    Pendidikan merupakan komponen yang memiliki peranan yang strategis bagi bangsa Indonesia  untuk dapat survive dalam persaingan dunia. Output dan outcome dari dunia pendidikan sangat diharapkan dapat mewujudkan tujuan pendidikan Nasional. Tujuan pendidikan sebagaimana tertuang dalam Undang-Undang Republik Indonesia Nomor 20 Tahun 2003 tentang Sistem Pendidikan Nasional adalah usaha sadar dan terencana untuk mewujudkan suasana belajar dan proses pembelajaran agar peserta didik secara aktif mengembangkan potensi dirinya untuk memiliki kekuatan spiritual keagamaan, pengendalian diri, kepribadian, kecerdasan, akhlak mulia serta keterampilan yang diperlukan dirinya masyarakat bangsa dan negara. Penetapan arah, tujuan dan strategi lembaga pendidikan Islam sangat diperlukan agar lembaga Pendidikan islam dapat meningkat baik dari sisi  kualitas sehingga memiliki banyak peminat dan dapat survive di era teknologi ini. Penetapan arah, tujuan lembaga mengikuti arah kebijakan pendidikan nasional pada umumnya maupun kebijakan Islam terkhusus, penetapan arah, tujuan lembaga pendidikan Islam merupakan suatu pedoman dalam pengembangan dan pengelolaan lembaga pendidikan Islam di era persaingan sumberdaya manusia sebagai outcome dari lembaga pendidikan yang semakin kompetitif

    The purpose of writing this article is to describe the effectiveness of Village Fund management in North Sumatra Province. The research method uses a qualitative approach; where the problem of effectiveness in managing the Village Fund will be described in depth based on accurate data or information. Data collection with secondary data retrieval techniques, literature searches and field surveys. While the technique for processing and analyzing the data is by using data reduction techniques and triangulation of sources. The results of the discussion show that ; the effectiveness of Village Fund management in North Sumatra Province is determined by several aspects, including; Aspects of village institutional relations, aspects of administrative readiness, aspects of synchronization, and aspects of accuracy and success. To achieve the effective management of Village Funds in North Sumatra Province, the authors recommend, among others: Village Governments need to suppress sectoral egos so as to avoid inter-village competition; to re-formulate the relationship contract between the Village head as the principal and the Village Secretary as the agent so that the relationship is more optimal, and ; additional power is needed to be owned by the Regional Government so that it is not only authorized to monitor and assess the use of the Village Fund so as to create characteristics or specifications for regional / regional development

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     This article analyzes public participation in basic services in Indonesia. Public service is one of the eight areas of change for bureaucratic reform in Indonesia. The goal of public service reform is to improve the quality of services and increase the index of public satisfaction with the implementation of public services organized by the Regional Government (Province). This article formulates the problem of how public participation in basic public services is measured in quality and/or quantity in meeting public needs. The purpose of this article is to describe public participation in measurable basic services that are of quality and meet public needs. The discussion of this article uses Qualitative Methods to examine and describe the natural object conditions related to public participation in basic services. Data analysis is inductive/qualitative to the object (case) of the problem. Considering the scope of basic services, it is very necessary to realize effective public participation in order to encourage the realization of quality basic services and meet the basic needs of the public, because public participation is the exercise of rights in state administration and public services. That effective public participation is realized in the form of Complaint Participation and Aspirational Participation and emphasizes more on community involvement in helping the Regional Government formulate basic service technical policies and participate in formulating the desired service standards.     “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Developments that have been planned at the sub-district level by sub-district government officials often do not go as expected. Therefore, what is the potential of the area if the implementing apparatus does not understand the integration of development, automatically the development goals of the sub-district will not be achieved as expected. Several villages or sub-districts and headed by a Camat, have the main task of implementing regional techniques that have certain work areas and also have functions. At this writing the research was conducted in Tamiang Hulu District, Aceh Tamiang Regency, about how the role of the sub-district government in the implementation of physical development. The results of this study explain that the role of the sub-district in physical development in the Tamiang Hulu sub-district begins with the preparation of a program of development activities held at the village level, where each village carries out Musrenbang. The results of the village development plan deliberation (Musrenbangdes) are submitted to the sub-district government, thus the role of the sub-district is as a facilitator in carrying out development starting from forming meetings and inviting community leaders to participate in the plannin

    Peraturan Pemerintah Nomor 8 Tahun 2006 mengatur setiap instansi pemerintah berkewajiban menyampaikan laporan Keuangan dan Kinerja, dalam rangka evaluasi akuntabilitas kinerja. Tujuannya untuk menilai tingkat akuntabilitas hasil terhadap penggunaan anggaran dalam rangka mendorong terwujudnya pemerintahan yang berorientasi pada result oriented government. Kementerian BUMN memperoleh nilai Akuntabilitas Kinerja 2015: 64,05 menunjukkan tingkat efektivitas dan efisiensi penggunaan anggaran dibandingkan dengan capaian kinerjanya. Pencapaian akuntabilitas kinerja tersebut penting untuk dianalisis, apakah indikator pengukuran akuntabilitas kinerja memenuhi dimensi akuntabilitas?. Sesuai dengan tujuan artikel untuk menganalisis indikator pengukuran akuntabilitas kinerja Kementerian BUMN, maka digunakan metode analisis tekstual dan dokumentasi. Berdasarkan hasil analisis, bahwa Indikator Kinerja Utama sebagai pengukuran akuntabilitas kinerja Kementerian BUMN merupakan indikator yang didominasi oleh Lag Indicator dan sebagaimana pendapat Koppel (2005), maka indikator pengukuran akuntabilitas kinerja Kementerian BUMN belum memenuhi dimensi akuntabilitas

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.
