenine patirtimi arba atsiminimai, pastabos apie Lietuvą, jos gyvenseną ir religiją Jeronimo akimis. Spėjama, kad prapuolusi knygelė per Strijkovskio atmintį turėjo įsiterpti į jo Istorijų tekstą ir taip pasiekti šiuolaikinį skaitytoją. Stryjkowski; Paganism; Sources; The Middle AgesIn response to Gintaras Grajauskas' postmodern novel "Erezija" ("Heresy") and its character, heretic missionary Jeronimas Prahiškis, the article presents a real historical personality with the same name (Jerome of Prague), a Catholic priest, a regular canonist and a passionate Christian. Jerome of Prague studied liberal arts at the University of Prague, received a Master's degree in 1392, began studying theology and entered monastery of the regular canonists Norbertines (Premonstratensians). In 1394, he arrived at Jagiello's estate as a preacher and confessor, and then continued his activities as a missionary in Lithuania. In 1410, asked by Jerome, Jagiello funded the monastery of Norbertines, where Jerome of Prague took up the position of an abbot. Later he went to Italy, joined the monastic community of Camaldolese monks and became the chief of Camaldolese monks in 1413. He visited the Holy Land, met with Orthodox clergy in Cyprus and attended the meeting of the Church of Basel, where he spoke about his impressions from the time when he was carrying out his missionary activities in Lithuania. The article states that there was a work written by Jerome about Lithuania and its Pagan traditions, which Maciej Stryjkowski received from Albert Grabovsky (Doctor Sierpc). The so-called "commentary" was a concise statement based on personal experiences or memories, notes about Lithuania, its lifestyle and religion through the eyes of Jerome. It is presumed that the missing book should have been included into the text of his stories, and thus reach the contemporary reader, through Stryjkowski's memory
Simulation of thermal plant optimization and hydraulic aspects of thermal distribution loops for large campuses
Following an introduction, the author describes Texas A&M University and its utilities system. After that, the author presents how to construct simulation models for chilled water and heating hot water distribution systems. The simulation model was used in a $2.3 million Ross Street chilled water pipe replacement project at Texas A&M University. A second project conducted at the University of Texas at San Antonio was used as an example to demonstrate how to identify and design an optimal distribution system by using a simulation model. The author found that the minor losses of these closed loop thermal distribution systems are significantly higher than potable water distribution systems. In the second part of the report, the author presents the latest development of software called the Plant Optimization Program, which can simulate cogeneration plant operation, estimate its operation cost and provide optimized operation suggestions. The author also developed detailed simulation models for a gas turbine and heat recovery steam generator and identified significant potential savings. Finally, the author also used a steam turbine as an example to present a multi-regression method on constructing simulation models by using basic statistics and optimization algorithms. This report presents a survey of the author??s working experience at the Energy Systems Laboratory (ESL) at Texas A&M University during the period of January 2002 through March 2004. The purpose of the above work was to allow the author to become familiar with the practice of engineering. The result is that the author knows how to complete a project from start to finish and understands how both technical and nontechnical aspects of a project need to be considered in order to ensure a quality deliverable and bring a project to successful completion. This report concludes that the objectives of the internship were successfully accomplished and that the requirements for the degree of Degree of Engineering have been satisfied
