No full textEl propósito de Gobernanza por resultados en México. Eficacia directiva 2006-2012 es analizar la importancia de los temas de políticas públicas, gestión intergubernamental, gestión por resultados y gobernabilidad en una coyuntura nacional (2006-2012), la cual se caracteriza por la necesidad de diseñar políticas eficaces del Estado de mexicano, particularmente en materia de seguridad pública y desarrollo local, que fortalezcan la legitimidad gubernamental con base en rendimientos, mayo r transparencia y una mayor efectividad gubernamental. Estos temas de gestión y políticas han sido centrales en el marco de los 30 años de findación de El Colegio de la Frontera (1982-2012) porque han representado parte de cuestionamientos y oportunidades en el desarrollo del Estado mexicano y en sus políticas para la frontera norte. Estos temas tienen en común el énfasis en los aspectos de políticas, impacto en atender las demandas y prioridades sociales. Por ello, se concibe que en el marco del próximo contexto electoral de 2012 será fundamental la discusión sobre cuál debe ser el papel del Estado mexicano para atender los principales problemas nacionales: pobreza, inseguridad pública, crimen organizado y violencia

No full textEste trabalho tenta responder ao questionamento do núcleo de temas optativos da avaliação institucional que indaga: existem mecanismos claros e conhecidos para avaliação do corpo técnico-administrativo na instituição? Não somente tentaremos responder essa questão como também apresentar breve relato sobre sua história, mudanças ocorridas na tentativa de construção de cultura avaliativa. O Sistema Nacional de Avaliação da Educação Superior (Sinaes), instituído pela Lei n° 10.861, de 14 de abril de 2004, no seu artigo 3°, apresenta as dimensões institucionais a serem obrigatoriamente identificadas o seu perfil e o significado de sua ação. O item 5º do referido artigo destaca as políticas de pessoal, as carreiras do corpo docente e do corpo técnico-administrativo, seu aperfeiçoamento, desenvolvimento profissional e suas condições de trabalho. A avaliação de desempenho aparece como desdobramento da política de pessoal no processo de auto-avaliação institucional. Apresentaremos neste artigo uma conjugação de dados e informações sobre a história da avaliação de desempenho do corpo técnico-administrativo da Universidade Federal do Ceará (UFC), trajetória e mudanças ocorridas a partir de processos avaliativos. Utilizando-se de pesquisa de campo e relatórios de seminários realizados pela Superintendência de Recursos Humanos (SRH), entre 2002 e 2004, a Avaliação de Desempenho, implantada em 1991, passou por reformulações em 2005. Os dados coletados e analisados mostraram a necessidade imperiosa de ampla modificação começando pela mudança nos instrumentais como o início da construção de nova cultura avaliativa. Tais mudanças permitiram, também, maior adequação ao Plano de Carreira dos Cargos Técnicoadministrativos em Educação (Pcctae) Lei 11.091/2005

No full textThis Handbook of Good Practices is the result of the International Research conducted by the Esquela Tecnica Superior de Sevilla, the Fundaciòn de Investigaciòn de la Universidad de Sevilla with the University of Granada and Politecnico di Milano. In particular it estates falls into the framework of one of the research lines of the Groups Ciudad, Arquitectura y Patrimonio Contemporàneos (HUM666), Arquitectura, Patrimonio y Sostenibilidad (TEP-130) and Vivienda Eficiente y Reciclaje Urbano (BIORNM-909). The MANUAL focuses “on urban obsolescence as one of the factors of contemporaneity, due to the unusual speed that characterizes the economic and technological changes produced during late-capitalism”, as says C. G. Vazquez, Coordinator of the research.
It is oriented to give categories, methodologies and ‘actions’ to use in the interventions on obsolete housing. The contribution by Politecnico (Equipo Redactor / Team Editors: Guya Bertelli, Coordinator, Doaa Salaheldin, PHD arquitect and Amanda Padilla, Arcquitect), coincides in an editorial and scientific support at the development of the volume, that was translated both in Spanish and English language
The fellowship of St.Diogo : new Christian judaisers in Coimbra in the early 17th century
No full textDr Antonio Homem was a respected teacher in the University of Coimbra, a Canon in the Cathedral and an illustrious scholar. He was also the heir of a long Jewish family tradition. His great-great-grand father lived and died as a Jew. His great-grandfather, his grandmother and two of his uncles were among his relatives to have been sentenced
as judaisers by the Inquisition. His own father kept the Law of Moses, and taught it to all his children, without the knowledge of his wife, an Old Christian of noble lineage.
His concern for the situation of the New Christians in Portugal eventually made him build up a congregation of judaisers, which he called the Fellowship of St Diogo as a tribute to a Capuchin friar who had been executed a few years earlier as an apostate and defender of the Jewish Law. His congregation grew to include over sixty people,
including clerics, physicians, lawyers and students, as well as merchants and farmers. Its leader gave it a corpus of doctrine and eventually a distinctive liturgy, which showed influence from the Catholic Church. The Fellowship also inspired the creation of judaiser conventicles
in three major Monasteries in the Coimbra district, where a relatively large number of nuns held cult meetings and paid homage to Friar Diogo as a martyr of the Law of Moses.
After several years of activity, the Fellowship was investigated and dismantled by the Inquisition. Most of its members were arrested and sentenced. Dr AntOnio Homem was himself taken into custody, charged with heresy and apostasy, as well as sodomy (he was a known paederast), and finally handed over to the secular arm for execution.
His dream of building up a judaiser community in Coimbra was shattered. The Fellowship members who survived either left the country and joined the orthodox Jewish communities in the Netherlands and elsewhere, or stayed in Portugal and gradually lost their Jewish consciousness. Descendants
of some of them can still be found near Coimbra
